Özet
Bu tez, çağdaş toplumsal ve siyasal düzenin anlaşılmasında performans toplumunun merkezi bir yer tuttuğu varsayımından yola çıkmaktadır. Performans toplumu, dışsal baskının yerini bireyin kendisini sürekli geliştirme ve verimli olma zorunluluğuna bıraktığı bir düzeni ifade etmektedir. Byung-Chul Han bu düzeni psikopolitika kavramıyla açıklamaktadır. Psikopolitika, iktidarın bedensel denetimin ötesinde zihinsel süreçleri, duyguları, arzuları ve gelecek beklentilerini yönettiği bir iktidar biçimidir. Han'ın çözümlemesi oldukça güçlüdür ancak tarihsel ve siyasal yönü göz ardı etmesi bakımından eksik kalmaktadır. Bu tez, Han'ın kuramını iki yönde geliştirmeyi amaçlamaktadır. İlk olarak psikopolitikayı neoliberalizmin tarihsel gelişimi, finansallaşma, dijitalleşme ve psikolojik söylemlerle birlikte ele almaktadır. İkinci olarak bu iktidar biçiminin yurttaşlığı, özgürlüğü, eşitliği ve demokrasiyi dönüştürdüğünü incelemektedir. Tez, Han'ın kuramını dört noktada genişletmektedir. Han'ın kopuş tezi reddedilmekte ve Han'ın psikopolitika analizi bireysel öznellikten siyasal alana taşınmaktadır. Han'da zayıf kalan kolektif eylem sorunu, Arendt'in başlangıç düşüncesiyle tartışılmaktadır. Son olarak neoliberal iktidarın psikopolitik tekniğinin ekonomik ve finansal temeli görünür kılınmaktadır. Böylece tezin asıl katkısı olan siyasal olanın psikopolitik bir dönüşüm geçirdiğini belirginleşmektedir. Siyaset, ortak bir mesele olmaktan çıkıp bireyin tek başına yönettiği psikolojik, finansal ve dijital bir deneyime indirgenmektedir. Bunun en belirgin sonucu siyasi tükenmişliktir. Tez, tükenmişliğin yalnızca bireysel aşırı çalışma deneyimiyle açıklanamayacağını ayrıca eşitsizlik, güvencesizlik, borçluluk, risk ve gelecek yönetimi gibi yapısal koşullarla ilişkili olduğunu ileri sürmektedir. Böylece tükenmişlik, kişisel bir yorgunluk olmaktan çıkmakta ve siyasal bir tükenmişliğin semptomu olduğu iddia edilmektedir. Sonuç bölümü, direnişi tek tek bireylere yükleyen yaklaşımlara mesafe alarak, psikopolitik tekniklere karşı siyasal gücün yeniden ortak alanda kurulması gerektiğini tartışmaktadır.

This thesis is based on the assumption that the performance society occupies a central place in understanding the contemporary social and political order. The performance society represents an order in which external pressure is replaced by the individuals compulsion to constantly improve and be productive. Byung-Chul Han explains this order with the concept of psychopolitics. Psychopolitics is a form of power in which power manages mental processes, emotions, desires, and future expectations beyond bodily control. Han's analysis is quite strong, but it is incomplete in that it ignores the historical and political aspects. This thesis aims to develop Han's theory in two directions. First, it examines psychopolitics in conjunction with the historical development of neoliberalism, financialization, digitalization, and psychological discourses. Second, it examines how this form of power transforms citizenship, freedom, equality, and democracy. The thesis expands Han's theory on four points. Han's thesis of rupture is rejected, and Han's psychopolitical analysis is shifted from individual subjectivity to the political sphere. The problem of collective action, which remains weak in Han's work, is discussed with reference to Arendt's initial ideas. Finally, the economic and financial basis of the psychopolitical technique of neoliberal power is made visible. Thus, the main contribution of the thesis, that the political has undergone a psychopolitical transformation, becomes evident. Politics ceases to be a shared issue and is reduced to a psychological, financial, and digital experience managed by the individual alone. The most prominent consequence of this is political burnout. The thesis argues that burnout cannot be explained solely by individual overwork experiences, but is also related to structural conditions such as inequality, insecurity, indebtedness, risk, and future management. Thus, burnout ceases to be a personal fatigue and is argued to be a symptom of political exhaustion. The conclusion, distancing itself from approaches that place the burden of resistance on individual people, argues that political power must be re-established in the common sphere against psychopolitical techniques.
