Dr. Ahmet Fazıl ÖZSOYLU Ocak 2001, 118 sayfa Bu yüksek lisans tezinde, bireysel tercihlerden kolektif tercihe geçişi sağlayan kolektif karar alma mekanizması üzerinde durulmuştur. Çalışmada kolektif karar alma kavramının önemi ve gereği, bu mekanizmanm işleyişinde başvurulan oylama yöntemleri, kolektif karar sürecinde karşılaşılan başlıca sorunlar ve bireysel tercihlerin kolektif tercihlere yansıtılması açısından Türkiye'de 1950 - 1999 arası uygulanan genel seçim sistemleri incelenmiştir. Bu çalışmada cevap aranmış temel sorular“Kolektif karar alma kavramı nedir? Kolektif karar alma mekanizmasının gereği hangi noktada doğar? Bireysel tercihleri kolektif tercihe yansıtacak mekanizmalar nelerdir? Kolektif karar ahna sürecinde karşılaşılan temel sorunlar nelerdir? Değişik seçim sistemleri bireysel tercihlerin kolektif tercihe yansıtılması açısından hangi sonuçları doğurur? ”olmuştur. Kamu sektörünün devreye girmesi, piyasa mekanizması dışında bir karar alma sürecini gerektirmekte ve böylece bireylerin tam kamusal mala olan taleplerini farklı oylama yöntemleri ile açıklayacak olan kolektif karar alma mekanizması devreye girmektedir. Ancak kamu tercihi teorisinin de savunduğu gibi seçmenlerin ilgisizliği ve bilgisizliği, oy ticareti, baskı ve çıkar grupları, bürokrasi ve seçim sisteminden kaynaklanan sorunlar gibi bazı özel durumlar kolektif karar sürecinde önemli sorunlar teşkil etmektedir. SeçimIV sistemlerinin temel ilkeleri olan temsil ve istikrar ilkeleri açısından bakıldığında ise sadece Milli Bakiye Sisteminin bireysel tercihleri kolektif tercihlere yansıtma açısından başarılı olduğu görülmektedir.

ABSTRACT THE COLLECTIVE DECISION MAKING MECHANISM İltcrÜNLÜKAPLAN M. A Thesis, Department of Public Finance Supervisor : Prof. Dr. Ahmet Fazıl ÖZSOYLU January 2001, 118 pages In this master thesis, collective decision making mechanism, which enables individual preferences to access collective decision, was dwelt on. In the study, the importance and the reason for the collective choke, the voting methods which are applied for during this mechanism, and principal problems confronted during the collective decision making process and the general election systems in Turkey applied betwen 1950 and 1999 (in terms of reflecting individual preferences through collective preferences) were examined. In this study, these questions were tried to be answered :“ What is the concept of 'collective decision making' ? At which point does the need for collective decision making arise ? What are the mechanisms which reflect individual preferences through collective preference? What are the basic problems which confronted during the collective decision making process ? What are the results of different election systems in terms of reflecting individual preferences through collective preferences?”Cutting in of the public sector made a decision making process necessary other than the market mechanism Thus, collective decision making mechanism where individuals reveal their preferences about pure public goods via different voting methods, cuts in. However, as the theory of the public choice put forwards some specific subjects such as, the voters' apathetic and ignorant motives, logrolling, pressure and interest groups, bureucracyVI and the problems arise from the election systems constitute important problems during collective decision making process. With regard to the representation and stabilization principles, which are the basic principles of the election systems, only the National Balance System becomes succesfiil to reflect the individual preferences through collective preferences.
