Özet
ÖZET Bu çalışmamızda; Türkiye Cumhuriyeti Merkez Bankası ve Alman Merkez Bankası'nın bağımsızlıklarını ekonomik açıdan ele alarak açıklamaya çalışıyoruz. Öncelikle, Merkez Bankası'nın bağımsızlık kavramını; demokrasi ve bağımsızlık ilişkisi, bağımsızlık ölçütleri, teorik modeller, bağımsızlık ve makro ekonomik performans ve daha birçok başlık altında toplayarak açıklıyoruz. Daha sonra sizleri Alman Merkez Bankası tarihi, bağımsızlığı, görevleri, çıkarları ve para politikası üzerindeki etkisine değinerek sizleri bilgilendirmeye çalışıyoruz. Ayrıca yine Yeni Zelanda'dan“yaptırımlarla bağımsızlık”kavramına bir örnek de vererek Alman Merkez Bankası'nın bağımsızlığı konusundaki tartışmalara değiniyoruz. Bunun takibinde, Türkiye'deki Merkez Bankası uygulamasını; kredi, avans, döviz yükümlülükleri, Merkez Bankası parası ve b ağımsızlık açısından Alman Merkez Bankası ile kıyaslamaya çalışıyoruz.

SUMMARY In this study, we attempt to explain the independence of the Central Bank of Turkey and Bundesbank of Germany in economic terms. First of all, we express the concept of the independence of the Central Bank under such titles as the Relationship between Democracy and Independence, the Criteria of Independence, Theoretical Models, Indepence and Macroeconomic Performance, etc. Then, we will try to in form you by mentioning about the history, independence, duties, interests of the Bundesbank of Germany, and about the effect of the Bank on monetary policy. Furthermore, we will express our views on the discussion about the independence of the Central Bank of Germany by the way of giving examples to the concept of“Independence with sanctions”from New Zealand. Following this, we will try to compare the application of the Central Bank of Turkey with its German counterpart in terms of such topics as credit, advance payment, foreign currency liabilities, the money of the Central Bank and the concept of independence.
