Özet
ÖZET Bu çalışmanın amacı, 21.y.y.'ın başında uygulamaya konulan Köykent projesinin sosyolojik bir analizini yapmaktır. Adı geçen proje eski başbakanlardan Bülent Ecevit ile bilinmektedir.Bu proje 2000 yılında ilk defa Ordu ili Mesudiye ilçesi ve bağlı köylerinde uygulamaya konulmuştur. Bunu takip, eden süreçte diğer Köykentlerden.biriside. yine aynı yıllarda Van ili Özalp ilçesi Dortay ve bağlı köylerinde uygulamaya konulmuştur. Araştırmacının amacı Dorutay Köykent Projesini analiz etmek beklentiler, katılım, etkiler ve özellikle entegre kırsal kalkınma kapasitesi sorgulamak olmuştur.Bu nedenle 208 kişi kapsayan anket uygulamış ve farklı yaş grupları ve cinsiyetlerde toplam 272 kişi de görüşme yapılmıştır. Bu çalışmada araştırmacı aşağıda sıralana soruların cevaplarını aramış ve Köykent projesinin bu çerçevede çözüm olup olamayacağı sorgulanmıştır. Bu sorular şu şekildedir:. Köykent Projesi kırsal örgütlenmeleri desteklemede ve eşitlik ve iyileşme yaratmada ne kadar etkilidir ?. Projenin kalkınma politikaları ve ajandası temelde nedir ? bu çerçevede proje ne tür bir role sahip?. Proje köylülerin yaşamlarını iyileştirecek faaliyetlerin ortaya çıkmasında yeterince etkili ve başarılımıdır ?. Proje uygulamaya konulduğundan bu güne kırsal ne tür sosyal, ekonomik ve katılımcı bir yapı ortaya çıkardı ?. Kırsal kalkınma için altyapı hizmetleri sunulması uygun bir kriter midir ? yoksa gelir artırıcı faaliyetler mutlaka proje içinde yer almalı mıdır ? Çalışmanın amacı Dorutay ve çevresinde 2000 yılından beri uygulamaya konulan projenin kırsal etkilerini ortaya çıkarmaktı. Sonuçta ifade edilmesi gereken nokta projenin başarısının katılıma bağlı olduğu ve Türkiye gerçekliğinde bir kırsal kalkınma ortaya çıkarabilecek bir potansiyeli içinde barındırdığı yönündedir. 76

ABSTRACT The objective of this study is to make a sociological analysis of the rural town (köykent) Project has been implemented since the beginning of the 21st century. This Project is known by former prime minister Mr.Ecevit. It was started in 2000 within the province of Ordu which covers Mesudiye town and it's several villages. İt was the fist köykent Project in the new era. Here, the purpose of the researcher is to examine the Dorutay project and question the issue of expectations, affects, participation and basicly on the rural development capacity of Project. Here it was questioned the integrated rural development aspect of the Köykent Project. Therefore the researcher applied a questionnaire covered 208 people and also made a interview with 272 people within the villages. In this study, the researcher focused on s ome i mportant q uestions r elated t o t he r ural d evelopment s ide o f t he p roj ect. Some of these questions are;. How effective is Köykent project at strengthening grassroots organizations promoting equality and empowerment?. What are the policies and development agendas of the project in rural areas and what role is assigned to the project?. Is the project effective in creating self-sustaining activities which improve the lives of the villagers?. How far the project activity affected the social, economic, and partcipatory structure of rural life?. Is infrastructure an adequate criterion for enhancing rural development? and should income generation be within the project ? The purpose of the study was to evaluate the effects of the Köykent project within and around the Dorutay village since 2000 and also reflect the changes it brought within the small environment of the a few villages. It can be argued that the success of this project depends on the participation and it is beleived that it has capacity to propose rural development within the Turkish rural reality. 77
