Özet
Kırım, Kafkasya ve Rumeli'den Osmanlı Devleti'nin topraklarına yapılan göçleri konu olan genel ölçekli çalışmaların yanı sıra vilayet ve sancaklar özelinde muhacirlerin sevk ve iskân sürecinin ele alındığı çalışmaların sayısında son yıllarda bir artış olduğu görülmektedir. Kastamonu Vilayeti'nin, göç sürecinde muhacirlerin sevk ve iskânında önemi bir role sahip olması ve bölgenin tamamını kapsayan kapsamlı bir çalışmanın eksikliği, bu konuda akademik literatürde önemli bir boşluğa yol açtığı düünülmektedir. Vilayetin sahip olduğu Kastamonu, Bolu, Sinop ve Çankırı sancaklarına muhacirlerin sevk ve iskân süreçleri 1850-1900 yıllarını kapsayacak şekilde detaylı olarak incelenerek bu alandaki eksiklik giderilmeye çalışılmıştır. Çalışmada Kastamonu Vilayeti'ne muhacirlerin göç ve iskân süreçleri ele alınmıştır. Muhacirlerin nerelerden Kastamonu'ya geldikleri, hane ve nüfus bilgileri, hangi sancak, kaza ve köyde iskân edildikleri, muhacirlere devlet ve yerli halk tarafından yapılan yardımların neler olduğu, sevk ve iskân sürecinde ne gibi sorunlarla karşılaşıldığı ve bunların çözümünde hangi yollara başvurulduğu incelenmiştir. Bunun yanı sıra muhacirlerin iskânlarından sonra yeleştirildikleri bölgelerdeki yerli halk ile ilişkilerinin nasıl olduğu, muhacirlerle-yerli halk arasında yaşanan sorunlar ve bu sorunların çözümünde hangi yollara başvurulduğu, muhacirlerin yaşadıkları sıkıntılardan dolayı karıştıkları adli vakalar arşiv belgeleri çerçevesinde detaylı bir şekilde değerlendirilmiştir.

Alongside broad-scale studies on migrations from Crimea, the Caucasus, and Rumelia to Ottoman territories, recent years have seen a significant increase in scholarly works specifically focusing on the processes of migrant relocation and settlement at the provincial and district levels. The significant role of Kastamonu Province in the relocation and settlement of migrants during the migration process, coupled with the lack of a comprehensive study covering the entire region, is believed to have contributed to a notable gap in the academic literature on this subject. The processes of migrant relocation and settlement in the districts of Kastamonu, Bolu, Sinop, and Çankırı, within the province, have been comprehensively analyzed, covering the period from 1850 to 1900, with the aim of addressing the existing gap in scholarly research on this subject. The study investigates the migration and settlement processes of immigrants in Kastamonu Province. It examines the origins of the migrants, their household and demographic data, the specific sancaks, kazas, and villages where they were settled, the types of assistance provided by both the state and local populations, the difficulties encountered during the relocation and settlement processes, and the solutions employed to address these challenges. Furthermore, the study investigates the interactions between the immigrants and the local populations in the regions where they were settled, the conflicts that arose between the two groups, and the measures taken to resolve these issues. Additionally, it offers a detailed analysis of the legal cases involving immigrants, which stemmed from the difficulties they encountered, all examined within the context of archival documents.
