Özet
V.“^ ^V.-*.- ^*^; ^','.'' Bu çalışmanın amacı; yaklaşık 6 yü2yıldır Türklerin egemenliğinde bulunan ve Türk Boğazlar'ı olarak adlandırılan bölgenin, geçmişten bugüne sahip olduğu jeopolitik ve jeostratejik önemini gözler önüne serip gelecekte Türkiye'nin bu bölgeden nasıl faydalanabileceğinin stratejik yaklaşımlarla açıklanmasıdır. Stratejik yaklaşımların (öngörülerin) sağlıklı olabilmesi stratejik çalışmalardan ?beklenen -sonuçtur. -Bu -nedenle konu; tarihsel, hukuksal, politik, ekonomik, jeostratejik bütün yönleriyle incelenmiştir. Yeri geldikçe de örneklerle desteklenmiştir. Bugün gelinen aşamada. Boğazlar' m öneminden hiçbir şey kaybetmediği, bilakis Türkiye için her zamankinden daha fazla öneme sahip olduğu ortaya çıkmıştır. Ancak iki kutuplu dünyada ulusal ve uluslararası bütün politikalar ve stratejiler, güvenlik boyutlu iken son yıllarda ekonomik yani refah boyutuna kaymaya başlamıştır. Türk Boğazlar'ı da aynı şekilde geçmişte güvenlik boyutu ile gündeme gelirken, bugün ekonomik boyutu ile tekrar gündemdedir. Geçmişte güvenlik boyutu ile gündeme gelen Boğazlar' dan ulusal çıkarları doğrultusunda faydalar sağlayabilen Türkiye, bugün ekonomik boyutundan yeterince faydalanamamaktadır. Bugün ve yakın gelecekte yapılması gereken, bu kez bizzat Boğazlar' in güvenliğini öne sürerek Monterux Sözleşmesi ve diğer uluslararası hukuk kuralları çerçevesinde hukuksal argümanlar üretmek ve bunun doğal sonucu olarak ulusal çıkarlar doğrultusunda ekonomik (refah) boyutlu faydalar elde etmektir. Geliştirilecek stratejilerin amacı bu kez bölgenin ya da ülkenin genel güvenliği değil Boğazlar”m kendi güvenliğidir. Enerji vanalarının kontrolü peşinden gelecektir..>**"

SUMMARY v <-,?-.«*. s The aim of this study is to point out the geopolitical and geostrategical importance of the region known as Turkish Straits in past and present which is ruled by Turks at least for six centuries. It also aims to explain how Turkey can take advantage the region with strategical approaches in future. The thing that is expected from these strategical studies is that they should be sound. Therefore, this subject is analyzed in both historical, judicial, political, economical and geostrategical respects which is supported by examples at parts seemed to be necessary. It has been understood that the Straits has not lost importance, on the contrary they are much more important for Turkey than ever. However, in the world of two super powers, both national and international all politics and strategies were security based, but in the recent years, they began to shift towards economical, that is to say welfare dimension. This change in security point of view to economical one is also seen in Turkish Straits. Turkey, which used to benefit from the Straits in terms of security in accordance with its national interest in the past, can not receive sufficient benefit from the Straits in terms of their economical dimension. What is to be done both today and in the near future is that^ judical arguments should be developed in the frame of Montreux Convention and rules imposed by international institutions by proposing the security of the Straits and as a result of this, obtain economic (i.e. welfare) based benefit in accordance with national interests. This time, the aim of the strategies to be developed will not be the overall security of the region or the country but of the Straits. The control of energy valves will follow this.
