Özet
Osmanlı Devleti, XIX. yüzyılında birçok alanda yenilik sürecine girmiştir. Tanzimat Fermanı'nın ilan edilmesi ile idari, hukuki, mali ve sosyal birçok alanda yenilikler yapılmıştır. Vergi konusu, mali alanda yapılan yeniliklerin başında gelmektedir. Temettuat Defterleri, bu yeniliklerin içerisinde yer almaktadır. Osmanlı Devleti'nin, sosyo-ekonomik yapısının aydınlatılmasında temettuat defterlerinin yeri ve önemi büyüktür. Bu defterlere, hane reislerinin isim ve unvanları, sahip oldukları ekilen ve nadasa bırakılan arazileri, bahçesi, bağı ve tüm hayvanları ile tüccar ve esnafın bir senede tahmini olarak ne kadar geliri olduğu kaydedilmiştir. Bu çalışmada Edirne Viyaleti'ne bağlı Çirmen Kazası dahilinde bulunan Umurbey, Alibey, Sarıcapışa, Toprak, Haylan, Göçebe Yörükhanından Hacı Salih ve Kavak mahallelerine ait temettuat defterlerinin transkripsiyonu yapılmıştır. Bu mahallelerin dört tanesi müslim, üç tanesi ise reaya (zımmi)'ya ait defterlerdir. Defterlerde kaydedilen bilgiler ölçeğinde, Çirmen Kazası'na ait nüfus, zirai yapı, alınan vergileri, yetiştirilen tarım ürünleri, hayvanlar ve hane sahiplerinin mesleklerinin değerlendirilmesi yapılmıştır. Bu değerlendirmeler neticesinde, bölge halkının sosyal ve ekonomik faaliyetlerinin ortaya çıkarılması amaçlanmıştır.

The Ottoman Empire, XIX. it has entered into the process of innovation in many areas in its century. With the promulgation of the Edict of Tanzimat, innovations have been made in many administrative, legal, financial and social fields. The issue of tax is one of the leading innovations made in the financial field. Dividend Books are included in these innovations. The place and importance of dividend books in the elucidation of the socio-economic structure of the state is great. The names and titles of the heads of households, how much real estate and land they have, the amount of land they own planted and left fallow, garden, vineyard, as well as all the animals they own, how much income and trade merchants and tradesmen will have in a year, that is, all their assets are recorded in these books. In this study, the transcription of the dividend books belonging to Umurbey, Alibey, Sarıcapışa, Toprak, Haylan, Hacı Salih from Nomad Yörükhan, Kavak Neighborhoods located within the Chirmen accident of Edirne province was carried out. Four of these neighborhoods are Muslim, and three of them are ledgers belonging to reaya (dhimmi). On the scale of the information recorded in the notebooks, the population, agricultural structure, taxes levied, agricultural products grown, animals, household owners' occupations, etc. belonging to the Chirmen Accident. As a result, many issues have been evaluated. As a result of these evaluations made with figures and tables, it is aimed to reveal the social and economic activities of the people of the region.
