Özet
ÖZET Bilginin ve teknolojinin hızlı bir şekilde ilerlediği dünyada, toplumun ve bireylerin ihtiyaçları da farklılaşmaktadır. Bireyin süratle gelişen teknoloji çağma uyum sağlayabilmesi için, bireyin ihtiyaçlarını karşılayacak, toplumun kültürünü ve değerlerini koruyacak şekilde nitelikli eğitilmesi gerekmektedir. İstenilen nitelikte bir eğitimin gerçekleşmesi için, öğretim etkinlMerinin bölgesel ihtiyaçlar dikkate alınarak hazırlanmış program tasanlan çerçevesinde düzenlenmesi gerekmektedir. Planlanan tasanlar, uygulama esnasında ve sonunda sürekli değerlendirerek, geliştirilmelidir. Öğretme - öğrenme ortamının nitelikli olması için, program tasarılarının öğretmen tarafindan nasıl algılandığının bilinmesi önemlidir. Aynı zamanda, okul yöneticisinin program tasarılarını nasıl algıladığının bilinmesi ve program tasarısı süreçlerinde öğretmene yaptığı rehberliğin belirlenmesi de önemlidir. Bu çalışmada, okul yöneticilerinin program taşanlarını nasıl algıladıklarım ve öğretmenlere ne şekilde rehberlik ettiklerini belirlemek için, 91 ortaöğretim yöneticisinin görüş ve önerilerine başvurulmuştur. Verilerin değerlendirilmesi ile şu sonuçlara ulaşılmıştır. Yöneticiler program taşanlarım doğru algılayamamaktadırlar. Program tasansı planlama, uygulama, değerlendirme ve geliştirme süreçlerinde öğretmene etkili rehberlik yapamamaktadırlar. Hizmet içi eğitimlerde bu süreçler ve bu süreçlerde öğretmenlere nasıl rehberlik edecekleri konusunda yeterli eğitim almamışlardır. Etkili öğrenme - öğretme ortamı için şunlar önerilmiştir. Okul yöneticileri program tasansı süreçleri ve bu süreçlerde öğretmene nasıl rehberlik yapacaklan konusunda üniversitelerle işbirliği ile sürekli olarak hizmet-içinde eğitilmelidir. Aynca, program süreçlerinde öğretmene rehberlik yapacak yeterli zamanın sağlanması için, okul yöneticiliği yeniden düzenlenmelidir. iv

ABSTRACT In the world where knowledge and technology developed very quickly, necessities of society and persons had been differented. For providing accommodation of person to rapidly developing technology age, he has to be educated in the quality of the manner of meeting personal necessities, conversing culture and values of society. For realization of desired quality of education, instructional activitios have to be organized in terms of the curriculum designs that take into consideration of regional requirements. Planned designs have to be improved according to the evaluations that made during and at the end of the application. For being quality of teaching - learning environmet, it is important to know how teacher perceive curriculum designs. At the same time, it is also important to know how school principal perceives the curriculum designs and to determine the quidance that he gives to the teacher in the curriculum design processes. In this study, to determine how school principals perceive the curriculum designs and in what may they guide teachers, the opinions and suggestions of the 91 secondary school principals in Balıkesir had been taken. With the evaluation of the data the following results had been attained. Principals do not perceive curriculum designs correctly. Principals do not guide teachers effectively in planning, application, evaluation and improving of the curriculum design processes. They do not have qualified education about these processes and how they quide teachers in these processes in the in service education. For effective teaching - learning environmet, the following were suggested. Principals have to be educated continously about the curriculum design processes and how to guide teachers in these processes in the in - service education with the cooperation of the universities. In addition, school administration has to be rearranged to provide principals enough time to guide teachers in the curriculum design processes.
