Özet
Türk askerî tarihinde kurmaylık başlıca üç döneme ayrılabilir. Bu dönemlerin ilki kurmaylığın ilk defa tesis edildiği 1848 yılında Fransız modeliyle başlayıp Almanların gelmesine kadar sürecek olan dönemidir. İkinci dönem ise 1882 itibariyle başlar ve 1948'de sona erer. Bu dönem Türk kurmaylığının temel karakteristik dönemlerinin yerleştiği, teorik bilgi ile pratik uygulamaların yapıldığı bu dönemden sonra 1948 itibariyle Amerikan etkisi girmiş ve günümüze kadar devam etmiştir. Türk Devleti ile Alman Devleti'nin her ikisinin de Batılı denizci devletler tarafından sıkıştırılması ve kara gücü ağırlıklı yapıya sahip olmaları ve Türk kültürü ile Alman kültürünün askerî bakımdan benzeşmesi, Prusya modeli kurmaylığın yerleşmesi için önemli bir faktör olmuştur. Fakat deniz kumaylığı ve çok geç tarihlerde ortaya çıkan hava kurmaylığı için Prusya'nın bu denli etkisinden söz edilemez. 1909 yılında müstakil bir okul olarak tedrisatına devam eden Türk kurmaylık sisteminde 1927 yılında yapılandırmaya gidilmiş, 1930'da kurulan Deniz Harp Akademisi ve 1937'de kurulan Hava Harp Akademisi'nin de katılmasıyla uzun yıllar varlığını sürdürecek olan Harp Akademileri Komutnalığı tesis edilmiştir.

The history of the Turkish General Staff can be divided into three phases. The first phase began in 1848 with the introduction of the staff officer system, modeled on the French example and continued until the German dominance. The second period on the other hand began in 1882 and lasted until 1948. The main characteristics of the Turkish staff system were established during that period. In this era, theoretical knowledge was combined with practical application. The last phase emerged after 1948 under American influence which gradually became the dominant model and shaped the staff system in the following decades. The cultural similarity between the Turkish and German military cultures was an important factor in the adoption of the Prussian staff model. Extensive translation projects were carried out, foreign instructors were invited and Turkish students were sent abroad. All of these initiatives played a pivotal role in facilitating Türkiye's integration into the modern world. These initiatives encompassed not only the reorganization of curricula and the modernization of institutional structures but also the introduction of field studies, staff rides, and war games as integral elements of officer training. Most of these reforms were implemented following the arrival of Colmar von der Goltz in 1883. Despite persistent political obstacles, his initiatives paved the way for progress. Staff education for the land forces initially continued within the Military Academy under the title of“Erkân-ı Harbiye Classes”, before being established as an independent school in 1909. In the Republican era, the institution was reorganized and renamed as the Army War Academy. Although its activities were suspended during the Balkan Wars and the Turkish War of Independence, it resumed with renewed vigor following the proclamation of the Turkish Republic. Although the naval branch of staff education was not initially organized as an independent institution, its formal instruction began in 1863. Because of the limited capacity of the Ottoman Navy, the number of naval staff officers remained relatively small. However, their training placed greater emphasis on practical skills than the land forces. The naval staff curriculum first shaped with supplementary courses within the Naval Academy, but in 1930 it gained permanence with the establishment of an independent school. Like the land forces, the naval branch institutionalized through the contribution of foreign instructors and the dedication of specialized personnel which accelerated its development. Shortly after the proclamation of the Republic, the Army and Naval War Academies were consolidated under the Command of War Academies and headquartered in Yıldız Palace. Yet, this structural unification did not led to joint integration. Each service pursued its own system and carried out its activities independently without procedural shortcomings. This was largely due to the dominant position of the Army within both the Turkish Armed Forces and the political establishment. As Gazi Osman Pasha once told Goltz Pasha, graduates of the Military Academy were trained not only to administer military institutions but also to assume civilian and political roles. On the other hand, in the Türkiye of the 1930s and 1940s, the most senior naval officer typically held only the rank of lieutenant colonel or colonel and was subordinate to an army colonel. This imbalance meant that younger naval officers had limited influence against the predominance of army generals, and as a result, the naval staff system evolved along a primarily professional rather than political trajectory.
