Özet
Orman yangınlarının sıklığındaki, şiddetindeki ve etkilediği bölgelerdeki dikkat çekici artış, küresel iklim değişikliğinin Dünya sistemleri üzerindeki en bariz ve yıkıcı sonuçlarından biridir. Yükselen sıcaklıklar ve değişen yağış düzenleri, özellikle iklimsel ve ekolojik kırılganlığın zirveye ulaştığı Akdeniz Havzası'nda aşırı miktarda çevresel strese neden olmaktadır. Yangınlar zaman zaman halk sağlığını, havacılık gibi hayati ulaşım altyapısını ve yerel ekonomiyi etkileyen çok yönlü felaketler olan“mega yangınlara”dönüşmüştür. Bu tezin temel amacı, disiplinlerarası bir yaklaşım kullanarak, Türkiye'nin yangın riskinin en yüksek olduğu Güney Ege ve Batı Akdeniz bölgelerinde mega orman yangınlarının bölgesel hava kalitesi dinamikleri ve sivil havacılık operasyonları üzerindeki etkilerini araştırmaktır. Tamamen veri odaklı, yüksek tahmin gücüne sahip yapay zekâ tabanlı bir Erken Uyarı ve Karar Destek Sistemi (DSS) oluşturmak amacıyla, araştırma hava emisyonu taşıma süreçlerini inceleyecek ve iklim tahminlerini kullanarak gelecekteki yangın risklerini niceliksel olarak değerlendirecektir. Çalışmanın ilk metodolojik aşamasında, derinlemesine sinoptik analizler ve üç boyutlu dağılım modeli olan Hibrit Tek Parçacıklı Lagrangian Entegre Yörünge (HYSPLIT) kullanılarak, orman yangınlarının başlamasını ve hızlı yayılmasını kolaylaştıran atmosferik faktörler ve emisyon taşınım dinamikleri incelenmiştir. Bu bağlamda, yakın tarihin en yıkıcı olaylarından ikisi olan 2021'deki Manavgat ve 2025'teki İzmir mega yangınları birincil vaka çalışmaları olarak kullanılmıştır. Sinoptik analize göre, 28 Temmuz 2021'de başlayan Manavgat yangını, Antalya üzerinden geçen 1010 hPa izobarı, 850 hPa seviyesindeki 20°C sıcaklık (yüzeyde yaklaşık 30°C) ve 700 hPa seviyesindeki %30'un altındaki bağıl nemin mevcudiyetinden kaynaklanmıştır. Rüzgâr yönündeki değişim, atmosferik düşey hareketi ölçen bağıl vortisite değerlerinin -2 ila -4 × 10-5 s-1 aralığından sonraki günlerde 4 ila 6 × 10-5 s-1 seviyelerine yükselmesiyle görüldüğü gibi, yangın yönetimini daha zor hale getirmiştir. HYSPLIT modellemesine göre, 28 Temmuz'da 500 metrede merkezlenen aerosol sütunu, 12 Ağustos'ta 657 metreye ve öğlen saatlerinde termal konveksiyon nedeniyle 800-1000 metre aralığına yükselmiştir. Ayrıca, emisyonların rüzgâr koridorları sayesinde sadece 22 saat içinde Kuzey Afrika kıtasına ulaştığı gözlenmiştir. 29-30 Haziran 2025 tarihlerinde İzmir'de meydana gelen yangında da benzer felaket sonuçlar görülmüştür; National Aeronautics and Space Administration Fire Information for Resource Management System (NASA FIRMS) uydu verileri kullanılarak bu bölgede 91 adet sıcak nokta tespit edilmiştir. Bu vakaları daha iyi anlayabilmek için 2025 yılının Haziran ve Temmuz aylarında meydana gelen büyük yangınlar için Ogimet veri tabanından temin edilen İzmir Adnan Menderes Uluslararası Havalimanı (Uluslararası Sivil Havacılık Örgütü (ICAO) kodu: LTBJ)'na ait rutin meteorolojik havacılık raporu (METAR) duman (FU) kodları incelenerek uçuş güvenliği ve görüş mesafesi riskleri tespit edilmiştir. Sıcaklıkların 40°C'yi aştığı ve kıyıya paralel esen rüzgârların 15 m/s'den 20-22 m/s'ye çıktığı 29 Haziran 2025 tarihinde, yoğun duman LTBJ'nin iniş pistlerine kadar taşınmıştır ve havalimanının bir günlüğüne kapatılıp uçuş operasyonlarının aksamasına sebep olmuştur. LTBJ'den alınan METAR verilerine göre, normalde 10.000 metre olan hakim görüş mesafesinin, ortalama 15,5 knot şiddetindeki kuzeyli rüzgârların dumanı havalimanına taşımasıyla 800 ile 1200 metre arasına kadar düştüğü görülmüştür. Bu durum, sivil uçak operasyonlarının 24 saat süreyle durmasına yol açmıştır. Bu çalışmada ayrıca, İzmir'deki kentsel hava kalitesi istasyonlarından elde edilen günlük veriler kullanılarak 2025 yılının Haziran ve Temmuz ayları için hava kalitesi seviyeleri analiz edilmiştir: İzmir'de günlük ortalama değeri 6,53 µg/m3 olan kükürt dioksit (SO2) kirleticisinin, 40 µg/m3 sınırını zaman zaman aştığı; azot dioksit (NO2) kirleticisinin, 10-30 µg/m3 aralığından 90-100 µg/m3'e kadar yükseldiği; ve normal şartlarda 