Özet

ÖZET Bu araştırmayla, ilköğretim müfettişlerince, ilköğretim okulu yöneticilerinin denetiminde kullanılan ölçütlerin yeterlik düzeylerine ilişkin ilköğretim müfettişlerin algılan araştırılmaya çalışılmıştır. * Araştırmanın evrenini 81 ilde görev yapan ilköğretim müfettişleri oluşturmaktadır. Örneklem olarak da müfettişlerin görev yaptıkları beş hizmet bölgesinden 42 ile ulaşılarak, araştırmaya 814 ilköğretim müfettişi katılmıştır. Araştırmada veri toplama aracı olarak anket kullanılmıştır. Anket iki bölümden oluşmaktadır. Birinci bölümde, ilköğretim müfettişlerinin kişisel ve mesleksel alanlarıyla ilgili cinsiyet, görev, kıdem, bitirdikleri okul, görev yaptıkları hizmet bölgesi ve branşlanyla ilgili altı soru, ikinci bölümde ise 2000-2001 Öğretim Yılında, ilköğretim müfettişleri tarafından ilköğretim okulları yöneticilerinin denetiminde kullanılan“Yönetici Teftiş Formu”nda ki otuz bir soru bulunmaktadır. Yönetici teftiş formunda bulunan ölçütler de beş alt bölüme ayrılarak, birinci alt bölümde“kurumun fiziki durumuna ilişkin ölçütler,”ikinci alt bölümünde“kurumun eğitim öğretim ve değerlendirme durumuna ilişkin ölçütler,”üçüncü alt bölümünde“kurumun büro işlerine ilişkin ölçütler,”dördüncü bölümünde“yönetim ve çevre ilişkilerine ait ölçütler”ve beşinci alt bölümde“toplam ölçütler”bulunmaktadır. Araştırmaya katılan müfettişlere, ankette bulunan soru maddelerinin her birini“yetersiz”,“az yeterli”,“yeterli”ve“çok yeterli”olmak üzere dörtlü derecelendirme ölçeği üzerinden algılarına uygun olan birini işaretlemeleri istenmiştir. ABSTRACT With this study, it has been tried to research the perception of the primary school inspectors related to the proficiency level of the criterions used by the primary school inspectors for inspecting of the primary school administrators. Primary school inspectors working in 81 different cities have formed basement of this study. As an example, reaching 42 cities from the five regions the inspectors working in, 814 primary school inspectors participated in the research. For this research, questionnaire was used as a data collection device. The questionnaire consists of two parts. The first part contains six questions related to the inspectors' personal and occupational field. The second part consists of 3 1 questions from“The Form of Administrator Inspection”used in 2000-2001 education term by primary school inspectors for inspecting of primary school administrators. The criterions in“The Form of Administrator Inspection”consist of five sub parts. The first sub-part includes“the criterions related to the physical condition of the institution.”The second sub-part includes“the criterions related to the office works of the institution.”The third sub-part includes“the criterions related to the condition of the education, instruction, and the evaluation of the institution.”The fourth sub-part includes the criterions belonging to the administration and environment relations. And the fifth sub-part includes total criterions. The inspectors participated in the research were asked to answer each questions in the questionnaire as“insufficent”“little sufficent”“sufficent”“very sufficent”over the four-level answering paper according to their perception. While analyzing the datum, SPSS 10.01 For Windows Program was used and while interpreting the datum, benefitted from“ANOVA”and“Scheffe techniques.Those Are The Findings That Have Obtained At The End Of The Research It has been understood from the criterions used for the inspection of primary school administrators that according to sex, wh^le woman inspector group has perceived the proficiency level of the inspection criterions of institution's physical condition ”little sufficent“, the man inpector group has perceived it ”sufficent“. According to their duty, seniority, the school and the course they finished and their branches, the inspector groups have perceived the criterions ”sufficent“. According to regions the inspectors working in, while the inspectors working in the fifth servicing region has perceived the criterions ”litle sufficent“, the inspectors working in other four servicing regions have perceived the criterions ”sufficent“. It has been understood from the criterions used for the inspection of the primary school administrators that according to sex, while woman inspectors have perceived the inspection criterions of institution's office works ”little sufficent“, man inspectors have perceived it ”sufficent“. According to the servicing region where the inspectors are working, their seniority, the school they finished and their branch level, inspectors have perceived the proficiency of the office works' inspecting criterions ”suffficent“. Among the criterions used for inspection of primary school administrators, all the inspectors participated in this research have perceived the inspection criterions of the institution's education-instruction and evaluating condition, the inspection criterions of the institution's administration and environment relations and the proficiency of total criterions user for inspecting of administrators ”little sufficent".
