Özet

Bu tezin amacı, T.C. Şanlıurfa Adliyesinde farklı unvanlarda görevli T.C. Adalet Bakanlığı personelinin Ulusal Yargı Ağı Projesi (UYAP) sistemine yönelik algılarının saptanması, UYAP sisteminin adli yargı teşkilatının işleyişine getirdiği yeniliklerin adli personel gözünden incelenmesi ve güçlü ve zayıf yönlerinin adli personele göre ortaya konulmasıdır. Araştırmanın örneklemini T.C. Şanlıurfa Adliyesi'nde görevli 548 adli personel oluşturmaktadır. Araştırmada kullanılacak olan verilerin elde edilmesinde Songur (2015) tarafından araştırmanın amacına uygun olarak geliştirilen ve katılımcıların bazı sosyo-demografik bilgileri, bilgisayar kullanma durumları, UYAP sistemine yönelik eğitim alma durumları, mesai saatleri, UYAP sisteminin güçlü ve zayıf yönleri ve UYAP sisteminin getirdiği yeniliklere yönelik görüşlerine yönelik soruların yer aldığı“Katılımcılara Yönelik Bilgi Formu”ve Songur (2015) tarafından geliştirilen“UYAP Sistemine Yönelik Algı Ölçeği”kullanılarak toplanmıştır. Araştırma sonucuna göre T.C. Adalet Bakanlığı personelinin UYAP sistemine yönelik olumlu algılarının olduğu, UYAP sisteminin adli yargı teşkilatının işleyişini olumlu yönde etkilediği ve getirdiği yenilikler sayesinde adli sistemin daha etkili, motive edici ve hızlı çalışma olanağını getirdiği görüşünün görüldüğü sonucuna ulaşılmıştır.

The purpose of this thesis is to determine the perceptions of the personnel of the Ministry of Justice of the Republic of Turkey, working in different titles at the Şanlıurfa Courthouse of the Republic of Turkey, towards the National Judicial Network Project system, to examine the innovations that the National Judicial Network Project system has brought to the functioning of the judicial organization from the perspective of the judicial personnel, and to reveal its strengths and weaknesses according to the judicial personnel. The sample of the study consists of 548 judicial personnel working at the Şanlıurfa Courthouse of the Republic of Turkey. In order to obtain the data to be used in the study, the“Information Form for Participants”developed by Songur (2015) in accordance with the purpose of the study, which includes questions regarding some socio-demographic information of the participants, their computer usage status, their training status regarding the National Judicial Network Project system, working hours, the strengths and weaknesses of the National Judicial Network Project system, and their opinions regarding the innovations brought by the National Judicial Network Project system, and the“Perception Scale for the National Judicial Network Project System”developed by Songur (2015) were used. According to the research results, it was concluded that the personnel of the Ministry of Justice of the Republic of Turkey have positive perceptions towards the National Judicial Network Project system, that the National Judicial Network Project system positively affects the functioning of the judicial organization and that the innovations it brings provide the judicial system with the opportunity to work more effectively, motivatingly and quickly.
