Özet
Bu tez çalışmasının konusu, Türk Devletleri Teşkilatı (TDT)'nı tanımak, üye ve gözlemci devletlerin makroekonomik ve madencilik durumlarını irdelemektir. Türkistan bölgesi diye nitelendirilen Orta Asya'da SSCB dağılmasından sonra bağımsızlıklarına kavuşan Türk Cumhuriyetleri'ni dünyada tanıyan ilk devlet, Türkiye Cumhuriyeti olmuştur. Türkiye'nin öncülüğünde, tarihi ve kültürel bağları olan bu devletler ile bölgesel barışın tesis edilmesi, ekonomi, ticaret ve eğitim gibi tüm alanlarda iş birliklerin kurulup sürdürülebilir olması amacıyla uzun yıllar çeşitli zirveler yapılmıştır. Bu zirvelerin nihayetinde bölgesel bir güç olma hedefiyle TDT kurulmuştur. Bir ülkenin jeolojik yapısının ve sahip olduğu yer altı kaynaklarının anlaşılması, o ülkenin ekonomik kalkınması, halkın refahı, enerji güvenliği ve çevre yönetimi açısından stratejik bir öneme sahiptir. İşte bu tez çalışmasında da, teşkilatı oluşturan devletlerin coğrafi özellikleri, ekonomik göstergeleri, sahip oldukları çeşitli madenleri, bu madenlere ait güncel rezerv durumu, ülkenin madencilik sektöründeki mevcut üretim seviyeleri ve madencilik ticaretinin dinamikleri kapsamlı ve bilimsel bir bakış açısıyla ele alınmıştır. TDT olarak madencilik potansiyellerinin genel olarak envanteri çıkarılmıştır. Hızla değişen ve gelişen dünyada yeni güç birlikleri ve ticaret rotaları ortaya çıkmıştır. Bu yeni rotaların oluşturulması ve hayata geçirilmesi sürecinde teşkilatı oluşturan devletlerin madencilik ve enerji transferindeki rolleri analiz edilmiştir. Bu kapsamda araştırma sorusu ise Türk Devletler Teşkilatı'nın bir madencilik politikaları ve stratejik hedeflerinin ortaya konulup konulamayacağı olmuştur. Bunun için Teşkilatı'n 2040 Vizyon Belgesi incelenerek, ekonomi ve ticaret ekseninde madencilik sektörü ele alınmıştır. Mevcut ve hedeflenen iş birlikleri üzerinden madencilik alanındaki potansiyeller, fırsatlar ve riskler de irdelenmiştir. Bu konuda derli toplu bir çalışma daha önce yapılmamıştır. Nitel araştırma yöntemleri ile hazırlanan bu çalışmanın, TDT ve madencilik ekseninde yapılacak olan çalışmalarda, araştırmacılara bir başvuru kaynağı, madencilik sektörüne de bir rehber olması hedeflenmiştir.

The subject of the present thesis is to recognize the Organization of Turkic States (OTS) and analyze the macroeconomic and mining situations of the member and observer states. Turkey was the first state that recognized Turkic Republics that achieved their independence following the fall of the USSR in the Central Asia known as Turkistan region. Under the leadership of Turkey, various summits have been organized for long years with these states, which have historical and cultural bonds, in order to establish the regional peace, to found cooperation in all areas such as economy, trade, and education as well as to make them sustainable. As a result of these summits, Organization of Turkic States (OTS) was founded with the objective to be a regional force. The understanding of a state's geological structure and underground sources has a strategic value in regard to its economic development, the nation's welfare, energy security, and environment management. In the present thesis, the geographical features, economic parameters, the various mines, the reserves about these mines, the present production level in the mining sector, as well as the dynamics of the mining trade of these member states are analyzed in a comprehensive and scientific perspective. The overall inventory of the mining potential of the Organization of Turkic States (OTS) is presented. In the rapidly changing world, new force alliances and trade routes have emerged. In the process of the formation and realization of these new routes, the roles of the member states in the organization in the mining and energy transfer are evaluated. In this scope, the research question is whether mining policies and strategic targets of the Organization of Turkic States (OTS) can be determined. For this objective, the Organization's 2040 Vision Document is analyzed and the mining sector is evaluated in a trade perspective. The potentials, opportunities, and risks in the mining area are examined through the present and planned alliances. In this subject, there has not been any considerable study before. The present study realized through qualitative research methods is aimed to be a source of reference to the researchers for the studies in the scope of OTS and mining as well as a guide for the mining sector.
