Objective: The objective of this study is to develop a valid and reliable measurement tool to assess the levels of professional self-efficacy among fire response teams deployed in large-scale fires. Method: The research was conducted according to the“Sequential Exploratory Mixed-Methods Design”model, which combines qualitative and quantitative methods. In the first phase, in-depth interviews were conducted with 25 participants working in the field of firefighting, and the transcribed interviews were analyzed using the MAXQDA analysis software. As a result of the thematic analyses, themes, codes, and original scale items for the draft scale were developed. The population for the second phase—the quantitative study—consisted of professionals working in firefighting services throughout Turkey. In scale development studies, it is generally recommended that the sample size be set to include five to ten times the number of items. However, in this study, the sample size was intentionally kept larger to achieve a size that would better represent the population, resulting in a total of 1,051 participants. Exclusion criteria were applied to the collected data, and following this process, the analyses were conducted using data from the 960 participants deemed suitable. The construct validity of the scale was tested using Exploratory Factor Analysis and Confirmatory Factor Analysis. In the study, convergent and divergent validity analyses were calculated using Composite Reliability and Average Variance Explained analyses. Findings: The qualitative data analysis yielded 4 themes and 17 codes. Exploratory Factor Analysis revealed a five-factor structure, with all items having factor loadings above the 0.40 threshold. The results of Confirmatory Factor Analysis for the pre-modification model were χ²/df = 3.237, CFI = 0.903, TLI = 0.892, RMSEA = 0.068, and SRMR = 0.0576. In the post-modification model, χ²/df decreased to 2.634, while the CFI and TLI values rose above 0.90 to 0.930 and 0.921, respectively, and the RMSEA and SRMR values reached 0.058 and 0.0529, respectively. In the reliability analyses, Cronbach's Alpha was calculated as 0.877; the correlation coefficient between the two halves was 0.890; and the Spearman-Brown and Guttman coefficients were 0.942. The item-total correlation coefficients for the scale items were above the 0.30 threshold; furthermore, the 27% upper-lower item analysis revealed that all items demonstrated discriminant validity. Conclusion: In this study, the“Fire Response Self-Efficacy Scale”was developed as an original measurement tool that reflects global standards and local field realities, and is conceptually and statistically valid and reliable. It is assessed that the developed scale can be used as a tool to help identify and update the training needs of fire response teams, support personnel selection processes, evaluate operational readiness levels, and contribute methodologically to future scale development studies in the field of disaster and emergency management.
