Özet
Günümüzde ülkelerin daha küçük birliklerle, daha hızlı, performansı yüksek ve daha düşük maliyetli sonuçlar elde edebilmesi hedeflenmektedir. Bu hedefleri gerçekleştirebilmek için savunma tedarik stratejilerinin geliştirilmesinin yanı sıra Entegre Proje Ekipleri (IPT) oluşturulmuştur. Bu çalışmanın amacı; savunma tedarik projelerinin belirli kriterler içerisinde istenilen hedeflere uygun bir şekilde ulaştırılabilmesi için uzun yıllardır özellikle savunma alanında gelişmiş ülkelerde uygulanan IPT'lerin Türk savunma tedarik süreci boyunca kullanılabilmesi ve bu sayede iş birliğinin arttırılarak tedarik sistemimizin geliştirilmesidir. Bu amaç doğrultusunda savunma tedarik sürecine IPT'ler eklendiğinde tüm tedarik makamları ve alanında uzman kişiler bir araya getirilerek tedarik sürecinde bütünlük sağlanacağı ve bu sayede zaman ile maliyetten tasarruf edilirken etkinlik ve verimliliğin de arttırılacağı öngörülmektedir. Araştırmada nitel araştırma yöntemlerinden olan yarı yapılandırılmış görüşme yöntemi kullanılmıştır. Kaynak taraması sonucunda oluşturulmuş olan görüşme formu bir tanesi demografik olmak üzere toplam 14 sorudan oluşmaktadır. Araştırmanın evrenini ülkemizde yer alan savunma tedarik sistemi içerisinde çalışan uzmanlar oluşturmakta iken araştırmanın örneklemi amaçlı örnekleme yöntemi kullanılarak Savunma Sanayi Başkanlığı ve Milli Savunma Bakanlığı'nda tedarik birimlerinde çalışan uzmanlar olarak belirlenmiştir. Savunma Sanayi Başkanlığı'nda dört, Milli Savunma Bakalnlığı'nda dört olmak üzere toplam sekiz uzmanla yüz yüze görüşme gerçekleştirilmiştir. Verilen cevaplar doğrultusunda içerik analizi yapılarak bir kod listesi oluşturulmuş ve benzer kodlar bir araya getirilerek kategoriler elde edilmiştir. Elde edilen kategoriler çerçevesinde ve literatür taraması sonucunda değerlendirmeler yapılarak savunma tedarik sistemimiz içerisine IPT'lerin dahil edilmesi ile bir model önerisi sunulmuştur. Aynı zamanda savunma sanayiine, tedarik ile ilgili karar vericiler ile çalışanlara ve gelecekte savunma tedariki ile ilgili çalışma yapmak isteyen araştırmacılara yönelik önerilerde bulunulmuştur.

Today, it is aimed that countries can achieve fast, high-performance and low-cost results with smaller units. In addition to the development of defense procurement strategies, Integrated Project Teams (IPT) have been formed in order to achieve these goals. The aim of this study; In order to deliver defense procurement projects to the desired targets within certain criteria, IPTs, which have been applied in developed countries for many years, can be used throughout the Turkish defense procurement process, and thus to improve our supply system by increasing cooperation. For this purpose, when IPTs are added to the defense procurement process, it is foreseen that all procurement authorities and experts in the field will be brought together to ensure integrity in the procurement process, thus saving time and cost, while increasing efficiency and productivity. In the research, semi-structured interview method, which is one of the qualitative research methods, was used. The interview form, which was created as a result of the literature review, consists of a total of 14 questions, one of which is demographic. While the universe of the research consists of experts working in the defense supply system in our country, the sample of the research was determined as experts working in the supply units of the Presidency of Defense Industry and the Ministry of National Defense by using the purposeful sampling method. Face-to-face interviews were held with eight experts, four in the Presidency of Defense Industry and four in the Ministry of National Defense. A code list was created by making content analysis in line with the answers given, and categories were obtained by bringing together similar codes. A model proposal was presented with the inclusion of IPTs in our defense supply system by making evaluations within the framework of the categories obtained and as a result of the literature review. At the same time, suggestions were made for the defense industry, procurement decision makers and employees, and researchers who want to work on defense procurement in the future.
