Özet

İnşaat sektörü, yüksek bütçeli projelerin yürütüldüğü, çok sayıda paydaşın yer aldığı ve belirsizlik düzeyinin yüksek olduğu dinamik bir sektördür. Bu nedenle proje maliyetlerinin doğru tahmin edilmesi; yatırım kararları, fizibilite çalışmaları, teklif hazırlık süreçleri, kaynak planlaması ve proje başarısı açısından büyük önem taşımaktadır. Özellikle proje yaşam döngüsünün başlangıç aşamalarında alınan kararların toplam maliyet üzerinde belirleyici etkisi bulunmaktadır. Ancak bu aşamalarda proje bilgilerinin sınırlı olması nedeniyle, güvenilir maliyet tahminleri yapılmasını zorlaşmaktadır. Bu durum, erken aşamada kullanılabilecek veri temelli ve sistematik tahmin modellerine olan ihtiyacı artırmaktadır. Bu tez çalışmasının amacı, inşaat projelerinin fikir ve konsept aşamalarında kullanılabilecek makine öğrenmesi tabanlı bir ön maliyet tahmin modeli geliştirmektir. Çalışma kapsamında Türkiye'de kamuya açık kaynaklardan elde edilen konut projelerine ait veriler kullanılmış ve farklı yıllara ait proje maliyetlerinin karşılaştırılabilir hale getirilmesi amacıyla tüm maliyetler, dönüşüm katsayıları kullanarak 2025 yılına taşınmıştır. Veri setinin oluşturulması sürecinde yapı yüksekliği, kat adedi, kat alanı, asansör durumu, bodrum sayısı ve kazı derinliği gibi erken aşamada ulaşılabilir çeşitli değişkenlerden yararlanılmıştır. Araştırmada öncelikle değişkenler ile proje maliyeti arasındaki ilişkiler korelasyon ve regresyon analizleri aracılığıyla incelenmiştir. Gerçekleştirilen ön analizler sonucunda, maliyet üzerinde açıklayıcı güce sahip olduğu değerlendirilen ve proje başlangıç aşamalarında erişilebilir nitelikte bulunan yapı yüksekliği, kat adedi, kat alanı, bodrum sayısı, asansör durumu ve kazı derinliği değişkenleri modelleme sürecinde bağımsız değişkenler olarak seçilmiştir. Daha sonra Doğrusal Regresyon, Karar Ağacı, Rastgele Orman, Destek Vektör Regresyonu ve Polinom Regresyon algoritmaları kullanılarak farklı tahmin modelleri geliştirilmiştir. Modellerin performansları Belirleme Katsayısı (R²) ve Ortalama Karesel Hata (MSE) ölçütleri kullanılarak değerlendirilmiştir. Sonuçların belirli bir veri bölünmesine bağlı kalmaması amacıyla analizler farklı eğitim-test ayrımları üzerinden tekrar edilmiştir. Elde edilen bulgular, yapı yüksekliği, kat adedi ve kat alanı gibi değişkenlerin proje maliyeti üzerinde önemli etkiye sahip olduğunu göstermiştir. Özellikle yapı yüksekliği değişkeni güçlü bir tahminleyici olarak öne çıkmıştır. Kullanılan modeller arasında Rastgele Orman algoritmasının en başarılı ve en dengeli sonuçları verdiği görülmüştür. Doğrusal Regresyon modeli daha istikrarlı sonuçlar üretmesine rağmen karmaşık ilişkileri açıklamada sınırlı kalmıştır. Karar Ağacı modeli bazı senaryolarda başarılı sonuçlar vermiş, ancak veri ayrımlarına karşı daha hassas davranmıştır. Destek Vektör Regresyonu ve yüksek dereceli Polinom Regresyon modelleri ise diğer yöntemlere göre daha düşük performans göstermiştir. Sonuç olarak bu çalışma, inşaat projelerinin erken aşamalarında kullanılabilecek hızlı, sistematik ve veri destekli bir maliyet tahmin yaklaşımı sunmaktadır. Geliştirilen modelin; yatırımcılar, yüklenici firmalar ve proje geliştiriciler açısından fizibilite değerlendirme, teklif verme ve stratejik karar alma süreçlerine katkı sağlayabileceği değerlendirilmektedir. Ayrıca çalışma, Türkiye verileri kullanılarak geliştirilen yerel ölçekte bir makine öğrenmesi uygulaması olması bakımından literatüre katkı sunmaktadır.

