Özet

ÖZET Araştırma ile“ilköğretim okullarında görev yapan yöneticilerin öğretmen ve öğrencilerle ilgili algıladıkları sorunlar”ve bunların kişisel özelliklere göre farklılaşma durumunun incelenmesi hedeflenmiştir. Araştırmanın evrenini İstanbul ilinde görev yapan ilköğretim yöneticileri oluşturmaktadır. Örneklemi ise, İstanbul ili, Kadıköy, Üsküdar ve Ümraniye ilçelerinde görev yapan 100 okul yöneticisi oluşturmuştur. Araştırma tarama modeli bir araştırmadır. Araştırmaya veri toplamak için araştırmacı tarafından hazırlanan anketten yararlanılmıştır. Anket iki bölümden oluşmaktadır: Birinci Bölüm“Kişisel Bilgiler' başlığı altında ele alınmıştır. İkinci Bölüm ise ”İlköğretim Yöneticilerinin Öğretmen ve Öğrencilerle İlgili Karşılaştığı Sorunlar“ başlığı altında ele alınmış ve ”öğrencilerle ilgili konular“ ve ”öğretmenlerle ilgili konular“ olmak üzere iki alt bölümden meydana gelmiştir. İkinci bölümdeki sorular beşli likert tipine uygun olarak hazırlanmıştır. Araştırmadan elde edilen verilerin analizinde frekans ve yüzdelik hesaplamaları ile t-testi ve varyans analizi teknikleri kullanılmıştır. Araştırmadan elde edilen bulgulara bakıldığında şu sonuçlara ulaşılabilir: Araştırmaya katılan yöneticilerin öğrencilerle ilgili en yüksek düzeyde algıladıkları sorunlar ”öğrencilerin okul içi emniyet ve güvenliği sorunu, öğrencilere istendik davranışların kazandırılamaması, birinci ve ikinci kademe öğrencilerinin aynı fiziki ortamda bulunmalarından kaynaklanan sorunlar, temizliğe ve zaman çizelgesine gerekli özenin gösterilmemesi ve öğrencilerin okul ve okul eşyalarım tahrip etmeleri“dir. Yöneticilerin öğretmenlerle ilgili en yüksek düzeyde algıladıkları sorunlar ise; ”öğretmenlerin nöbetler ve zaman çizelgesine gerekli özeni göstermemesi, öğretmenlerin okul içi emniyet ve güvenliği sorunu, öğretmenlerin ek iş yapmasından kaynaklanan verimsizlik ve öğretmenlerin görev ve sorumlulukları ile mesleki ve özlük haklarını bilmemeleri"dir. nıİlköğretim yöneticilerinin öğrencilerle ilgili algıladıkları sorunlara yönelik verdikleri cevaplarda; yaşa, kıdeme ve görev yapılan bölgenin sosyo-ekonomik düzeyine göre anlamlı farklılıklar tespit edilirken, öğretmenlerle ilgili sorunlara yönelik verdikleri cevaplarda; cinsiyete, yaşa, sosyo-ekonomik düzeye ve öğretmen sayısına göre manidar farklıklar tespit edilmiştir. iv

Özet (Çeviri)

ABSTRACT This research aims to study“the problems that face the rulers (directors and administrators) of elemantary schools with regard to the teachers and the students”and the differentiation of their behaviours according to the personal characteristics. The field of the research consists of the rulers of elemantary schools in the province of Istanbul. And the sample or the random group consists of 100 rulers from Kadiköy, Üsküdar and Ümraniye which are within the province of Istanbul. The research adopted survey method as its method and, the researcher used questionnaires for data collection. The questionnaires have two parts: The title of the first part is“Personal Information”and that of the second one is“The Problems that face the rulers of elementary schools with regard to the teachers and the students”. And the second part has also two sub-parts:“Subjects related with the students”and“Subjects related with the teachers”. The questions of the second part were prepared according to the five-fold likert type. And the frequency and percentage calculations and the technics of t-test and variant analysis were used in analysing the data inferred from the research. We may mention the following results: The problems that most frequently face the rulers who participated in the research are the problem of security of the students within the schools, the failure in getting the students acquire the desired behaviours, the problems arising from the use of a common physical place by the first-stage and the second-stage students, shortcomings in the necessary care for the cleanness and the timetable, and the destruction of school materials by the students. And the problems that most frequently face them in terms of the teachers are shortcomings in the care for the timetable and the duty of order-keeping, the problem of security of the teachers within the schools, unproductivity arising from doing a second job, ignorance of the teachers of the rules concerning their duties, responsibilities and professional and personal rights.Finally, the researcher found significant differences among the responses given by the rulers about the problems arising from the students in terms of their ages, length of service, and the socio-economic levels of their duty -fields, and also found significant differences among the responses given by them about the problems relating to the teachers in terms of the sex, ages, socio-economic levels, and numbers of the teachers.
