Özet

The long lasting candidacy period of Turkey to the European Union (EU) began in the first half of 1960s. Although the European Economic Community (EEC) was founded on the basis of economic cooperation in 1950s after the devastating Second World War had ended, the hidden aim was creating a community which would keep the peace and safety within the Western European countries. The community always carried the common desire of establishing peace and sharing economic integrity and it proved to be successful in its aims within a short period of time, as it became an attractive economic and political community. Back in 1960s, Turkey had a fast-growing and rapidly urbanizing economy and it was willing to become a part of integrated political and economic blocks in the world. In pursuit of the aim of being a permanent member of the Community, Turkey made its first association application to the Community in 1959. The formal membership application was made in 1987. Throughout the 60 years of relations, the two parties experienced different journeys. Many different developments occurred in Turkish economy between 1960 and 2004, when the accession negotiations began officially. As known, full membership to the EU is subject to complying with various political and economic conditions, which can be simply addressed by the Copenhagen and Maastricht criteria. These are the necessary conditions for the full membership to the EU and every candidate country has to fulfill these conditions to become a member of EU, including Turkey. In 2004, Turkey started the toilsome official accession negotiation process aiming to achieve these criteria as soon as possible to become a full member to the EU. This thesis mainly focuses on evaluating the economic recommendations by the EU on economy and the performance of Turkey in fulfilling them. The main question which forms the basis of the thesis is as follows:“To what extent Turkish economy developed following the EU recommendations in respect of economic conditions, especially after the accession negotiations started in 2004?”The question is examined thoroughly by comparing the progress reports published by the EU on Turkey in order to make assessments on the macroeconomic performance of Turkey, considering that progress reports include EU's recommendations on Turkish economy as well. The other sources that are used for the sake of the dissertation are the national reports that include the commitments of the Turkish side in line with the EU's policy recommendations. 6 In addition to these, economic performances of Turkey are analyzed by checking the changes in the selected macroeconomic indicators (such as GDP, growth, inflation, unemployment etc.), particularly after Turkey was accepted as a formal potential candidate country for the EU. In other words, this thesis aims to evaluate the following: i) To what extent EU's recommendations and its economic conditionalities have been effective on Turkish macroeconomic performance so far? ii) Have Turkish governments followed these recommendations closely until today? iii) Has Turkish economy done well in achieving the standards set by the Copenhagen and Maastricht Criteria after 2004? In this respect, this thesis intends to make a contribution to the literature by answering a very controversial question: 'Is the aim of full membership to the EU an inevitable anchor for Turkish economy or not?'