271,86 µg/m3 olan karbonmonoksit (CO) kirleticisinin, 800 µg/m3'e yaklaştığı tespit edilmiştir. İnsan sağlığı için hayati önem taşıyan partükül madde (PM10) kirleticisinin kritik seviyesi olan 50 µg/m3'ün, çalışılan periyodun %50'sinde aşılarak 140 µg/m3'ü geçtiği görülmüştür. Bu çalışmada troposferik ozon (O3) seviyeleri en dikkat çekici bulgulardan biri olmuştur. Ozon seviyeleri, dumanın fotokimyasal reaksiyonları engellemesi nedeniyle önce 0–10 µg/m3'e düşmüş, ancak duman dağıldıktan sonra atmosferde biriken öncü gazlarla reaksiyona girerek hızla 120–130 µg/m3'e yükselmiş ve ikincil bir fotokimyasal kirlilik (duman) yaratmıştır. Çalışmanın ikinci metodolojik adımında, yüksek çözünürlüklü bölgesel iklim modelleri ve EURO-CORDEX veri tabanından alınan yangın hava indeksi (FWI) kullanılarak 2026-2096 yılları için gelecek projeksiyonları oluşturulmuştur. Bu adım, geçmişteki olayları tespit ettikten sonra gelecekteki tehlikeleri belirlemeyi amaçlamaktadır. Representative Concentration Pathway (RCP) senaryoları, yüksek riskli gün sayısında (FWI > 45) önemli artışlar olduğunu ortaya koymuştur; bu sayı, tarihsel referans dönemi (1971-2005) boyunca bölgesel olarak ortalama 50,48 gündü. Tehlikeli gün sayısı, iyimser senaryoda (RCP 2.6) %9,4 artarak 55,22 güne, ılımlı senaryoda (RCP 4.5) ise %13,4 artarak 57,26 güne yükselmiştir. En kötümser emisyon senaryosu olan RCP 8.5 altında bölgesel ortalama %22,2 artarak 61,71 güne yükselmiştir; ancak Akdeniz ve Ege kıyıları (riskli bölgeler) özellikle incelendiğinde bu sayı yıllık 234,92 güne kadar çıkmaktadır. Bu nicel sonuç, gelecekte bölgenin orman yangını riskinin yalnızca yaz aylarıyla sınırlı kalmayacağını, bunun yerine yılın %65'inden fazlasını (yaklaşık 7-8 ay) kapsayan sürekli ve“kalıcı bir yangın mevsimi”haline geleceğini göstermektedir. Bu çalışmanın en önemli ve çözüm odaklı tekniği olan“Yapay Zekâ Tabanlı Orman Yangını Risk Modeli”, iklim tahminlerinin çizdiği vahim tablo ve havacılık ile hava kalitesi üzerindeki mevcut olumsuz etkileri göz önüne alındığında devreye girmektedir. Çalışmada, gelecekteki karmaşık mega yangın dinamiklerini geleneksel yaklaşımlarla tahmin etmenin zor olduğu varsayımından yola çıkarak, Rastgele Orman algoritmasına dayalı bir model geliştirilmiştir. NASA Shuttle Radar Topography Mission (SRTM) (30m) topografya verileri ve European Centre for Medium-Range Weather Forecasts (ECMWF) (ERA5) reanaliz (12,5 km) saatlik meteorolojik verileri, 1 km çözünürlüğe ölçeklendirilmiştir. 2010-2021 yılları arasındaki 597.590 ham uydu kayıtları filtrelenerek model eğitimi için 99.803 adet“yangın var”(pozitif) veri noktası elde edilmiş; dengeli öğrenme için yapay olarak 99.803 adet“yangın yok”(negatif) veri noktası oluşturulmuş ve sonuç olarak 199.606 satırdan oluşan devasa bir matris elde edilmiştir. Modelin öğrenme yeteneğini incelemek için üç aşama kullanıldı. İlk aşamada, yalnızca topografik parametreler (yükseklik, eğim ve bakı) modele dahil edildiğinde (1.048.575 veri satırı, 23 saniye işlem süresi), 106,81'lik bir Ortalama Kare Hatası (RMSE) ve 0,1342'lik bir R2 değeri elde edilmiştir. Yüksekliğin %52,57, eğimin %31,64 ve bakının %15,79 oranında rol oynadığı bu modelin, fiziki coğrafyanın yangın riskinin açıklanmasında %13'lük bir paya sahip olduğu görülmüştür. Model, 2021 verileri (28.311 veri noktası) kullanılarak ve yalnızca yaz ayları (Haziran-Temmuz-Ağustos) için eğitildiğinde ikinci aşamada %83 doğruluk elde etmiştir. Bu dönemde sıcaklığın yangınlar üzerindeki ağırlığı 0,30 ve yüksekliğin yangınlar üzerindeki ağırlığı 0,25 olarak belirlenmiştir. Modelin üçüncü ve son“Yangın Sezonu (1 Mayıs ve 31 Ekim arası)”testinde 34.265 adet bağımsız veri noktası incelenmiştir. Sonucunda sadece 49 adet yanlış alarm (yanlış pozitif) ve 1.388 adet kaçırılan olay (yanlış negatif) ile yapay zekâ modeli, 17.119 adet yangın dışı senaryoyu ve 15.709 adet yangın olayını doğru bir şekilde tahmin ederek %95,81 oranında yüksek bir Genel Doğruluk puanı elde etmiştir. Modelin karar verme temelinin oluşmasında, bağıl nem, yüzey sıcaklığı ve rüzgâr şiddetinin, öznitelik önem sıralaması