Özet
1990'lı yıllardan itibaren yükseköğretim sistemlerinde küreselleşme, finansman ve yönetişim reformları ön plana çıkmıştır. Bu süreçte, farklı ülkelerin sağlık sistemleri uluslararası öğrencilerin ihtiyaçları karşısında yeniden değerlendirilmiştir. Bu çalışma, Kazakistan ve Türkiye'de öğrenim gören toplam 20 uluslararası öğrencinin sağlık hizmetlerine erişim deneyimlerini incelemektedir. Araştırmada nitel yöntem kullanılmış, veriler bireysel görüşmeler yoluyla toplanmış ve MAXQDA yazılımı ile analiz edilmiştir. Elde edilen bulgulara göre, Kazakistan'daki öğrenciler dil engelleri nedeniyle sağlık hizmetlerine erişimde ciddi zorluklar yaşarken, Türkiye'deki öğrenciler daha çok idari yapılarla ilgili sorunlar bildirmiştir. Her iki ülkede de finansal zorluklar yaygın bir engel olarak öne çıkmaktadır. Üniversitelerin bilgilendirme faaliyetleri, öğrenci memnuniyeti üzerinde belirleyici rol oynamaktadır. Araştırma, üniversiteler bünyesinde sağlık danışma birimlerinin kurulması, çok dilli bilgilendirme materyallerinin hazırlanması, özel sağlık sigortası seçeneklerinin sunulması ve devlet-üniversite iş birliğinin artırılması gibi yapısal öneriler sunmaktadır. Bu öneriler, uluslararası öğrencilerin sağlık sistemlerine entegrasyonunu kolaylaştırarak, akademik başarılarını ve genel yaşam kalitelerini olumlu yönde etkileyebilir.

Since the 1990s, the globalization of higher education has brought issues such as funding and governance reforms to the forefront. Within this context, national healthcare systems have been reevaluated in response to the needs of international students. This study examines the healthcare access experiences of a total of 20 international students studying in Kazakhstan and Turkey. A qualitative research design was employed, with data collected through individual interviews and analyzed using MAXQDA software. The findings indicate that international students in Kazakhstan face significant difficulties accessing healthcare due to language barriers, whereas students in Turkey report challenges primarily related to administrative structures. Financial difficulties also emerged as a common barrier in both countries. University-based informational support plays a crucial role in shaping students' overall satisfaction with healthcare access. The study offers several structural recommendations to improve access to healthcare for international students. These include the establishment of on-campus health advisory units, the provision of multilingual informational materials, the development of private health insurance options, and the strengthening of cooperation between governments and universities. Implementing such measures would facilitate the integration of international students into healthcare systems, ultimately enhancing their academic success and overall well-being.
