Özet
Bu tezin amacı hem Amerika Birleşik Devletleri'nin (ABD) dış politikasının hem de uluslararası sistemin temel dinamiklerinin analizini 1987 yılından beri ABD tarafından düzensiz aralıklarla yayımlanan Ulusal Güvenlik Stratejisi (National Security Strategy) Belgeleri üzerinden incelemek ve tespitlerde bulunmaktır. Literatürde gerek ABD Dış Politikası gerekse uluslararası sistem üzerine birçok çalışma ve inceleme yapıldığı aşikardır. Ancak bu analizler belli dönemleri kapsayacak şekilde genel bir çerçeve üzerinden yürütülmüştür. Bu tezde ise yürütülen çalışma Ulusal Güvenlik Stratejisi Belgeleri (Strateji Belgeleri) ekseninde yapılacak ve Strateji Belgelerindeki bilgilerin tarihsel, kuramsal, sistemsel ve neden-sonuç bağı analizleri üzerinden yapılmıştır. Bu sebeple diğer ABD Dış Politikası veya Uluslararası Sistem çalışmalarını daha farklı bir metot ve bakış açısını merkeze alarak çalışma yürütülmüştür. Diğer bir ifade ile bu çalışma, kapsam olarak Strateji Belgelerini inceleyip bu belgede geçmekte olan olay, kavram, yaklaşım ve girişimlerin hem ABD Dış Politikasını hem de uluslararası sistemi ne denli etkilediği sorusuna cevap aranmıştır. Çalışma kapsamında Goldwater-Nichols Yasası yürürlüğe girdiği tarihi takiben yayımlanan ilk Ulusal Güvenlik Belgesi'nden çalışma dahilindeki ele alınan son Amerikan Başkanı'nın yayımladığı Belge'ye kadar olan tüm Ulusal Güvenlik Belgesi incelenmiştir. Bu süreç içerisinde dokuz Amerikan Başkanlık döneminde altı Amerikan Başkanı'nın yayımladığı toplamda on yedi Belge analiz edilmiştir. İlk Belge'yi yayımlayan Ronald Reagan'dan başlayarak sırasıyla George H. W. Bush, Bill Clinton, George W. Bush, Barack Obama ve Donald Trump'ın yayımladığı strateji belgeleri incelenmiştir. Elde edilen bulgular çerçevesinde hem ABD dış politikasının hem de uluslararası sistemin geçirdiği değişim ve dönüşüm süreçleri ile devamlılık ve tutarlık arz eden konular ve olgular çalışmada sunulmuştur.

The aim of this thesis is to analyze the basic dynamics of both the foreign policy of the United States of America (USA) and the international system through the National Security Strategy (NSS) documents published by the USA at irregular intervals since 1987. It is obvious that there are many studies and analyzes on both US foreign policy and the international system in the literature. However, these analyses have been conducted through a general framework covering certain periods. In this thesis, on the other hand, the study will be conducted on the axis of the National Security Strategy Documents (Strategy Documents) and will be based on historical, theoretical, systemic and cause-and-effect analysis of the information in the Strategy Documents. For this reason, this thesis will be conducted by focusing on a different method and perspective than other US Foreign Policy or International System studies examined in academia. In other words, this thesis examines the Strategy Papers in terms of scope and seeks to answer the question of how much the events, concepts, approaches and initiatives mentioned in these documents affect both US Foreign Policy and the international system. Within the scope of the study, all National Security Documents were examined from the first National Security Document published following the enactment of the Goldwater-Nichols Act to the Document published by the last American President covered in the study. During this process, a total of seventeen Documents published by six American Presidents during nine American presidencies were analyzed. Starting with Ronald Reagan, who published the first Document, the strategy documents published by George H. W. Bush, Bill Clinton, George W. Bush, Barack Obama and Donald Trump were examined. Within the framework of the findings obtained, the change and transformation processes experienced by both the US foreign policy and the international system, as well as the issues and facts that exhibit continuity and consistency were presented in the study.