açısından topografyadan daha fazla etkisi olduğu sonucuna ulaşılmıştır. Özetle, bu tezin sonuçları, özellikle %95,81 doğrulukla çalışan entegre yapay zekâ modeli, akademik literatüre katkıda bulunan teorik bir metinden ziyade, sivil havacılık operasyonları, halk sağlığı ve ulusal güvenlik için kritik öneme sahip operasyonel bir DSS oluşturmaktadır. Orman Genel Müdürlüğü (OGM) ve Afet ve Acil Durum Yönetimi Başkanlığı (AFAD) gibi kurumlar, bu algoritmayı günlük vardiya planlamalarına entegre ederek, yangın çıkmadan önce itfaiye ekiplerini ve hava araçlarını (İnsansız Hava Araçları (İHA), helikopterler) en yüksek riskli koordinatlara proaktif olarak konuşlandırabilir ve sistemin pratikliğini ve temel niteliğini gösterebilirler. Duman yayılımı tahminleri sayesinde, havacılık sektöründeki Hava Trafik Kontrol (ATC) ve Operasyon Kontrol Merkezleri (OCC), görüş mesafesindeki azalmaları saatler öncesinden tespit edebilecek ve acil durum Significant Meteorological Information (Önemli Meteorolojik Bilgi / SIGMET) uyarıları yayınlayabilecek, uçuşları güvenli bir şekilde alternatif havaalanlarına yönlendirebilecek ve milyonlarca dolarlık ekonomik kaybı önleyebilecektir. Sağlık Bakanlığı ve yerel yönetimler, sonunda aşağı havzadaki şehirlere ulaşacak olan yoğun PM10, CO gibi kirletici bulutlarını önceden tahmin ederek“Acil Hava Kalitesi Yönetim Protokollerini”hemen yürürlüğe koyabilecektir. Reaktif müdahaleye dayalı geleneksel kriz yönetimi stratejilerinin, Akdeniz Havzası'nın yılda 234 gün yangına hassas hale geleceğini öngören RCP 8.5 senaryosunun yaratacağı zorluklar karşısında yetersiz kalacağı öngörülmektedir. Ormanlarımızı, ekonomimizi ve geleceğimizi korumak için, bu tezde açıklanan son derece hassas, veri odaklı ve proaktif yapay zekâ ekosisteminin devlet politikalarına entegre edilmesi gerekmektedir. Bu bulguların operasyonel çerçevelere entegre edilmesi, artık yalnızca bilimsel bir tavsiye değil; ulusal güvenliğin tesisi ve küresel ekolojik dengenin korunması için temel bir gerekliliktir.

The sharp increase in the frequency, intensity, and affected areas of forest fires is one of the most obvious and devastating consequences of global climate change on Earth systems. Rising temperatures and changing precipitation patterns cause excessive amounts of environmental stress, especially in the Mediterranean Basin, where climatic and ecological vulnerability reach their peak. Fires have occasionally turned into“mega-fires,”which are multifaceted disasters affecting public health, vital transportation infrastructure such as aviation and the local economy. The main objective of this thesis is to investigate the impacts of mega forest fires on regional air quality dynamics and civil aviation operations in Türkiye's Southern Aegean and Western Mediterranean regions, which have the highest fire risk, using an interdisciplinary approach. In order to create a purely data-driven Artificial Intelligence-based Early Warning and Decision Support System (DSS) with high predictive power, the research will examine aerosol emission transport processes and quantitatively assess future fire risks using climate predictions. In the first methodological stage of the study, the atmospheric factors and emission transport dynamics that facilitate the ignition and rapid spread of forest fires were examined using in-depth synoptic analyses and the Hybrid Single-Particle Lagrangian Integrated Trajectory (HYSPLIT), a three-dimensional dispersion model. In this context, the Manavgat fire in 2021 and the İzmir mega-fires in 2025, two of the most destructive events in recent history, were used as primary case studies. According to the synoptic analysis, the Manavgat fire, which started on July 28, 2021, was caused by the combination of the 1010 hPa isobar passing over Antalya, a temperature of 20°C at the 850 hPa level (approximately 30°C at the surface), and relative humidity below 30% at the 700 hPa level. The change in wind direction made fire management more difficult, as seen by the relative vorticity values, which measure atmospheric vertical