Özet
Dünya genelinde yaşanan büyük depremler ve dramatik sonuçlar beraberinde yönetmelik güncellemelerini getirmiş ve güvenli barınma ihtiyacı, toplumun genelinde talep haline gelmiştir. Mevcut ve yeni yapılacak yapıların güvenirliliğini sorgulayan bu talep, yapılar için değerlendirme ve derecelendirme yöntemlerinin gelişmesine katkı sağlamıştır. Kalifiye işgücü, bütçe ve zaman yetersizlikleri dolayısıyla her yapının incelenmesinin mümkün olmadığı farkedilmiş ve yeni yöntemler arayışına girilmiştir. 1985 yılında mevcut yapıların hızlı değerlendirilebilmesi adına Amerika Birleşik Devletleri'nde FEMA tarafından istatistiki yöntemlere dayanan ATC-13 yayınlanmıştır. Buna takiben dünya genelinde HAZUS, P-154, Japon Sismik İndeks Yöntemi, Türkiye Cumhuriyeti Çevre ve Şehircilik Bakanlığı Yapı Değerlendirme Formları, HAZTURK ve P-58 gibi birçok çalışma geliştirilmiştir. Bu çalışmalar ile, seçilen bölgede yapı envanteri oluşturmak, istatistiksel yöntemler ile senaryo depremler etkisinde tahminler geliştirmek, önceliklendirme yapmak ve afet yönetimi planlarına katkı sağlamak amaçlanmıştır. Mevcut yapıların değerlendirilmesi, mühendislik ofislerinin, yerel yönetimlerin, afet yönetimi konusunda çalışmalar yapan kurumların elini güçlendirse de son çıktıları toplumdaki“bina güvenirliliği”ihtiyacını karşılayabilmek adına hala kompleks bir yapıya sahiptir. Değerlendirme formlarını ve sonuçlarını yorumlamak isteyen bir bina sakininin; yapılarda düşey ve yatay düzensizlikleri, yönetmelik sınıflarını, deprem yüklerini, zemin sınıflarını vb. bilgilere hakim olması gerekmektedir. Sonuçları herkesin anlayabileceği bir dil ile sadeleştirme çabası, derecelendirme sistemlerinin gelişmesine katkı sağlamıştır. Amerika Birleşik Devletleri'nde USRC ve Redi derecelendirme ve sertifikalandırma sistemleri geliştirilmiştir. Bu çalışmada Türkiye'de ve dünya genelinde geliştirilmiş olan değerlendirme, derecelendirme ve sertifikalandırma yöntemleri incelenmiş ve varsa Türkiye ile uyumsuzlukları irdelenmiştir. Çalışmada, Türkiye için yeni bir değerlendirme, derecelendirme ve sertifikalandırma sistemi önerilmiştir. Yapılara ait çizimlerin toplanması, hesapların incelenmesi, yapının yerinde dıştan ve içten detaylı incelenmesi ve puanlanması, yapının üç boyutlu matematiksel modelinin oluşturulması, yapının doğrusal olmayan itme analizi yöntemleri ile analiz edilmesi ve istatistiki yöntemler ile çıktıların oluşturulması ile değerlendirme aşamaları; elde edilen sonuçların limit değerler ile karşılaştırılması ile de derecelendirme ve sertifikalandırma aşamaları ortaya konmuştur. Çalışmada ortaya konan sertifikalandırma sistemi ile; kiralanacak veya satın alınacak mülklerin güvenirliliğinin, yapı girişlerine asılacak sertifikalar sayesinde öğrenilebilir hale gelmesi amaçlanmaktadır. Yapı girişlerinde bulunacak sertifikaların, toplumda yeni bir talep yaratması ve uzun vadede bu talebin müteahhitleri daha güvenilir tasarımlara itmesi hedeflenmektedir.

