Özet

Osmanlı Devleti hakimiyeti altında olan merkeze uzak bölgeleri vilayetlere taksim ederek yönetmektedir. Beyrut Vilayeti de bu merkeze uzak vilayetlerden birini teşkil etmektedir. Bu vilayetler merkeze bağlı valiler aracılığı ile yönetilmektedir. Beyrut Vilayeti valisi olan Cemal Azmi Bey (1915-1918) bölgeyi daha iyi tanımak ve bölgenin Birinci Dünya savaşındaki durumunu öğrenmek için Beyrut vilayetinde görev yapan öğretmenlerden Mehmet Behçet ve Refik Temimi'yi görevlendirerek bölge hakkında bir eser kaleme almalarını istemiştir. Bahse konu olan bu eser vilayeti güney ve kuzey olmak üzere iki bölgeye taksim ederek iki ayrı cilt halinde yazılmıştır. Vilayetin güneyinde Beyrut, Akka ve Nablus; kuzeyinde Trablusşam ve Lazkiye ele alınmaktadır. Kaleme alınan bu eser coğrafya, etnografya, jeoloji, tarih, tarihi eser, sosyal ve ahlaki durum, sağlık, din, dil, sanayi, eğitim, ziraat ve ticaret gibi birçok konuyu ele almaktadır. Bölgede yaşayan mezhepler de bu eserin ele aldığı konulardan birini oluşturmaktadır. 1917-1919 yıllarında Beyrut matbaasında basılmış olan Beyrut Vilayeti eserinin iki cildinde ele alınan mezhepler bu tezin konusunu oluşturmaktadır. Birinci bölümde eserin müellifleri olan Mehmet Behçet Yazar ve Refik Temimi'nin hayatları, Beyrut Vilayeti eserinin genel özellikleri ve Osmanlı Arşivinde bu eser hakkında yazılan belgeler ele alınmaktadır. İkinci bölümünde eserin birinci cildi olan güney kısmındaki mezheplerden Babilik, Dürzilik ve Mütevaliler incelenmektedir. Üçüncü bölümde ise eserin ikinci cildi olan kuzey kısmındaki İsmaililer ve Nusayrilerin yanı sıra yazarların konu edindiği İslam Fırkaları sunulmaktadır.

The Ottoman Empire administered its distant territories by dividing them into vilayets (Ottoman provinces). The Beirut Vilayet was one such distant province. These vilayets were governed through governors appointed by the central authority. Cemal Azmi Bey, the governor of the Beirut Vilayet, in order to gain a better understanding of the region and its situation during the First World War, commissioned two teachers serving in the Beirut Vilayet, Mehmet Behçet and Refik Temimi, to compose a work about the region. The work in question was written in two volumes, dividing the vilayet into southern and northern parts. The southern part covered Beirut, Acre, and Nablus; the northern part dealt with Tripoli and Latakia. The work addressed a wide range of subjects, including geography, ethnography, geology, history, historical monuments, social and moral conditions, health, religion, language, industry, education, agriculture, and trade. The various religious sects inhabiting the region were also among the topics discussed in this work. The sects described in the two volumes of the Beirut Vilayet, which were published by a printing press in Beirut between 1917 and 1919, form the subject of this thesis. The first chapter discusses the lives of the authors of the work, Mehmet Behçet Yazar and Refik Temimi, the general characteristics of the Beirut Vilayet, and the documents in the Ottoman Archives concerning it. The second chapter examines the sects of the southern part of the vilayet, covered in the first volume of the work namely, Bábism, the Druze, and the Mutawalis. The third chapter focuses on the second volume, which deals with the northern part of the vilayet, where the Ismailis and the Nusayris (Alawites), as well as other Islamic sects addressed by the authors, are presented.
