Özet
ÖZET Bu çalışmada Avrupa Birliği'ne katılımda, karşılaşılabilecek sorunların kamu ve donatan bakımından algılanış şeklinin ortaya konması, algılama farklılıklarının saptanarak bu farkın kapanmasına yönelik öneriler getirilmesi amaçlanmıştır. Çalışmanın birinci ve ikinci bölümleri, ilgili literatür taramasından oluşmuştur. Çalışmanın birinci bölümünde, küreselleşme ve ekonomik bütünleşmeler, ekonomik bütünleşmelerin etkileri, Avrupa Birliği'nin ortaya çıkışı, Türkiye, Avrupa Birliği ilişkilerinin genel tarihsel gelişimi incelenmiştir. İkinci bölümde, Avrupa Birliği'nin denizcilik politikaları, Türkiye'nin Avrupa Birliği'ne adaylığının açıklanması, Katılım Ortaklığı Belgesinin hazırlanması, Türkiye'nin Ulusal Planı, idarenin güçlendirilmesi ve müktesebat uyumu konusunda yapılması gerekenler, Türkiye'nin Paris Mutabakat Zaptı'na taraf olan ülkelerin limanlarındaki tutulma ve emniyet kusurları incelenmiştir. Çalışmanın son bölümü gerçekleştirilen araştırmanın değerlendirilmesini kapsamaktadır. İdare ve donatan temsilcileriyle yapılan görüşmeler sonucunda oluşturulan veri toplama formunda deniz emniyetiyle ve katılımın ekonomik etkisiyle ilgili ifadeler yer almıştır. Araştırmaya katılan grupların profillerinin saptanmasının ardından, tek yönlü varyans (ANOVA) analiziyle gruplar arasındaki algılama farklılıkları ortaya konulmuş, araştırma sonuçları gözönünde bulundurularak, öneriler geliştirilmiştir.

ABSTRACT The main aim of this study is to compare and analyze the overall perceptions of the Turkish administration and the shipowners concerning the difficulties likely to be encountered upon having joined the European Union. The study also aims to provide certain reasonable and practicable suggestions which could help diminish the gap in the perceptions and thus unite both sides on certain common interests. The first two chapters comprise updated developments gathered by the means of a thorough literature review. The first chapter specifically covers such basic items as globalization and economic integrations, as well as the effects of these developments experienced, the emergence of the European Union and the overall historical developments of the relation between Turkey and the Union. The overall contents of the second chapter focus on the basic steps taken in the development of the relations mentioned, including the basic policies of the Union on maritime issues; the recent agreement reached at the Union announcing Turkey as a candidate; preparation of the“Turkey's Accession Partnership Document”and Turkey's“National Plan”; strengthening the position of the Administration as well as improving and aligning the relevant legislative regulations; and Turkey's failure, in meeting the basic requirements concerning detentions and safety issues. The last chapter of the study is devoted to the analysis and evoluation of the research covered. A questionnaire is formed as a consequence of the interviews made with the authorities from both the Administration and the shipowners. The questionnaire consists of three parts. The first part of the questionnaire includes some questions aiming to obtain the participants' profiles. The second and third parts of the questionnaire include statements concerning safety at sea and the likely economic effects of integration with the Union. The perceptions are compared and analysed through one way ANOVA. Based on the results gained, certain proposals are developed. VI
