Özet
Çalışma, Türkiye'deki sosyal güvenlik açıklarının makroekonomik etkilerini ele almaktadır. Sosyal güvenlik açıklarının bütçe dengesi, faiz oranları, parasal genişleme, enflasyon, ekonomik güven ve ekonomik büyüme üzerindeki etkileri analiz edilmiştir. Veriler, Türkiye İstatistik Kurumu (TÜİK), Sosyal Güvenlik Kurumu (SGK), Türkiye Cumhuriyet Merkez Bankası (TCMB) EVDS, Hazine ve Maliye Bakanlığı, Cumhurbaşkanlığı Strateji Ve Bütçe Başkanlığı, Dünya Bankası (WB World Development Indicators, WDI) ve IMF (World Economic Outlook Database, WEO) veri tabanlarından elde edilmiştir. Lineer regresyon analiz tekniği kullanılarak sosyal güvenlik açıklarının makroekonomik değişkenler üzerindeki etkileri incelenmiştir. Bulgular, sosyal güvenlik kurumu açıklarının konsolide bütçe açığını artırarak kamu maliyesi üzerinde büyük bir yük oluşturduğunu, iç borçlanmaya neden olduğunu, reel reeskont faiz haddini artırdığını, enflasyonda düşüş meydana getirdiğini, fakat diğer taraftan parasal genişlemeye yol açtığını göstermektedir. Bununla birlikte, sosyal güvenlik açıklarının ekonomik büyüme ve işsizlik üzerinde istatistiki açıdan anlamlı etkisinin olduğu sonucuna ulaşılamamıştır. Sonuçlar sosyal güvenlik sisteminin sürdürülebilirliği, ülkede makroekonomik istikrar açısından sosyal güvenlik reformlarının ve etkin mali politikaların önemini vurgulamaktadır. Analiz için SPSS programı kullanılmıştır.

The study analyzes the macroeconomic effects of social security deficits in Turkey. The effects of social security deficits on the consolidated budget balance, interest rates, monetary expansion, inflation, were analyzed. Data was obtained from the Turkish Statistical Institute (TURKSTAT), Social Security Institution (SSI), Central Bank of the Republic of Turkey (CBRT) EVDS, Ministry of Treasury and Finance, Presidential Strategy and Budget Directorate, World Bank (WB World Development Indicators, WDI) and IMF (World Economic Outlook Database, WEO) databases. By using linear regression analysis technique, the effects of social security deficits on macroeconomic variables were scrutinized. The findings show that social security deficits create a large burden on public finances by increasing the consolidated budget deficit, bring to domestic debting furtherly, decrease inflation rate, but on the other side, lead to monetary expansion. However, it is concluded that social security deficits have not significant effect statistically on the economic growth and unemployment. The results emphasize the importance of reforms on social security system and the importance of effective fiscal policies in with respect of both the macroeconomic stability in the country and the social security system's sustainability. SPSS program was used for the analysis.
