<06S ABSTRACT Entrepreneurship has significant roles to play in economic development of the regions and countries. Contributions of entrepreneurship or entrepreneurs to the development of the First World as well as the Third World countries can easily be observed. A viable analysis of entrepreneurship and entrepreneurs who play such a crucial role in economic development and growth of societies should be based on a proper knowledge of their status in social structure of any country. Similarly, it is also important for the viability of such an analysis to know both human values of a society that shape behaviors of entrepreneurs and motivate them, and those entrepreneurship values that determine their usual business activities. Taking this into consideration, the our study explores human and entrepreneurship values of entrepreneurs/managers in the Central and Southeastern Anatolian regions of Turkey. Before evaluating the arguments related to entrepreneurship and entrepreneurs, it is of great importance to take on a detailed analysis of structural characteristics of society in which entrepreneurs live. Such concepts as civil society, social capital, information capital, and formal and informal networks help us to develop a proper understanding of the structure of a society. Entrepreneurship, and firms as products of entrepreneurship process, is acknowledged in the literature as elements of civil society which stands between political institutions and individuals and has its organized social living areas. Human values that serve as guiding principles in entrepreneurs' lives are conceptions and beliefs about desirable end-goals and behaviors. These may vary in importance, transcend specific situations, and explain the reasons why certain actions are performed. Values perform two functions in a society, Le., establishing standards and motivating individuals. There are many studies that attempt to measure human values. Some of them are content-focused studies (such as Alport, Vernon and Lindzey's values scale, Milton Rokeach's values inquiry, Gordon's personal values scale), others structure- focused (such as Schwartz and Bilskey's survey, individualist/collectivist project), some process-focused (such as Rath's values explanation, Laszlo's evaluation process and Kohl berg' s development theory), and some are focused on cultural dimension (such as Hofstede's project, Chinese values scale and Tompenaars' values scale). For defining entrepreneurship, two perspectives are developed in the literature.The first one is called“economy school”. This school sees entrepreneurship as producingIV values by setting up organizations. From this perspective, entrepreneurs are individuals who generate values by using their creative skills for intervention and innovation or by employing any other methods to create new products, services, resources, and technologies as well as to find new markets.“The education school”, on the other hand, considers entrepreneurship concept primarily from the viewpoint of individuals and their behavioral processes. From this perspective, an entrepreneur behavior is described as setting up organizations and developing and transforming them through utilitarian, value-oriented, value-adding, risk taking and creative activities. In short, entrepreneurs are perceived as individuals who often initiate and develop projects, and, rather than letting events take their course, anticipate future problems and their possible implications with a view to confining their adverse effects. In view of the above explanations, entrepreneurship can be described as the process in which such set of ideas are put into practice. As such, entrepreneurship is a set of innovative behaviors and characteristics. It is the latter perspective that this study mainly uses in its analyses. In this study, human and entrepreneurship values of those entrepreneurs/managers living in the Central and Southeastern Anatolian regions are surveyed. Our sample included manager-owners of 270 firms from ten provinces registered at the Chamber of Commerce. It can be concluded from the analysis of questionnaires and interviews that six entrepreneurship values can. be identified. These are social status and gaining prestige, self- actualization, contribution to society, the retention of family traditions, and economic interests. The study has also found ten human values, namely, secularism, transformation and challenge (struggle), conformism, communitarianism, inner harmonium, hedonism- egoism, authoritarianism, machievallianism, altruism, and universalism.
