11 ÖZET GÜNEYDOĞU ANADOLU PROJESİ VE BÖLGESEL KALKINMA Cuma BOZKURT Yüksek Lisans Tezi, İktisat Anabilim Dalı Danışman : Prof. Dr. Muammer TEKEOĞLU Haziran 2001, 117 sayfa Bu çalışmada Güneydoğu Anadolu Projesi ve Bölgesel Kalkınma çalışılmıştır. Bir ülkede Bölgesel Kalkınma Politikalarının gerekliliği ve Bölgesel Planlama kavramının uygulanması büyük ölçüde bu ülkedeki bölgesel eşitsizliklerden kaynaklanır. Türkiye'de Güneydoğu Anadolu Bölgesi'nin geri kalmışlığını gidermek ve bölgenin üretim imkanlarından ve su kaynaklarından optimum bir şekilde yararlanmak amacıyla Güneydoğu Anadolu Projesi (GAP) oluşturulmuştur. İnsani gelişme felsefesiyle hareket eden GAP, yatırımları hızlandıracak, bölgede ciddi boyutlara varan güvenlik sorununun çözülmesine katkıda bulunacaktır. Proje'nin tamamlanmasıyla ikinci bir Türkiye yaratılmış olacaktır. Çalışmanın ilk bölümünde azgelişmişlik, bölgesel kalkınma ve kalkınma ajansları detaylı bir şekilde ele alınmaktadır. Çalışmanın ikinci bölümünde ise Güneydoğu Anadolu Bölgesi'nin sosyo-ekonomik yapısı ve GAP projesi temel hatlarıyla incelenmiştir. Son bölümde ise GAP Kalkınma Planlan ve Güneydoğu Anadolu Bölgesı'nde Bölgesel Kalkınmanın nasıl sağlanacağı üzerinde durulmuştur. GAP Projesi yapımına başlandığı tarihten itibaren belirtilen hedeflere zamanında ulaşılamamış ve tekrar tekrar hedefler revize edilmiştir. Hedeflere ulaşmadaki gecikmeler sürdükçe artan nüfus sonucu işsizlik ve yoksulluk çığ gibi yükselmiştir. Ill ABSTRACT REGIONAL DEVELOPMENT AND SOUTHEASTERN ANATOLIA PROJECT Cuma BOZKURT M.A. Thesis, Department of Economics, Supervisor : Prof. Dr. Muammer TEKEO?LU June 2001, 117 pages In this dissertation, Southeastern Anatolian Project is analized in the context of regional development. Generally the inequalities between regions of the country necessiates implementations of regional projects and development policies. In order to improve the development level and benefit optimally from water and other resources of the region, Turkey has prepared and implemented the so called SoutEastern Anatolian Project (GAP) after 1977. Starting from a human development perspective, the project aimed to accelerate investments, prevent and facilitate solving the security problems of the region. The project would have a considerable effects on the whole economy of the country. In the first part of the study, underdevelopment issues, regional development and developments agencies are analised in depth. In the second section, the social and economic structure of the SouthEastem Anatolian Region is analised roughly. In the last section, the particular plans of the GAP project has taken into account and some concluding remarks has been emphasized. From the beginning the targets of the project never achieved on time and they frequently revised. These delays with fast population increases leads to huge unemployment and impoverishments in the region. That's why the targets of the project should be revised and the revised plans must be carried on as soon as possible. Key Words ; Regioal Development, Southeastern Anatolia Region, GAP, GAP Plans.