The construction industry is a dynamic sector that involves high-budget projects, many stakeholders, and a considerable level of uncertainty. In addition, construction projects require the coordination of technical, managerial, and financial processes throughout the project lifecycle. For this reason, accurate cost estimation is important for investment decisions, feasibility studies, tender preparation, resource planning, and overall project success. Decisions made during the early stages of a project have a direct impact on total project cost, and the limited amount of available information during these stages makes reliable cost estimation more difficult Therefore, there is an increasing need for systematic and data-driven models that can support decision-making during the early stages of construction projects. Traditional cost estimation methods in the construction sector are generally based on expert opinion, historical comparisons, unit cost calculations, and statistical evaluations. Although these methods may provide useful results in some situations, they may remain limited when project data become more complex and relationships between variables are not linear. In recent years, developments in artificial intelligence and machine learning have created new opportunities in this field. Machine learning algorithms can learn patterns from historical data, identify hidden relationships among variables, and generate predictions for future cases. As a result, machine learning-based approaches have become increasingly important in construction cost estimation studies. The main purpose of this thesis is to develop a machine learning-based preliminary cost estimation model that can be used during the idea and conceptual stages of construction projects. The study mainly focuses on the early project phases, where available information is limited but important decisions still need to be made. A reliable estimation model at this stage may provide useful support for investors, contractors, consultants, and project developers. Within the scope of the study, residential project data obtained from publicly available sources in Türkiye were used. Since the project data belonged to different years, historical project costs could not be compared directly under the same economic conditions. Therefore, ın order to make project costs from different years comparable, all cost data were adjusted to the 2025 cost level by using transformation coefficients. During the dataset creation process, variables that can generally be obtained during the early project stages were selected. These variables included several parameters that are generally accessible during the early stages of a project, such as building height, number of floors, floor area, elevator status, number of basements, and excavation depth. These parameters were preferred because they are usually known or can be approximately determined during the conceptual design stage, and because they were commonly present across all examined projects. At the first stage of the research, the relationships between project cost and candidate variables were examined through correlation and regression analyses. These preliminary analyses were carried out in order to understand the explanatory effect of each variable and to support the variable selection process. Based on these evaluations, building height, number of floors, floor area, number of basements, elevator status, and foundation excavation depth were selected as independent variables in the modeling stage, since they were considered relevant to project cost and were generally available during the early phases of a project. Afterwards, several prediction models were developed by using Linear Regression, Decision Tree, Random Forest, Support Vector Regression, and Polynomial Regression algorithms. These methods were selected in order to compare the performance of different prediction approaches within the same framework. Linear Regression was used as a reference model because of its simple structure and interpretability. Decision Tree was included because it can generate understandable rule-based decision structures and model nonlinear patterns. Random Forest was selected because it combines multiple decision trees and generally provides stronger prediction performance. Support Vector Regression was preferred due to its ability to model nonlinear relationships. Polynomial Regression was also tested in order to examine whether higher-order relationships could improve model performance. Model performances were evaluated by using the Coefficient of Determination (R²) and Mean Squared Error (MSE). R² was used to evaluate explanatory power, while MSE was used to measure prediction error. In order to avoid dependency on a single train-test split, the analyses were repeated with different training-test partitions. This approach helped to obtain more reliable and balanced results. The findings showed that variables such as building height, number of floors, and floor area had significant effects on project cost. Among these variables, building height became the strongest single predictor. This result indicates that vertical scale and overall building size are among the main factors affecting cost in residential projects. Among the tested algorithms, the Random Forest model produced the best and most balanced results. The model performed successfully under different data partition scenarios and showed relatively stable outputs. This finding suggests that ensemble learning approaches may provide advantages in construction cost estimation problems where variable relationships are more complex. Linear Regression generated more stable results, but it remained limited in explaining nonlinear relationships. Although it provided interpretable outputs, its prediction performance was generally lower than Random Forest. The Decision Tree model produced successful results in some scenarios; however, it was more sensitive to changes in the data split. This indicates that single-tree structures may be less stable than ensemble-based models. Support Vector Regression and high-degree Polynomial Regression models showed lower performance compared with the other methods. This may be related to parameter sensitivity, overfitting risk, or the structural characteristics of the dataset. As a result, this thesis presents a fast, systematic, and data-supported cost estimation approach for the early stages of construction projects. The proposed model may provide useful support for investors, contractors, and project developers in feasibility evaluations, tender decisions, and strategic planning processes. It may also help companies reduce unnecessary bidding costs by evaluating opportunities before entering detailed tender preparation stages. In addition, the study contributes to the literature by presenting a local machine learning application developed with Turkish construction data. Many previous studies in this field rely on international datasets or private databases, whereas this study demonstrates the applicability of machine learning methods by using publicly available national data. Future studies may improve the proposed framework by using larger datasets, different project types, and more advanced artificial intelligence algorithms. Commercial buildings, infrastructure projects, and industrial facilities may also be examined in future research.
