Özet
Belediyeler, kent yönetiminde ve kente yönelik hizmetlerde büyük öneme sahip kuruluşlardır. Belediyeler, Anayasa' nın 127. Maddesinde diğer mahalli idareler arasında yer almış, belde ve belde halkının müşterek mahiyetteki mahalli ve medeni ihtiyaçlarım karşılamak üzere kurulmuşlardır. Ülkemizde belediyeler, sürekli gelişme gösteren temel mahalli idarelerdir. Nüfusu 500 binden fazla olan belediyelere ise sahip olduğu geniş faaliyet alam ile“ Metropol ”denilmektedir. Günümüzde metropol alanlar için büyüme oldukça etkili bir unsur olup, gerek merkez gerekse çevredeki nüfusun siyasal sisteme yönelik hizmetleri büyük oranlara ulaşmaktadır. Türkiye'nin en büyük metropollerinden biri olan İzmir' de ulaşım çözülmesi gereken sorunların başında gelmektedir. Ulaşım gerek alt yapı, gerek idari, gerek teknik ve gerekse toplumsal boyutlarıyla birbirinde bağlı birçok parametreyi ihtiva eden kompleks bir problem olarak karşımıza çıkmaktadır. İzmir gibi plansız şehirleşme de yeterli bir taşıma alt yapısı olmadığı için kısa sürede trafik sıkışıklığı ve karmaşası ortaya çıkmakta bu da beraberinde trafik kazalarım getirmektedir. İzmir'in ulaşımında mevcut sorunları giderecek,şehir içi ulaşımı rahatlatacak aynı zamanda daha güvenli, konforlu, ucuz ulaşımı temin edecek deniz ulaşımının geliştirilmesi önemlidir.. Bu amaçla 27 Mart 1996' da özel bir firmaya ait deniz otobüsleri deniz ulaşımına hizmet vermeye başlamış ve deniz ulaşımından faydalanan yolcu sayısı %100 artış sağlanmıştır. Daha sonra“ TDİ ”bağlısı gemilerin özelleştirilmesi kapsamında, özelleştirme idaresi Yüksek Kurulu'nun 04.02.2001 tarih ve 2000/06 sayılı kararıile Izmir Büyükşehir Belediyesi' ne devredilmesiyle, Belediye' ye ait“ izmir Deniz İşletmeciliği Nakliye ve Turizm Tic. A.Ş. ”şirketi kurulmuştur. Halen bu şirket 22 adet yolcu, 3 adet araba vapuru ile birlikte toplam 25 adet gemiyle hizmet vermeye devam etmektedir. İzmir' in yoğun trafik yükünü azaltmak için kara ulaşım talebinin deniz ulaşımına çekilmesi alternatif bir çözümdür. Bu amaç için deniz yolcu taşımacılığına daha fazla önem verilmesi gerekmektedir.

ABSTRACT The municipalities are the establishments which have got grand importance in city management and city origined services the municipalities have placed according to Constilution in the other local managements and they have been established to respond of the needs of the people of city and to maintain their civil needs In our country the municipalities are the main local managements which are advancing continuously The municipalities which has got public more than 500.000- with their large activity area call the“ Metropole ”In today“ s life for the metropole areas the growing is a very important factor and also in center and also in envoroinmental public services to political systems are reaching to big rates. In IZMIR which ”s one of the biggest metropole of TURKEY the transport is an important problem to solve The transport also as substructure and management also techcal and with the society dimensions is in front of us a complex problem which has got social dimensions placed into each other. As IZMIR city which' s become process without planning and because of it has not got substructure in a short time the trafic jan and caos is appearing and tins brings with the problem the accidents. However the sea transport needs less investment according to highway transport Because of it is leader in the public its transport its quantity cost is lower according to othor transport systems. It is necessary to solve the present problems in İzmir transport, to confort the city transport and meanwhile it is necessary more confident, confort cheaper sea transport must be advanced. Because of this aim in 27 MARCH 1997 the sea buses which belongto a private fitm have started to their services and the passergers which belong to a private fitm have started to their services and the passergers which use the sea tranport has increased in the rale of 100% Than in the content of the privatization the ships of e TDİ“ by the decision of the PRIVATIZATION GENERAL MANAGEMENT with the date of 04. 02. 2001 and with the decision number of 2000/ 06 they have transfered to IZMIR BIG CITY MUNICIPALITY and after that ”Izmir Sea Management Transport and Tourisme Trade Co "has been astablishet still this company is giving to is services with 22 passenge, 3 car ship and totaly 25 ships. In Izmir for the sea transport the necassary inportance must be given. In fact as a city Izmir which has got a natural perfect gulf and sea it is a kind of obligation the whichles which are using the sea transport has quality and technical aspects and as also as numarical they will be widespread in today' s life. To decrease the heavy loat of trafic of IZMIR, the demand of highway to transfer to sea transport is an alternative solution. For this aim the sea passenger transport must be taken into as an inportant position and it must be advange. VII
