Özet
İkinci Dünya Savaşı' ndan sonra teknoloji ve sanayi alanındaki gelişmeler kentleşme hareketlerine büyük bir ivme kazandırmıştır. Ülkemizde de ekonomik ve sanayi alanındaki gelişmelerle beraber kırsal alanlardan kentlere doğru yapılan göç konut gereksinimi arttırmıştır. Bu artış karşısında devletin konut gereksinimine katılması kaçınılmaz olmuştur. Gelişmiş ve gelişmekte olan pek çok ülkede olduğu gibi ülkemizde de konut açığının kapatılabilmesi için kar amacı gütmeyen toplu konut, kooperatif gibi konut sunum türlerinin desteklenmesi gereği görülmüştür. Kooperatifler yoluyla konut üretimi 1981 ve 1984 yıllarında çıkarılan Toplu Konut Yasası ile toplam konut üretimi içindeki paylarını arttırmıştır. Bütün kentlerimizde olduğu gibi Edirne'de de kooperatifler yoluyla konut üretimi nicelik olarak büyük bir artış göstermiştir. Ancak konut yakın çevrelerindeki açık alanların düzenlenmesinde nitelik olarak yetersizlik olduğu görülmüştür. Çalışmanın birinci bölümünde, konuya giriş ve çalışma hakkında genel bilgiler verilmekte, ikinci bölümde, Türkiye'de konut sorununun boyutları, uygulanan politikalar ve konut sunum türleri, üçüncü bölümde, Türkiye'de toplu konut yapımı ve tarihsel gelişimi ele alınmaktadır. Dördüncü bölümde kooperatifçilik kavramı ve konut kooperatifçiliği, Dünyada ve Türkiye'de konut kooperatifçiliğinin tarihsel gelişimi ve toplam konut üretimi içindeki yeri anlatılmak-tadır. Beşinci bölümde, kooperatifler yoluyla elde edilen konut alanlarında konut dışı alan standartları, altıncı bölümde, Edirne'de 1980 yılı sonrası konut kooperatifleri yoluyla konut üretimi ve yakın çevresinin değerlendirilmesine yönelik anket çalışması yer almıştır. Sonuç bölümünde ise, genel bir değerlendirme yapılarak bazı öneriler geliştirilmiştir.

II The developments in the field of technology and industry created a great acceleration in urbanization movements after the second world war. In our country, housing need increases due to the move from the rural areas into the urban ones. This increase necesitates the state taking part in the housing need. It is thought to be necessary to support the low-cost housing and housing cooperatives, which do not aim at getting profits, in order to compensate housing shortage as it is in many developing and developed countries. Followig the acceptance of the law for public housing construction, the share of house building executed by housing cooperatives between the years 1981 and 1984 has increased. The numbers of houses built by housing cooperatives has reasonably increased in Edirne as it has in the other cities in the recent years. But, it is seen that there is insufficiency in quality in organizing open areas near houses. In the first section of this study; an introduction to the subject and general information about the study is given, In the second section; the extent of housing problems, applied policies and types of house supply in Turkey is discussed. In the third section; public housing construction and history of public housing is explained. In the fourth section; the term, cooperative and public housing, the development of public housing in Turkey and in the world and the share of Turkey is expressed. In the fifth section; the standard of the area out of the house that is supplied by public housing cooperatives and in the sixth section; house building by housing cooperatives after 1980 and a survey about the evaluation of the environments of the houses take place. In the conclusion section a general evaluation is given and some suggestions are offerred.
