The Common Agricultural Policy is one of the most important and costly policy domains of the European Union. In a changing world, the Common Agricultural Policy has undergone many transformations to overcome the current challenges. It has been subjected to several reforming processes since its creation. In parallel, these reforms have triggered the interest of the academia towards explaining the causes and consequences of the reforms. Within the literature, among the causes for policy change, the WTO's pressures are one of the highly debated issues regarding its effects on these reforms. In this vein, this thesis aims to understand and explain the conditions under which the WTO pressures lead to major changes in the agricultural subsidy system within the CAP between 1992 and 2013. To solve this puzzle, a causal mechanism for policy change based on the fundamental assumptions and concepts of the historical institutionalism is formulated. In light with the mechanism, four hypotheses are generated to explain the reform processes of CAP and the role of the WTO's pressures. Overall, this thesis argues that solely external pressures cannot lead major changes in domestic policies of the EU. Thus, holistically, success or failure of a given policy, conceptualized as feedback effect, is more decisive for its reform and evolution than the exogenous pressures.