motion, rising from the range of to levels of to in the following days. According to the HYSPLIT modeling, the aerosol column centered at 500 meters on July 28 rose to 657 meters on August 12 and to the 800 - 1000 meter range during noon hours due to thermal convection. Furthermore, it was observed that the emissions reached the North African continent in just 22 hours by the wind corridors. Similar catastrophic consequences were observed in the fire that occurred in İzmir on June 29-30, 2025; 91 hot spots were detected in this region using National Aeronautics and Space Administration Fire Information for Resource Management System (NASA FIRMS) satellite data. To better understand these cases, flight safety and visibility risks were determined by examining the aviation routine weather report (METAR) smoke (FU) codes of İzmir Adnan Menderes International Airport (International Civil Aviation Organization (ICAO) code: LTBJ) obtained from the Ogimet database for the major fires that occurred in June and July of 2025. On June 29, 2025, when temperatures exceeded 40°C and coast-parallel winds increased from 15 m/s to 20-22 m/s, dense smoke was transported to the landing runways of LTBJ, causing the airport to be closed for a day and disrupting flight operations. According to the METAR data obtained from LTBJ, it was observed that the visibility, which is normally 10,000 meters, dropped to between 800 and 1200 meters as northerly winds with an average speed of 15.5 knots carried the smoke to the airport. This situation led to the suspension of civil aircraft operations for 24 hours. This study also analyzed the pollution level for June and July of 2025 using daily data obtained from urban air quality stations in İzmir: It was determined that the sulfur dioxide (SO2), which has a daily average value of 6.53 µg/m3 in İzmir, occasionally exceeded the 40 µg/m3 limit; the nitrogen dioxide (NO2) rose from the 10-30 µg/m3 range up to 90-100 µg/m3; and the carbon monoxide (CO), which is 271.86 µg/m3 under normal conditions, approached 800 µg/m3. It was observed that the 50 µg/m3 critical level of the particulate matter (PM10), which is of vital importance for human health, was exceeded in 50% of the studied period, surpassing 140 µg/m3. In this study, tropospheric ozone (O3) levels were one of the most remarkable findings. Ozone levels initially dropped to 0–10 µg/m3 as the smoke hindered photochemical reactions, but after the smoke dispersed, they rapidly increased to 120–130 µg/m3 by reacting with the precursor gases accumulated in the atmosphere, creating secondary photochemical pollution (smog). In the second methodological step of the study, future projections for the years between 2026 and 2096 were generated using high-resolution regional climate models and the Fire Weather Index (FWI) retrieved from the EURO-CORDEX database. This step aims to determine future hazards after identifying past events. Representative Concentration Pathway (RCP) scenarios revealed significant increases in the number of high-risk days (FWI > 45); this number was regionally an average of 50.48 days during the historical reference period (the years between 1971 and 2005). The number of dangerous days increased by 9.4% to 55.22 days in the optimistic scenario (RCP 2.6) and by 13.4% to 57.26 days in the moderate scenario (RCP 4.5). Under RCP 8.5, the most pessimistic emission scenario, the regional average increased by 22.2% to 61.71 days; however, when the Mediterranean and Aegean coasts (high-risk regions) are specifically examined, this number reaches up to 234.92 days annually. This quantitative result mathematically demonstrates that the region's future forest fire risk will not be limited to the summer months but will instead become a continuous and“permanent fire season”covering more than 65% of the year (approximately 7-8 months). The most important and solution-oriented technique of this study, the“Artificial Intelligence-Based Forest Fire Risk Model,”is implemented considering the severe scenarios by climate predictions and the current negative