Özet
ÖZET Sulama projelerinin çevreye ve insan yaşamına çok fazla sayıda olumlu etkisi bulunmakla beraber, önemli olumsuz etkileri de bulunmakta ve bu etkiler sonuç olarak sulama projelerinin sürdürülebilirliğini etkilemektedirler. Bu nedenle beklenen olumsuz etkileri belirlemek ve önlemek için gerekli önlemleri almak amacıyla, sulama projelerinde Çevresel Etki Değerlendirmesi (ÇED) yapılması gerekli olmuştur. Bu çalışmada; mevcut sulama projelerinin çevresel elMerinin belirlenmesi ve değerlendirilmesinden yola çıkılarak, ÇED' de gerçekçi yaklaşımlara ulaşılması hedeflenmiş, sulama projeleri ile çevrede meydana gelebilecek etkiler materyal olarak alınan Mustafakemalpaşa Sulama Projesi (MKPSP) kapsamında değerlendirilmiştir. Coğrafi Bilgi Sistemi ( CBS ) tekniklerinden de yararlanılan çalışmada çevresel etkiler; doğal kaynaklar üzerindeki etkiler, biyolojik ve ekolojik kaynaklar üzerindeki etkiler, arazi kullanımı üzerindeki etkiler, sosyo-ekonomik ve sağlık etkileri çerçevesinde ele alınmıştır. Bursa-Mustafakemalpaşa Sulama Projesinin çevresel etMlerinin değerlendirilmesi sonucunda, en önemli etkilerin su kullanımı ve hidrolojik rejim, arazi kullanımı üzerinde olduğu görülmüş, ayrıca bölgenin sosyo-ekonomik koşullarında da önemli değişimlerin yaşandığı belirlenmiştir. Sonuçta Sulama projelerinde ÇED çalışmalarına ne derece gereksinim olduğu belirlenmiş ve elde edilen sonuçlara göre önerilerde bulunulmuştur.

ABSTRACT A RESEARCH ON ENVIRONMENTAL IMPACT ASSESSMENT OF IRRIGATION PROJECTS Besides the many positive effects of irrigation, projects to the human being and to the environment, there are also many adverse effects of it and sustainability of irrigation projects is under risk. Therefore, an“Environmental Impact Assessment”(EIA) should be carried out to determine the possible adverse effects and take preventing actions against those effects in irrigation projects. In this study, it is aimed to reach to the realistic approaches in EIA by determining and evaluating of environmental effects of an existing irrigation projects and environmental impacts which could be occur in an irrigation project have been evaluated, as long as the available data, in the context of Mustafakemalpaşa Irrigation Project. Environmental impacts of irrigation projects have been categorized into five groups; impacts on natural resources, impacts on biological and ecological resources, impacts on land use, socioeconomic and health impacts. Geographical Information Systems (GIS) techniques have been intensively used during the study. As a result of evaluating the Mustafakemalpaşa Irrigation Project, it is defined that hydrological regime and land use impacts are the most important impacts, and it is observed that important changes in socioeconomic conditions have been experienced in the project area. In addition, it is emphasized that the EIA study is necessary for irrigation projects and existing EIA context in Turkey is narrow and should be widen to some extent. At the last section of the study, recommendations have been made according to the obtained results.
