Özet
Osmanlı topraklarında bulunan Fransa konsolosluklarında, uzun yıllar vénalité denilen bir satış sistemi uygulanmıştır. Louis Gédoyn, vénaliténin kaldırılması ve konsoloslukların Fransa krallığına dâhil edilmesi maksadıyla yapılan reform sürecinde, Halep konsolosluğuna tayin edilmiştir. Gédoyn'nın XIII. Louis tarafından atanması durumu, vénalité uygulamasına son verilmesi ve reformların tatbik edilmesi yolunda bir adım olmuş ve bu adım Gédoyn'yı reformların bir parçası haline getirmiştir. Göreve getirilmesine müteakip Paris'ten ayrılan Gédoyn, konsolosluk görevi sona erene kadar gördüğü ya da işittiği her bir olayın kaydını tutmuştur. Konsolos, bahsedilen kayıtların dışında Fransa'daki arkadaşlarına, saray çevresine ve hamisi konumundaki kimselere muntazam denilecek sıklıkta mektuplar yazmıştır. Gédoyn'nın şahsi yazışmalarını ve mektuplarını içeren bu evraklar, çalışmamızda analiz edilmiştir. Evraklarda yer alan veriler doğrultusunda, XVII. yüzyılın ilk yarısına dair birçok hususta bilgi edinmekteyiz. Öncelikli olarak Gédoyn'nın seyahat güzergâhı olan Paris, İstanbul ve Halep yolculuğuna ilişkin aktarımları, geçilen bölgelere, oradaki insanlara ve yolların durumuna dair pek çok detay içermektedir. Yolculuk dışında, bahsedilen dönemde Fransa konsolosları ve konsolosluk yapısı; Osmanlı Devleti'ndeki Fransız ticareti; Fransız elçi, konsolos ve tüccarları arasındaki ilişkiler; konsolosun sadrazam, Halep paşası ve kadısıyla yaptığı görüşmelerin dışında Avrupalı ülkelerin konsoloslarıyla olan münasebetleri gibi birçok hususta malumat sahibi olmaktayız. Bütün bunların dışında Gédoyn evrakı, Osmanlı Devleti'nin siyasi, sosyal, askeri ve mali durumlarına dair bilgi içermektedir. Bu çalışmada, XVII. yüzyılın ilk yarısında Osmanlı Devleti'nin iç ve dış meselelerden kaynaklı sıkıntılarına ilişkin, dönemin şahidi bir konsolosun bakış açısı ele alınarak olayları aktarma şekli değerlendirilmeye çalışılmıştır. Osmanlı Devleti'ne Avrupalı bir konsolos tayin edildiğinde, konsolosun görevlendirilme sürecinden Osmanlı Devleti'ne gelişi ve görevi bitene kadarki faaliyetleri ele alınmıştır. Ayrıca Osmanlı yöneticilerinin bahsedilen meselenin neresinde yer aldıkları ve Avrupalı temsilcilerin birbirleriyle olan ilişkileri de Louis Gédoyn evrakları kapsamında anlamaya çalışmıştır.

For many years, a sales system called vénalité was applied in the France consulates located in the Ottoman lands. Louis Gédoyn was appointed to the Aleppo consulate during the reform process to abolish the vénalité and include the consulates in the French kingdom. The appointment of Gédoyn by Louis XIII was a step towards ending the practice of vénalité and implementing the reforms and this step made Gédoyn a part of the reforms. Gédoyn, who left Paris following his appointment, kept a record of every event he saw or heard until the end of his consular post. Apart from the aforementioned records, the consul wrote regular letters to his friends in France, the palace circle and his protecteurs. These documents, which include Gédoyn's personal correspondence and letters, have been analyzed in our study. In line with the data contained in the documents, we obtain information on many issues regarding the first half of the 17th century. First of all, Gédoyn's journeys to Paris, Istanbul and Aleppo, as well as his travel route, contain many details about the regions passed, the people there and the condition of the roads and navigation on the sea besides the journey, one can learn from this correspondence, the French consuls and the consular structure in the Ottoman lands during the mentioned period as well as the natüre of the French trade in the Ottoman Empire, relations between French ambassadors, consuls and merchants. Moreover one can cath a glimpse of the meetings of the consul with the grand vizier, the Pasha of Aleppo and the judge of that city, as well as of his relations with the European consuls. Apart from all these, Gédoyn documents contain information about the political, social, military and financial situations of the Ottoman Empire. In this study, the point of view of a consul, who was a witness of the period, regarding the problems of the Ottoman Empire resourcing from internal and external issues in the first half of the 17th century, was tried to be evaluated. When a European consul was appointed to the Ottoman Empire, the activities of the consul from the appointment process to his arrival in the Ottoman Empire and until the end of his duty were discussed. In addition, we tried to understand the side perception of the Ottoman administrators in the mentioned issue and the relations of the European representatives with each other within the framework of Louis Gédoyn documents.
