Özet
Bu çalışmada nitel araştırma yönteminden yararlanılarak Güney Kore ve Türkiye'nin hükümet sistemleri, parti sistemleri ve seçim sistemleri karşılaştırmalı olarak incelenecek ve genel anlamda hükümet sistemleri, seçim sistemleri ve siyasi parti sistemleri hakkında bilgi verilecektir. Güney Kore ve Türkiye'de uygulanmakta olan siyasal sistemler, kendisine özgü bir takım dinamikler barındırmaktadır. Güney Kore'de hükümet sistemi olarak 1948 tarihi itibarıyla başkanlık sistemi benimsenmekte, yönetim şekli olarak ise Cumhuriyet tercih edilmekte olup, üniter devlet anlayışı hâkimdir. Ülkede çok partili yapı içerisinde gerçekleştirilen parlamento ve başkanlık seçimleri ile hükümet yapısı biçimlenmektedir. Ülkenin parti sistemi, çok partili bir yapıda olmakla birlikte siyasi partiler çoğunlukla muhafazakâr, liberal ve ilerlemeci olarak üç ideoloji etrafında faaliyet göstermektedir. Hükümetin oluşturulmasında başkanlık seçimlerinin oldukça etkisi bulunmaktadır. Ek olarak Güney Kore'de siyasi partiler tarafından oluşturulan koalisyonlar, hükümet üzerinde oldukça etki alanı bulmaktadır. Türkiye'de uzun parlamenter sistem deneyimi sonrasında 2017 tarihli anayasa değişikliğiyle Cumhurbaşkanlığı Hükümet Sistemi benimsenmekte, yönetim şekli olarak ise Cumhuriyet tercih edilmekte olup, üniter devlet anlayışı hâkimdir. Türkiye'de gerçekleştirilen seçimlerde Cumhurbaşkanı, devletin ve hükümetin başı işlevine sahip olarak başkanlık sistemi esasına dayandırılarak seçilmektedir. Yeni tercih edilen hükümet sistemiyle Türkiye'de Cumhurbaşkanına verilen güçlü yetkiler ve siyasal parti yapısı etkenleri hükümetin ortaya çıkmasına doğrudan etki etmektedir. Türkiye'de esasen çok partili sistem mevcuttur. Tezde Güney Kore ve Türkiye'de siyasi parti, hükümet ve seçim sistemlerinin özellikleri detaylandırılarak analiz edilecek, elde edilen bulgular doğrultusunda iki ülke açısından tarihi ve siyasi geçmişte hesaba katılarak değerlendirmeler yapılacaktır.

In this thesis, by utilizing qualitative research method, the government systems, party systems and electoral systems of South Korea and Turkey will be analyzed comparatively and information about government systems, electoral systems and political party systems in general will be given. The political systems implemented in South Korea and Turkey possess unique dynamics. South Korea has adopted a presidential system of government since 1948, and a republic is the preferred form of government, with a unitary state approach prevailing. The country's government structure is shaped by parliamentary and presidential elections held within a multi-party system. The country's party system is multi-party, with political parties generally operating around three ideologies: conservative, liberal, and progressive. Presidential elections significantly influence government formation. Furthermore, coalitions formed by political parties in South Korea wield considerable influence over the government. After a long experience with the parliamentary system, Turkey adopted the Presidential Government System with the constitutional amendment of 2017, with the Republic as the preferred form of government and a unitary state approach. In the elections held in Turkey, the President is elected on the basis of a presidential system, with the function of the head of state and the head of government. With the new preferred system of government in Turkey, the strong powers given to the President and the political party structure have a direct impact on the emergence of the government. Moreover, the governments formed by political parties in Turkey are shaped through coalitions. Essentially, there is a multi-party system in Turkey. The thesis will analyze the characteristics of the political party, government and election systems in South Korea and Turkey in detail, and in line with the findings obtained, evaluations will be made by taking into account the historical and political past of the two countries.
