Özet
Eğitim, bireysel ve toplumsal gelişim için kritik bir role sahiptir ve ulusal ilerlemenin temel taşıdır. Devletler, vatandaşlarının eğitim gereksinimlerini kamu mal ve hizmetleri aracılığıyla karşılar. Eğitime yapılan kamu harcamaları, öğrencilerin başarısını ve toplumsal yararı önemli ölçüde artırır. Kamu harcamalarının etkisi sadece harcama miktarıyla değil, ne şekilde harcandığıyla da oldukça ilgilidir. Okullarda, müdürler okul bütçesini yönetme ve harcama konusundaki yetkili ve sorumlu kişilerdir. Bu araştırmada, eğitim yöneticilerinin harcama kararlarını etkileyen etmenlerin neler olduğunun çözümlenmesi amaçlanmıştır. Araştırmanın çalışma grubu, amaçlı örnekleme yöntemlerinden ölçüt yoluyla belirlenen Tarsus İlçe Milli Eğitim Müdürlüğü'ne bağlı kamu ortaöğretim okullarında görev yapan 20 okul müdüründen oluşmuştur. Veriler, görüşme yöntemiyle toplanmış ve tematik çözümleme ile çözümlenmiştir. Araştırma kapsamında ulaşılan sonuçlara bakıldığında; okul yöneticilerinin ödenek isteme, okul bütçesini harcama rollerine yönelik çeşitli bilgi, beceri ve yeterliklere gereksinim duydukları ortaya çıkmıştır. Bu bilgi, beceri ve yeterlikler temel anlamda okul yöneticilerinin harcama yetkilisi rollerine, ödenek isteme, kaynak elde etmeye ve okul bütçesini harcamaya yöneliktir. Okul yöneticilerinin okul bütçesini planlama ve ödenek isteme kararlarını etkileyen etmenler; okulun gereksinimleri, okulun özellikleri ve sosyal ağlar olarak ortaya çıkmıştır. Okul yöneticilerinin harcama kararlarını etkileyen etmenler ise; süreli gereksinimler, öğrencilere sunulan olanakların iyileştirilmesi, gereksinimlerle pay edilen ödenek miktarı ve kalemlerinin örtüşmemesi, okul içi ögeler, etki grupları ve okulun bulunduğu bölge olarak belirlenmiştir. Okul aile birliği gelirlerini harcanma kararlarını etkileyen etmenler ise okul aile birliği gelir durumuna ve okul aile birliğinin amaçlarına göre değişiklik gösterdiği saptanmıştır.

Education plays a critical role in individual and societal development and is the cornerstone of national progress. Governments meet the educational needs of their citizens through public goods and services. Public expenditures on education significantly enhance students' success and societal benefits. The impact of public spending is not only related to the amount spent but also to how it is spent. In schools, principals are the authorized and responsible individuals for managing and spending the school budget. This study aims to analyze the factors influencing the spending decisions of education administrators. The study group consists of 20 school principals working in public secondary schools affiliated with the Tarsus District Directorate of National Education, selected through criterion sampling methods, which is one of the purposive sampling techniques. Data were collected through interviews and analyzed using thematic analysis. When looking at the results obtained within the scope of the research, it has been revealed that school administrators need various knowledge, skills, and competencies related to their roles in requesting appropriations and spending the school budget. These knowledge, skills, and competencies are primarily related to the roles of school administrators as spending authorities, requesting appropriations and obtaining resources, and spending the school budget. The factors affecting school administrators' decisions on planning the school budget and requesting appropriations were analyzed as the needs of the school, the characteristics of the school, and social networks. The factors influencing school administrators' spending decisions were determined as periodic needs, improving the opportunities provided to students, the mismatch between the needs and the amount and items of allocated appropriations, internal elements of the school, influence groups, and the region where the school is located. The factors affecting the spending decisions of the parent-teacher association funds were found to vary according to the income status of the parent-teacher association and the goals of the parent-teacher association.
