Özet
Bu çalışmada, Kamu Mesleki ve Teknik Anadolu Liselerinde (KMTAL) görevli okul müdürlerinin denetim kaygısına ilişkin görüşlerini almak ve bu kaygının yönetiminde maarif müfettişlerinden beklentilerinin ortaya konulması amaçlanmıştır. Araştırma, nitel araştırma yöntemlerinden birisi olan olgu bilim (fenomenoloji) deseni ile yürütülmüştür. Çalışma grubunu, 2024-2025 eğitim öğretim yılında Ankara ilinin Altındağ, Çankaya, Keçiören, Mamak, Sincan ve Yenimahalle ilçelerinde bulunan Kamu Mesleki ve Teknik Anadolu Liselerinde görev yapan okul müdürlerinden, son iki yıl içinde genel denetim geçirmiş olan ve her bir ilçeden üçer katılımcı olmak üzere toplam 18 okul müdürü oluşturmaktadır. Veriler, araştırmacının geliştirmiş olduğu yarı yapılandırılmış görüşme formu ile toplanmıştır. Görüşmeler, katılımcıların izni doğrultusunda ses kaydı ile kayıt altına alınmıştır. Bu kayıtlar, yazıya geçirilerek içerik analizi yöntemine başvurulmuştur. Araştırma verileri doğrultusunda ulaşılan bulgular; okul müdürlerinin denetim kaygısına neden olan unsurlar, denetim kaygısının kişisel ve mesleki hayata olan etkisi, denetim kaygısı ile başa çıkmada kullanılan stratejiler; bunların işe yarama durumu ve denetim kaygısının azaltılmasında müfettişlerden beklentiler olmak üzere dört tema altında ele alınmıştır. Kamu Mesleki ve Teknik Anadolu Liselerinde görev yapan okul müdürleri, diğer liselerden farklı olarak sahip oldukları maddi konuların fazlalığı, iş sağlığı ve güvenliğini (İSG) ilgilendiren konuların varlığı, işgücü piyasasının ihtiyaç duyduğu nitelikli çalışan giderme amacı ve iş yükünün fazlalığı nedeniyle diğer liselerden farklılaştıklarını ifade etmişlerdir.v KMTAL' de görev yapan okul müdürleri, denetimleri; amaca dönük faaliyetleri düzenleyici ve rehberlik edici yönleriyle olumlu olarak değerlendirirken; müfettişlerin kişisel özelliklerinden, denetimlerin niteliğinden ve denetime gelen müfettişlerin alan uzmanı olmamaları gibi nedenlerle olumsuz olarak değerlendirmişlerdir. Denetim kaygısı, KMTAL müdürlerinin iş yükünde artışa, okul içi süreçlerine katkı sağlama, görülme ve takdir eksikliği gibi etkilere sahip olduğu sonucuna ulaşılmıştır. KMTAL müdürleri denetim kaygısına ilişkin olarak denetim öncesinde; okulun eksiklikleri karşısında müfettişlerden alacağı tepki ve maddi konularla ilişkili olarak kaygı duyduklarını ifade etmişlerdir. KMTAL müdürleri, denetim sırasında yaşanan denetim kaygısının denetime gelen kişinin yaklaşımından, iş arkadaşlarından veya öğrencilerden kaynaklı olduğunu belirtmiştir. KMTAL müdürleri, denetim sonrası yaşanan bu kaygının nedeni olarak müfettişler tarafından yaşanan bu eksikliklerin giderilmesine ilişkin oluştuğunu ifade etmişlerdir. Denetim kaygısının mesleki, kişisel ve sağlık üzerine incelenen kısmında özel veya aile yaşantısında sınırlılıklar ve sağlık ile ilgili olumsuz belirtiler yaşadığını ifade eden okul müdürleri olduğu gibi iş-özel yaşam dengesini ve sağlığına bir etkisi olmadığı görüşüne sahip okul müdürleri de olmuştur. KMTAL müdürleri denetim kaygısıyla başa çıkmak için kullandıkları stratejileri; okulu denetime hazır hale getirme, deneyim paylaşımı, müfettiş ve denetim algısının düzenlenmesi, denetim sıklığını artırılması ve okulların sahip olduğu farklılıkları gözeten esnek denetim modelleri üzerinde durmuşlardır. KMTAL müdürleri, denetim kaygısını azaltmak için müfettişlerden denetim öncesinde; sağlıklı iletişim kurma, okulun denetime hazır hale getirilmesi için bilgilendirme ve yeterli zaman ve alan uzmanı olma, denetimler sırasında; olumlu dilin sürdürülmesi, rehberlik yapılması, denetim sonrasında; denetim raporunda belirtilenlerin nasıl olması gerektiğine ilişkin rehberlik ve okullardaki iyi uygulamaların paylaşılması beklentisi içinde oldukları anlaşılmaktadır.

This study aims to collect the points of view of school principals continuing their missions at Public Vocational and Technical Anatolian high schools (PVTAHS) respecting their problems with supervision and determining their expectations from education inspectors in administrating these concerns. Within this scope, the opinions of school principals working at Public Vocational and Technical Anatolian high schools located in the districts of Altindag, Cankaya, Kecioren, Mamak, Sincan and Yenimahalle in the province of Ankara were pursued. This study was carried out using the phenomenology pattern, one of the qualitative research methods. The study group consists of a total of 18 school headteachers, three from each of the previously mentioned districts of Ankara province in the 2024-2025 academic year. The school principals who established the participant group of the study have experienced general supervision in the last two years. Information was collected using a semi-structured interview form developed by the researcher. Interviews were recorded with the participants' assent. These recordings were converted to text and analyzed by using content analysis. The findings based on the research data were examined under four themes: factors causing school principals' concern about inspections, the impact of examination anxiety on personal and professional life, strategies used to deal with inspection anxiety, the effectiveness of these strategies and expectations from examiners in diminishing inspection anxiety. School principals working at Public Vocational and Technical Anatolian high schools (PVTAHS) asserted that they differ from other schools due to the profusion of financial issues they face, the existence of problems related to occupational health andvii safety (OHS), the aim of meeting the labor market's need for certified employees, and their heavy workload. School directors working at PVTAHS appraised inspections positively in terms of their controlling and guiding aspects of aim-focused activities, but negatively due to reasons such as the personal characteristics of inspectors, the quality of examinations, and the fact that the inspectors who came for the inspection were not experts. It has been stated that assessment anxiety has effects such as an increase in the workload of PVTAHS principals, increased attention in internal school processes and a lack of visibility/recognition. Respecting audit anxiety, PVTAHS directors stated that prior to the audit, they felt worried about the response they would receive from examiners regarding the school's lacks and about financial resources. PVTAHS principals specified that the supervision anxiety experienced during the inspection originated from the approach of the person directing the inspection, their colleagues, or their students. PVTAHS principals mentioned that the reason for this worry experienced after the inspection was associated with addressing the deficits identified in the report prepared by examiners. In the section examining the impact of inspection on professional, personal and health aspects, some principals stated that it has several negative effects on previously mentioned categories and others refused this opinion. Strategies used by PVTAHS principals to deal with inspection anxiety; preparing the school for the examination, exchanging experiences, regulating the sense of inspectors/inspections, increasing the frequency of inspections and considering the diversities between schools. PVTAHS principals to reduce supervision anxiety, expect examiners before supervision; build good communication, provide information to prepare school for the inspection and supply sufficient time and space during examinations; maintain positive language, provide guidance, and guidance on how to direct the problems raised in the inspection report and sharing best practices among schools.
