Özet

ÖZET Çevre sorunları, bugün, sonuçları bütün insanlığı ve doğal yaşamı etkileyen; her geçen gün etkilerine daha fazla maruz kalınan bir sorun olma durumunu taşımaktadır. İnsanların hava kirliliği, yer altı ve yerüstü sularının kirletilmesi, endüstriyel atıklar, nükleer enerji ve silahlar, ozon tabakasının incelmesi, ormanların tahribi, erozyon ve toprakların kullanılamaz hale gelmesi, beslenme bozuklukları gibi çevresel sorunların sonuçlarına daha yoğun biçimde maruz kalmaları“çevre ”nin yeni yüzyılın belirleyici etmenlerinden biri olacağını göstermektedir. Çevresel sorunların sonuçlarının gittikçe uluslararası bir boyut kazanması ve soruna ortak çözüm arayışları da bu yöne işaret etmektedir. Kapsamı ve boyutları nedeniyle soruna dair değerlendirme ve çözüm arayışlarının da küresel çapta egemen olan üretim biçiminden, sosyal-siyasal ilişkilerden ayrı düşünülmemesini gerekli kılmaktadır. Dolayısıyla sosyal bir varlık olan insanın“çevre ”gibi bugünü ve geleceğini kuşatan, tehdit eden sorunlara karşı üreteceği çözümün de sosyal-siyasal boyut taşıması gerekmektedir. Çevre sorunları, iki açıdan siyasal bir içerik taşımaktadır. İlkin egemen üretim ilişkileriyle olan bağı nedeniyle sorunun hem kendisi hem de çözüm çabaları siyasal bir boyut taşımak zorundadır. İkinci olarak sorunun çözümü ile ilgili farklı çözüm modelleri önünde sonunda politik bir içerik taşımaktadır. Çalışmamızın giriş bölümünde çevre sorunlarının birbirinden bağımsız 'verilerin toplamı olmanın ötesinde egemen üretim-tüketim biçimiyle ilişkisine dikkat çekilmektedir. Birinci bölümde üretim ve tüketim sürecinde ortaya çıkan sorunlar sosyal ve siyasal boyutları da ortaya konularak değerlendirilmektedir. İkinci bölümde sorunla ilgili uluslar arası alanda yürütülen çalışmalar, gerek hükümetler tarafından oluşturulan birliklerin ve gerekse hükümetler dışı 'sivil' oluşumların çalışmaları boyutlarıyla ele alınmıştır. Sonuç bölümünde ise, çevresel sorunların her geçen gün insanlığın gündemine daha fazla girmesinin ve küresel nitelik taşıyan bir sorun haline gelmesinin, sosyal ve siyasal yaşantımızın çevreyle uyumlu bir işleyiş içinde olmadığını gösterdiği vurgulanarak, sistemin bir bütün olarak insan ve çevreyle uyumlu hale getirilmesi zorunluluğuna dikkat çekilmektedir.

ABSTRACT Today, environmental problems constitute a condition the results of which affect whole humanity and natural life and the exposure to its effects is increasing every day. The fact that people are increasingly exposed to the results of environmental problems like air pollution, contamination of surface and ground water, industrial wastes, nuclear energy and weapons, depletion of ozone layer, destruction of forests, erosion and loss of usability of soil and nutrition disorders indicates that the“environment”will be one of the decisive elements of the new century. This is also hinted by the fact that the results of environmental problems and ecological destruction are acquiring more and more an international dimension and there are attempts to reach a common solution to the problem. Because of the scope and dimension of the problem, it is essential not to consider evaluation and solution attempts for the problem separate from the way of manufacturing that is globally dominant and from the social-political relations. Therefore, the solution to be produced by human being who is a social entity against the problems that encompass and threat its today and future such as“environment”, has to carry a social-political dimension. First of all, both the problem and its solution attempts have to carry a political dimension because of its connection with the dominant production relations. Secondly, the various solution models regarding the solution ultimately carry apolitical content. In the introduction section of our study, we draw attention to the relation of the environmental problems with the dominant production-consumption way rather than collecting the independent“data”of the environmental problems. In the first chapter, we evaluate the problems arising during the process of production and consumption by also putting forward their social and political dimension. In the second chapter, the works about the solution that are carried out in the international field, with a view of the works of both governmental unions and non-governmental organizations. In the conclusion section, attention is drawn to the obligation for bringing the system into harmony as a whole with human and environment by emphasizing that the fact that the environmental problems enter into the agenda of the humanity in an increasing manner and become a problem of global quality, indicates that our social and political life is not in a way of operation with conformance to the environment.
