ÖZET MİLLİ EĞİTİM BAKANLİĞİ BİLGİSAYAR DESTEKLİ ÖĞRETİM ÇALİŞMALARİNDA ÖĞRETİM YAZILIMLARINI DEĞERLENDİRME MODELİ ÖNERİSİ MADEN, Cemalettin Doktora Tezi Eğitim Bilimleri Enstitüsü Eğitim Bilimleri Ana Bilim Dalı Eğitim Programları ve Öğretim Bilim Dalı Eğitim Teknolojisi Programı Danışman: Yrd. Doç. Dr. Nurettin ŞİMŞEK Ocak, 2005, 175 Sayfa Bu araştırma, Milli Eğitim Bakanlığı'nın (MEB) Bilgisayar Destekli Öğretim çalışmalarında öğretim yazılımı değerlendirmede kullanabileceği bir model geliştirmek amacıyla gerçekleştirilmiştir. Bilgisayar Destekli öğretim çalışmalarında satın aldığı öğretim yazılımlarını değerlendirmeye yönelik bir model önerisi geliştirmek amacıyla gerçekleştirilmiştir. Bu araştırmada, konu ile ilgili dört grup üzerinde çalışılmıştır. Bunlar, daha önce yazılım alımı ihalesinde görev alan Milli Eğitim Bakanlığı (MEB) personeli ve üniversite öğretim elemanı, alınan öğretim yazılımlarının kullanıldığı okullarda görev yapan öğretmenler ve yazılım ihalelerine katılmış firma yöneticileridir. Araştırma iki aşamada gerçekleştirilmiştir. Birinci aşamada kullanılmakta olan yazılım değerlendirme çalışmaları betimlenmiş, ikinci aşamada, birinci aşama sonrası ortaya çıkan eksiklikler giderilerek yeni bir model önerisi geliştirilmiştir. Araştırmada katılımcıların mevcut durum ile ilgili görüşlerini almak için anket formları geliştirilmiştir. Anket formlarında altı bölüm bulunmaktadır. Bunlar; vıgereksinimlerin belirlenmesi, personel, yöntem, ölçütler, uygulama ve değerlendirme. Hazırlanan anket formları 25 MEB personeline, bir üniversite öğretim elemanına, 2.357 okul öğretmenine ve altı firma yöneticisine uygulanmıştır. Alınan görüşler frekans (f) ve yüzde (%) betimleme analizleri kullanılarak çözümlenmiştir. Çalışmanın ikinci aşamasında, belirlenen sorunlara çözüm önerileri geliştirilmiştir, öneriler gereksinimlerin belirlenmesi, personel, yöntem, ölçütler, uygulama ve değerlendirme başlıkları altında geliştirilmiştir. Belirlenen sorunların çözümü için geliştirilen öneriler anket formuna dönüştürülmüştür, öneriler görüş almak için sekiz uzmana uygulanmıştır. Uygulama sonucunda uzmanların belirtilen önerilere yüksek oranda katılım gösterdikleri görülmüştür. Çalışmanın sonunda değerlendirme modeli geliştirilmiştir. Değerlendirme modeli beş aşamadan oluşmaktadır. Bunlar; hazırlık, duyuru, işlem, dağıtım ve bilgilendirme ve kullanım ve izleme aşamasıdır. vii

ABSTRACT EVALUATION MODEL PROPOSAL FOR COMPUTER AIDED STUDIES OF THE MINISTRY OF NATIONAL EDUCATION MADEN, Cemalettin Thesis for Doctorate Educational Sciences Institute, Department of Educational Sciences Department of Curriculum and Instruction Program of Educational Technology Adviser: Asst. Prof. Dr. Nurettin ŞİMŞEK January, 2005, 175 Pages The aim of this research is to develop a model proposal for the evaluation of instructional software procured by the Ministry of National Education for Computer Aided Instruction studies. This Research has focused on 4 related groups. These groups are Ministry Of National Education (MONE) personal and university academicians participated within previous software assessment, teachers working in schools which uses software and managers working in firms that joined software bidding. This research was realized on the two stages. At the first stage, status of the existing software evaluation models was described while model proposal was developed based upon the deficiencies and mistakes identified within existing evaluation status at the second stage. Questionnaire forms were developed for the comments of the participants in this research. These questionnaires are comprised of six sections: needs determination, staff, method, criteria, implementation and evaluation. These questionnaire forms were applied to 25 MONE staff, one university academician, 2.357 school teachers and six firm administrators. The comments ¥111of these participants were interpreted through the use of frequency (f) and percentage (%) based statistical anaiysises. At the second stage of the research, solution recommendations were developed for the identified problems. These recommendations were defined under the titles of needs determination, staff, method, implementations and assessment. The Recommendations defined for the solutions of identified problems were transformed into questionnaire forms. Recommendations were applied to eight experts for their comments. At the end of frequency analysis, the participation of the experts to these recommendations was at a high level. At the end of this study, evaluation model was developed. The Evaluation model is comprised of five stages: These are preparatory, announcement, process, delivery and information and using and monitoring stages. IX