impacts on aviation and air quality. In the study, based on the assumption that it is difficult to predict future complex mega-fire dynamics with traditional approaches, a model based on the Random Forest algorithm was developed. NASA Shuttle Radar Topography Mission (SRTM) (30m) topography data and European Centre for Medium-Range Weather Forecasts (ECMWF) (ERA5) reanalysis (12.5 km) hourly meteorological data were downscaled to a 1 km resolution. By filtering 597,590 raw satellite records between the years 2010 and 2021, 99,803“fire present”(positive) data points were obtained for model training; 99,803“no fire”(negative) data points were artificially generated for balanced learning, resulting in a massive matrix consisting of 199,606 rows. Three stages were used to examine the model's learning ability. In the first stage, when only topographic parameters (elevation, slope and aspect) were included in the model (1,048,575 data rows, 23 seconds processing time), a Root Mean Square Error (RMSE) of 106.81 and an value of 0.1342 were obtained. In this model, where elevation played a role of 52.57%, slope 31.64% and aspect 15.79%, it was observed that physical geography had a 13% share in explaining the fire risk. The model achieved 83% accuracy in the second stage when trained using 2021 data (28,311 data points) and only for the summer months (June-July-August). During this period, the weight of temperature on fires was determined as 0.30 and the weight of elevation on fires as 0.25. In the third and final“Fire Season (between May 1 and October 31)”test of the model, 34,265 independent data points were examined. As a result, with only 49 false alarms (false positives) and 1,388 missed events (false negatives), the artificial intelligence model correctly predicted 17,119 non-fire scenarios and 15,709 fire events, achieving a high Overall Accuracy score of 95.81%. It was concluded that Relative Humidity, Surface Temperature, and Wind Speed had more impact than topography in terms of feature importance ranking in the formation of the model's decision-making basis. In summary, the results of this thesis, especially the integrated artificial intelligence model operating with 95.81% accuracy, constitute an operational DSS of critical importance for civil aviation operations, public health, and national security, rather than merely a theoretical text contributing to academic literature. Institutions such as the General Directorate of Forestry (OGM) and the Disaster and Emergency Management Authority (AFAD) can integrate this algorithm into their daily shift planning, proactively deploying firefighting teams and aircraft (Unmanned Aerial Vehicles (UAVs), helicopters) to the highest-risk coordinates before a fire breaks out, thereby demonstrating the practicality and fundamental nature of the system. By leveraging smoke dispersion forecasts, Air Traffic Control (ATC) and Operations Control Centers (OCC) in the aviation sector will be able to detect reductions in visibility hours in advance and issue emergency Significant Meteorological Information (SIGMET) warnings, safely divert flights to alternative airports, and prevent millions of dollars in economic loss. The Ministry of Health and local governments will be able to immediately enact“Emergency Air Quality Management Protocols”by forecasting the dense PM10 and CO clouds that will eventually reach downstream cities. Traditional crisis management strategies, which rely on reactive intervention, are projected to be insufficient against the challenges posed by the RCP 8.5 scenario, as this projection indicates that the Mediterranean Basin will become fire-prone for 234 days a year. To protect our forests, our economy and our future, the highly precise, data-driven, and proactive artificial intelligence ecosystem described in this thesis must be integrated into state policies. Integrating these findings into operational frameworks is no longer merely a scientific recommendation but a fundamental requirement for national security and the preservation of global ecological stability.
