Özet
Doğal kaynaklar, insanlık tarihi boyunca ekonomik ve toplumsal gelişimin temel unsurlarından biri olmuştur. Bu bağlamda ormanlar ve madenler, hem ekonomik değerleri hem de ekolojik önemleri açısından en hassas doğal kaynak gruplarını oluşturmaktadır. Bu çalışmada, Artvin ilinde maden işletmeciliği ile orman ekosistemleri arasındaki etkileşimi incelemekte ve rödovans sisteminin sürdürülebilir kaynak yönetimi üzerindeki etkilerini değerlendirmektedir. Çalışmada, Artvin Orman Bölge Müdürlüğü'ne bağlı orman işletme müdürlüklerindeki maden sahaları incelenmiş; izin–irtifak verileri, yıllara göre orman alanlarından verilen maden izinleri ve mevzuat değişikliklerinin bu süreçler üzerindeki etkisi analiz edilmiştir. Rödovans sistemi kapsamındaki maden işletmelerinin orman alanlarında önemli mekânsal baskılar oluşturduğunu, ancak düzenli denetim ve çevresel etki analizlerinin bu etkileri azaltabileceğini göstermiştir. Sonuç olarak çalışma, maden faaliyetlerinin orman ekosistemleri üzerindeki olumsuz etkilerini azaltmak için etik, çevresel ve ekonomik dengeleri gözeten yeni bir yönetişim modeli önermektedir. Rödovans sisteminin çevresel sürdürülebilirlik ilkeleriyle uyumlu hâle getirilmesi, hem doğal kaynakların korunmasına hem de yerel kalkınmanın güçlendirilmesine katkı sağlayacaktır.

Natural resources have been one of the fundamental elements of economic and social development throughout human history. In this context, forests and minerals constitute some of the most sensitive natural resource groups due to both their economic value and ecological significance. This study examines the interaction between mining activities and forest ecosystems in the province of Artvin and evaluates the effects of the royalty (rödovans) system on sustainable resource management. Within the scope of the study, mining sites located within the boundaries of forest enterprise directorates affiliated with the Artvin Regional Directorate of Forestry were analyzed. Permit and easement data, mining permits granted in forest areas over the years, and the effects of legislative changes on these processes were examined. The findings indicate that mining enterprises operating under the royalty system create significant spatial pressures on forest areas; however, regular inspection mechanisms and environmental impact assessment processes can reduce these effects. In conclusion, the study proposes the development of a comprehensive governance model that considers ethical, environmental, and economic balances in order to mitigate the negative impacts of mining activities on forest ecosystems. Aligning the royalty system with principles of environmental sustainability will contribute both to the conservation of natural resources and to the strengthening of local development.
