Özet
İstatistik, dünyada 18. yüzyılda sistemleşmeye başlamış, akabinde devletlerin en önemli başvuru kaynağı olmuş, 19. yüzyıldan itibaren ise bir güç göstergesi olarak kabul edilmiştir. Devletlerin karar alma süreçlerinde mühim bir yer işgal eden istatistik, Türkiye'nin modernleşme serüveninde de stratejik önemde görülmüştür. Osmanlı Devleti'nde 19. yüzyılda bu alanda gelişmeler yaşanmış, Cumhuriyet döneminde ise merkezîleşme sürecine hız verilmiştir. 1926'da kurulan Merkezî İstatistik Dairesi, 1927 yılında İstatistik Umum Müdürlüğüne dönüştürülmüştür. Bunların devamı niteliğinde, 1962 yılında Devlet İstatistik Enstitüsü kurulmuştur. 2005 yılından itibaren ise kurum, Türkiye İstatistik Kurumu adıyla faaliyetlerini sürdürmektedir. Çalışma konumuz istatistiğin Cumhuriyet dönemindeki kurumsallaşmasına yönelik olduğundan, kapsam 1926-1962 dönemiyle sınırlandırılmıştır. Çalışmanın ana amacı, Türkiye'de Cumhuriyet döneminde istatistik biliminin kurumsallaşmasıyla beraber teşkilatlanmasını, gelişimini, sürekliliğini değerlendirmek ve istatistik faaliyetlerinin devlet eliyle merkezîleştirilip kurumsal bir kimliğe kavuşturulması sürecini incelemektir. Tezin odak noktasını, Cumhuriyet'in ilanıyla birlikte hız kazanan kurumsallaşma hamleleri oluşturmaktadır. 1926 yılında Merkezî İstatistik Dairesinin kuruluşuyla başlayan ve kısa süre sonra İstatistik Umum Müdürlüğüne dönüştürülerek kapsamı genişletilen teşkilat yapısı, 1962 yılına kadar kronolojik bir bütünlük içinde ele alınmıştır. Bu süreçte çıkarılan kanunlar, hazırlanan yönetmelikler, kurumun idari kapasitesinin artırılmasına yönelik düzenlemeler; kurumun faaliyetleri ile Uluslararası İstatistik Enstitüsü ve diğer uluslararası istatistik daireleriyle geliştirilen ilişkiler irdelenmiştir. Böylece, literatürdeki eksikliği tamamlamak üzere bir Türkçe kaynak oluşturmak hedeflenmiştir. Merkezî İstatistik Dairesi ve İstatistik Umum Müdürlüğü ekseninde şekillenen bu tez çalışmasının, ileride yapılacak araştırmalar için de bir yol haritası sunacağı düşünülmektedir.

Statistics began to be systematized globally in the 18th century, subsequently becoming the most significant reference source for states, and was accepted as an indicator of power from the 19th century onwards. Occupying a pivotal role in the decision-making processes of states, statistics was also regarded as holding strategic importance in Turkey's modernization journey. While the Ottoman Empire witnessed developments in this field during the 19th century, the process of centralization was accelerated during the Republican era. The Central Statistical Department (Merkezî İstatistik Dairesi), established in 1926, was transformed into the General Directorate of Statistics (İstatistik Umum Müdürlüğü) in 1927. As a continuation of these entities, the State Institute of Statistics was established in 1962. Since 2005, the institution has continued its activities under the name of the Turkish Statistical Institute. As the subject of this study pertains to the institutionalization of statistics in the Republican era, the scope has been limited to the 1926-1962 period. The primary objective of the study is to evaluate the organization, development, and continuity of statistical science in Turkey during the Republic, alongside its institutionalization, and to examine the process of centralizing statistical activities under state control to acquire a corporate identity. The focal point of the thesis consists of the institutionalization initiatives that gained momentum with the proclamation of the Republic. The organizational structure, which began with the establishment of the Central Statistical Department in 1926 and expanded its scope shortly thereafter by transforming into the General Directorate of Statistics, is addressed within a chronological integrity up to 1962. In this process, enacted laws, prepared regulations, arrangements aimed at increasing the administrative capacity of the institution, and relations developed with the International Statistical Institute and other international statistical offices have been scrutinized. Thus, it is aimed to create a Turkish source to fill the gap in the literature. It is hoped that this thesis, shaped around the axis of the Central Statistical Department and the General Directorate of Statistics, will offer a roadmap for future research.
