Özet
İçerisinde bulunduğumuz 2023 yılı itibariyle Türkiye Cumhuriyetinin kuruluşunun 100. yılındayız. Bu yüz yıllık tarihsel süreç; gerek coğrafi gerek zengin toplumsal dokumuz ve millet olarak yüz yıldan çok daha öncesine dayanan tarihi, kültürel varlığımızla çeşitli politikalara, değişim ve dönüşümlere sahne olmuştur. Bu süreç kapsamında deneyimlenen politikalar, değişim ve dönüşümler; sosyal bilimler açısından ayrıca incelenmeyi ve değerlendirmeyi gerektiren hususlar barındırmaktadır. Bu hususlardan biri; ekonominin, ekonomik krizlerin sosyal devlet anlayışı üzerindeki etkisidir. Bu çalışmada; Türkiye'de 1980 yılı sonrası yaşanan ekonomik krizlerin; sosyal devlet anlayışı üzerindeki etkisine odaklanılmıştır. 1980 sonrası olarak belirtilen süreçte; 1994, 2001 ve 2008 yıllarında yaşanan ekonomik krizler ele alınmıştır. Sosyal devlet ve ekonomik kriz kavramları incelenmiş ve aralarındaki teorik ilişki anlamlandırılmaya çalışılmıştır. 1994, 2001 ve 2008 ekonomik kriz dönemlerindesosyal devlet anlayışı genel olarak; o dönemde devlet tarafından uygulanan politikalarla ifade edilmeye çalışılmıştır. Ancak 1980 yılı sonrasında yaşanan ekonomik krizlerin sosyal devlet anlayışına etkisi sosyal politikalar, vergi politikaları, sosyal harcamalar üzerinde meydana gelen değişimler kapsamında yorumlanacaktır. Devletlerin genel politik tutumları, sosyal politika ve vergi politikalarına yaklaşımları; sosyal devlet anlayışının varlığı ve gelişimi noktasında belirleyici faktörler olarak kabul edilmiştir. 1980 sonrası ekonomik kriz yıllarının da içerisinde bulunduğu 1991-2015 dönemine ait kamu harcamalarının, kamu sosyal harcamalarının ve GSYH'ninreel artışı; ilgili yıllara yönelik sayıştay uygunluk raporları verilerinden derlenerek aktarılmıştır. 1994, 2001 ve 2008 ekonomik kriz yıllarına ait sosyal harcamaların görünümü; 1990-1996, 2000-2005 ve 2006-2011 olarakbeşer yıllık dönemler şeklinde, 2016-2022 yıllarına ait sosyal harcamalarda ayrı bir başlık kapsamında Maliye Bakanlığı verilerinden derlenerek aktarılmıştır. İlgili yıllara dair anlamlılık gösteren veriler; sosyal devlet anlayışının ekonomik krizlerden etkilenme yönüne ve detaylarına açıklık getirmiştir.Bu kapsamda; sosyal devlet anlayışına yönelik olumsuz etkileriönleme ya da giderme noktasında fikir yürütebileceğimiz çıktılar söz konusu olmuştur. Ayrıca konunun; küresel anlamda da ekonomik problemlerin yaşandığı günümüz dünyasında, eklentilere ve geliştirilmeye açık nitelik gösterdiği ifade edilebilir.

As of 2023, we are in the 100th anniversary of the founding of the Republic of Turkey. This hundred-year historical process; It has been the scene of various policies, changes and transformations, both geographically and with our rich social texture and our historical and cultural existence as a nation, dating back more than a hundred years. Policies, changes and transformations experienced within the scope of this process; It also contains issues that require examination and evaluation in terms of social sciences. One of these issues is; It is the impact of the economy and economic crises on the understanding of the social state. In this study; The economic crises experienced in Turkey after 1980; Focused on its impact on the understanding of the social state. In the period specified as after 1980; The economic crises experienced in 1994, 2001 and 2008 were discussed. The concepts of social state and economic crisis have been examined and the theoretical relationship between them has been tried to be interpreted. During the economic crisis periods of 1994, 2001 and 2008, the general understanding of the social state was; It was tried to be expressed through the policies implemented by the state at that time. However, the impact of the economic crises experienced after 1980 on the understanding of the social state will be interpreted within the context of changes in social policies, tax policies and social expenditures. General political attitudes of states, their approaches to social and tax policies; These have been accepted as determining factors in the existence and development of the social state concept. The real increase in public expenditures, public social expenditures and GDP for the period 1991-2015, including the years of economic crisis after 1980; It was compiled and transferred from the data of the Court of Accounts compliance reports for the relevant years. In addition, the outlook of social expenditures for the economic crisis years of 1994, 2001 and 2008; It was compiled and transferred from the Ministry of Finance data in five-year periods as 1990-1996, 2000-2005 and 2006-2011. Significant data for the relevant years; It clarified the aspect and details of the social state understanding being affected by economic crises. In this context; There have been outputs from which we can speculate on preventing or eliminating the negative effects of the social state understanding. In addition, the subject; It can be stated that in today's world, where global economic problems are experienced, it is open to add- ons and development.