Significant earthquakes worldwide and their dramatic consequences led to a widespread societal demand for secure shelter. This demand, questioning the reliability of existing and new structures, has contributed to the evolution of assessment and rating methods for buildings. The realization of the impracticality inherent in individually scrutinizing each structure stemming from a confluence of factors including the scarcity of adequately trained personnel, stringent budgetary constraints, and the immutable constraints of time has catalyzed a concerted exploration into the realm of novel approaches. This exploration, enhancing seismic resilience, has engendered a diverse array of innovative methodologies aimed at streamlining the evaluation process while concurrently enhancing its efficacy and reliability. In tandem with technological innovations, there exists a multidisciplinary collaborations between design, material science, and seismic dynamics. Acknowledging the impracticality of analyzing every structure because of a lack of skilled personnel, financial limits, and time constraints, attempts have been made to investigate new approaches. In 1985, the United States Federal Emergency Management Agency (FEMA) introduced ATC-13, based on statistical methods, to facilitate rapid evaluation of existing structures. Subsequently, various studies globally such as HAZUS, P-154, the Japanese Seismic Index Method, the Building Assessment Forms by the Turkish Ministry of Environment and Urbanization, HAZTURK, and P-58 have been developed. ATC-13; It was developed by FEMA in 1985 to determine the economic effects of the great California earthquake and shed light on the Hazus methodology. The Hazus methodology, which is also included in the system proposed in this study, was first published in 1997. Hazus, a tool to estimate possible losses after an earthquake, provides opportunities to foresee and reduce risk. The P-154 methodology, which allows rapid evaluation of structures with its Level-1 and Level-2 forms, was presented to the public by FEMA in 1988. In the proposal presented in the study, the P-154 methodology was used in the evaluation phase. In the study, many evaluation and rating methods were also examined and compiled. These endeavors aimed to create building inventories in selected regions, forecast scenarios under seismic events using statistical methods, prioritize structures and contribute to disaster management plans. The assessment of existing structures stands as a crucial cornerstone within the domain of earthquake engineering, offering invaluable insights to engineering firms, local administrations, and institutions dedicated to disaster management. Through the systematic evaluation of structural integrity and seismic resilience, these assessments play a pivotal role in informing decision-making processes, allocating resources effectively, and formulating targeted intervention strategies aimed at mitigating the potentially catastrophic consequences of seismic events. Individuals tasked with interpreting assessment forms and analyzing results are confronted with a labyrinth of technical terminology and concepts, ranging from vertical and horizontal irregularities in structures to seismic code classifications, seismic loads, and soil classifications, among others. In response to the formidable challenge posed by the complexity of assessment outcomes, concerted efforts have been undertaken to streamline and simplify the evaluation process, thereby enhancing accessibility and comprehensibility for stakeholders across diverse domains. In the United States, pioneering initiatives such as the US Resiliency Council (USRC) and the Resilience-based Earthquake Design Initiative (REDi) have emerged as exemplars of this paradigm shift towards simplified and standardized rating and certification systems. These frameworks, grounded in engineering principles and informed by statistical data, offer people a systematic means of assessing and benchmarking structural performance against established criteria and performance standards. By providing clear and intuitive metrics of resilience and reliability, these rating systems enable decision-makers to make informed choices regarding retrofitting and redevelopment initiatives, thus fostering a culture of proactive risk management and building resilience in the built environment. This study examines evaluation, rating, and certification methods developed in Turkey and globally and scrutinizes any disparities with Turkey. Moreover, a novel evaluation, rating, and certification system are proposed specifically for Turkey in this study. The stages of evaluation include collecting structure drawings, reviewing calculations, detailed external and internal inspections, scoring, creating a three-dimensional mathematical model of the structure, nonlinear pushover analysis, and statistical methods for generating outcomes. Following the evaluation stage, outputs encompass injury and casualty rates, probable structural damage rates, probable non-structural damage rates, and recovery time. The subsequent rating and certification stages involve comparing these obtained results with limit values. Two structural examples are analyzed in detail following the comprehensive explanation of all these stages. The proposed certification system outlined in this study represents a pioneering endeavor aimed at enhancing transparency and accountability within the real estate market, particularly about the seismic resilience of properties available for lease or purchase. By affixing certificates at building entrances, prospective tenants or buyers are provided with tangible evidence of a structure's reliability and safety in the face of seismic hazards, thereby empowering them to make informed decisions regarding their choice of accommodation or investment. Central to the envisioned certification system is its potential to catalyze a paradigm shift in societal expectations and demands surrounding building safety and resilience. By raising awareness and fostering a heightened sense of accountability among property developers, owners, and stakeholders, these certificates serve as catalysts for the generation of new societal demands, prompting a fundamental reevaluation of priorities within the construction industry. Through increased transparency and visibility, the certification system incentivizes construction firms to prioritize seismic resilience in their design and construction practices, thereby fostering a culture of innovation and continuous improvement in the long term. Moreover, the recommended certification system holds the potential to stimulate healthy competition among construction firms, as they vie to differentiate themselves based on the seismic performance of their structures. By providing consumers with clear and standardized metrics of structural reliability, these certificates empower individuals to make informed choices, thereby creating a market-driven demand for seismic-resilient properties. In addition to encouraging construction companies to engage in cutting-edge engineering and design, this competitive dynamic also promotes accountability and transparency within the sector, which eventually benefits society at large.
