Özet

ÖZET Bu araştırmanın problemi, personel değerlendirme yöntemlerinin etkililiğine ilişkin ilköğretim okulu yönetici ve öğretmenlerinin görüşlerini belirlemektir. Bu görüşlerin okul yöneticileri ve öğretmenlerin öğrenim durumu ve kıdem değişkenlerine göre farklılıklar gösterip göstermediğini tespit etmektir. Bu amacı gerçekleştirmek için personel değerlendirmede kullanılan ölçütlere ve olması gereken ölçütlere ilişkin öğretmen ve okul yöneticilerinin görüşlerinin önem dereceleri saptanmıştır. Araştırmada tarama modeli kullanılmıştır. Araştırmacı tarafindan literatür taranarak personel değerlendirmede kullanılan ölçütler belirlenmiş ve hazırlanan anket Çanakkale merkez ve ilçelerindeki İl Milli Eğitim Müdürlüğüne bağlı 44 resmi ilköğretim okulunda görevli öğretmenlerden 268 'ine okul yöneticilerinden de 58'ine direkt olarak uygulanmıştır. Anketlerden elde edilen verilerin analizinde frekans, yüzde, ortalama, varyans analizi ve t-testi teknikleri kullanılmıştır. Öğretmenlerle okul yöneticileri arasında, sınıf öğretmenleri ile branş öğretmenlerinin görüşleri arasında öğrenim ve kıdem değişkenleri açısından anlamlı farklılıkların olup olmadığım belirlemek amacıyla Tukey-B testi uygulanmıştır. Analizler, bilgisayarda SPSS istatistik programında yapılmış, anlamlılık testlerinde oc =.05 düzeyi esas alınmıştır. Öğretmenlerin, personel değerlendirmede kullanılan ölçütlere ilişkin, X=4.12 ortalama ile“çok”düzeyinde, okul yöneticileri ise X=4.16 ortalama ile“çok”düzeyinde önemli bulmuşlardır. Olması gereken ölçütlere ilişkin ise öğretmenler X=3.88 ile“çok”düzeyinde, okul yöneticileri iseX=4.10 ortalama ile“çok”düzeyinde önemli bulmuşlardır. Öğretmen ve okul yöneticilerinin kullanılan ve olması gereken yöntemlere ilişkin belirttikleri görüşlerden hareketle, personel değerlendirme yöntemleri öğretmenler ve okul yöneticileri açısından etkili bulunmaktadır.

ABSTRACT The problem of this research is determine the views of the manager and teachers of the primary education schools concerning the effectiveness of the staff assessment methods. It is to determine that whether these views indicate differences considering seniority and education variables of school managers and teachers. In order to realize this aim, consequence degrees of the views of the teachers and the school managers concerned with the standarts, which are used in staff assessment and have to be used were determined. A scrutiny model was used in the research. The standards used in staff assessment were determined scrutinizing the literature by the resercher and the survey prepared was directly made to 58 of school managers, 268 of the teachers employed in 44 formal primary schools depends on Province National Education Directorate in Çanakkale and its districts. The techniques of frequency, percentage, average, variation analysis and T- test were used in the analysis of data obtained in surveys. Tukey-B test was applied to determine whether there are meaningful differences between the views of the techers and school managers, class teachers and branch teachers in respect of education and seniority variation. Analysis were done in the SPSS statistic program by computers and a =.05 level was taken as a basis in the tests of meaning fullness. The teachers by an average of X=4.12, school managers by an average of X=4.16 accepted important the standards, which are used in staff assessment at a level of many. The teachers by an average of X=3.88, school managers by an average of X=4.10 accepted important the standards, which have to be at a level of many. Staff assessment methods are accepted effective for teachers and school managers by looking at the views, which the teachers and school managers have expressed concerned with the methods are used and have to be.
