Özet
The purpose of this thesis study is; to propose methods on how to minimize disaster risks by evaluating nature-based solutions and green infrastructure systems while creating a disaster-resistant city. In order to achieve the aim of the study based on nature-based solutions and green infrastructure systems, national and international studies were examined in detail separately according to the subjects they included. For Elazığ province, which was determined as the study area after the review; Three strategies have been developed: Agriculture, Protection and Improvement and Settlement Purposes strategies. In order to develop the strategies, 9 criteria were determined and Suitability Analyzes for Conservation and Improvement, Agriculture and Settlement Purposes were carried out according to the criteria. SWOT analyzes were made according to each strategy in order to maintain the current situation of Elazığ, both positive and negative. As a result of all these analyses, nature-based solutions and green infrastructure systems resilience maps of Elazığ province were obtained. With these maps, resilient and non-resilient areas of the city in terms of nature-based solutions and green infrastructure systems against disasters have been determined. As a result, with this study; it has been argued that nature-based solutions and green infrastructure systems have an important role in the process of creating disaster-resistant cities. In this context, it has been concluded that studies carried out by taking into account the strategy maps prepared for the provinces are necessary in the process of resilient city formation. Also in this study; It has been emphasized that the professional discipline of landscape architecture must be present in the process of creating a disaster-resistant city.
