Implications of new gas discoveries in the Eastern Mediterranean on the Turkish-Greek relations between 2003 and 2024

Özet

Before 2009, the Eastern Mediterranean area was not an area of interest in the field of maritime exploration for natural gas. In January 2009, however, the Tamar field for natural gas was discovered in the scope of the Israeli maritime borders in the Mediterranean. Following such, several gas discoveries have been made over time in the Eastern Mediterranean. These discoveries in such an area constitute both opportunities and challenges at the same time. On one hand, they pave the way to using natural gas as fuel in energy stations and are employed in the heavy and petrochemical industries. Furthermore, this type of gas is used in houses, public transportation, and contributes to cooperation between countries in gas exporting to the European market. On the other hand, it stands exposed to regional disputes resulting from the non-delineation of maritime borders between the countries in the region before gas discoveries or the overlapping of such borders. Hence, in recent years, the Eastern Mediterranean area has been witnessing critical developments in conjunction with the escalation of regional and international races therein. This increasing interest expresses geopolitical motives only, and the new gas discoveries have a clear impact. In general, the Eastern Mediterranean area, and specifically the East of the Mediterranean Sea, has been a battleground for a regional and international geopolitical dispute over the different eras. However, this dispute has taken a new turn most recently. This is due to the massive reserve discoveries of oil and gas in the Eastern Mediterranean area. As a result, gas and oil are no longer an indication of one country's economic power only, rather they are one reason for tension and dispute among countries. The countries of the region tended to dispute and compete over the control of gas and oil sources in the region, thus, alarming a stimuli and renewal of disputes, such as the Cyprus-Türkiye and Greece-Türkiye dispute, which is the core of the study herein; and the Israel-Lebanon dispute. This competitive scene, in which each country claims its eligibility for such wealth, became more expressive in relation to the new regional alliances map which the region is witnessing to magnify the benefit arising from these resources. This study aims to analyze Turkish-Greek relations from a historical perspective and add a new dimension to the existing literature by discussing the potential effects of the Eastern Mediterranean energy resources to the political/diplomatic, military/security, economic, and cultural/societal relations between the two countries. The thesis will also touch upon the Cyprus Conflict as one of the main elements in Turkish-Greek relations.
