Özet
Dünyada yaşanan siyasi, ekonomik, teknolojik ve kültürel değişimlerle birlikte devletin yapı ve işlevinde de birtakım değişimler yaşanmıştır. Bu değişimler sonucunda mali ve idari açıdan bir yapılandırma ihtiyacı ortaya çıkmıştır. Bununla birlikte ülkemizde kaynakların etkili, verimli ve ekonomik bir şekilde kullanımı ile mali saydamlık ve hesap verebilirlik ilkeleri önem kazanmıştır. Bu sebeple kamu idarelerinin stratejik plan ve planlarıyla uyumlu olacak şekilde performans programları ile faaliyet raporlarını hazırlamaları gerekli görülmüştür. Stratejik planlarla idarenin stratejik amaç ve hedefleri belirlenirken performans programlarında bu amaç ve hedeflerle uyumlu performans hedefleri ile performans hedeflerinin kaynak ihtiyacı belirtilmektedir. Faaliyet raporlarında ise performans programlarında belirtilen performans hedeflerine yönelik gerçekleşmeler yer almaktadır. Performans programları stratejik planın yıllık uygulama dilimlerini oluşturmaktadır. Aynı zamanda stratejik plan ile bütçe arasındaki ilişkiyi sağlamakta ve faaliyet raporunun hazırlanmasına da katkıda bulunmaktadır. Bunların yanında performans programları stratejik amaç ve hedeflere ulaşmada da önemli bir rol üstlenmektedir. Bu araştırmada nitel durum çalışması yöntemi kullanılarak stratejik amaç ve hedeflere ulaşmada performans programının rolü değerlendirilmiştir. Ayrıca araştırmada veri toplama yöntemi olarak doküman inceleme yöntemi kullanılmış ve bu doğrultuda Kamu Denetçiliği Kurumu'nun 2017-2021 dönemine ait stratejik planı, performans programları ve faaliyet raporları incelenmiştir. Tüm bunlara bakılarak performans programları sayesinde stratejik amaç ve hedeflerin yıllık olarak uygulanabilir hale geldiği ve idare kaynaklarının hedeflere yönlendirildiği sonucuna ulaşılmıştır.

Along with the political, economic, technological and cultural changes taking place in the world, there have also been some changes in the structure and function of the state. As a result of these changes, the need for a financial and administrative restructuring has arisen. However, with the effective, efficient and economical use of resources in our country, the principles of financial transparency and accountability have become important. For this reason, it has been deemed necessary for public administrations to prepare performance programs and annual reports in accordance with their strategic plans and plans. While the strategic goals and objectives of the administration are determined with strategic plans, performance objectives compatible with these goals and objectives and the resource needs of performance objectives are specified in performance programs. In the annual reports, realizations for the performance objectives specified in the performance programs are included. Performance programs constitute the annual implementation slices of the strategic plan. It also provides the relationship between the strategic plan and the budget and contributes to the preparation of the annual report. In addition to these, performance programs also play an important role in achieving strategic goals and objectives. In this research, the role of the performance program in achieving strategic goals and objectives was evaluated by using the qualitative case study method. In addition, the document review method was used as the data collection method in the research, and in this direction, the strategic plan, performance programs and activity reports of the Ombudsman Institution for the period 2017-2021 were examined. Considering all these, it was concluded that the strategic goals and objectives became applicable annually and the resources of the administration were directed towards the objectives thanks to the performance programs.
