Özet
IV ÖZET Gelişmiş ülkeler, Bilgi Toplumu yapılanmasını gerçekleştirebilmek için, sanayi toplumu yapılanmasında kullandıkları teknolojileri gelişmekte olan ülkelere transfer ederek, katma değeri yüksek teknolojilere yönelmektedir. Ancak günümüzde bilgi temelli yapılanma salt ekonomik amaçlı olmaktan öte yönetsel amaçlarda taşımaya başlamıştır. Kamu yönetimde reform çalışmaları kapsamında, devlet hizmetlerinin elektronik ortama aktarılması ile yönetimde şeffaflık, hesap verebilirlik, katılımcı demokrasi, kutasiyeciliğin azalması ve giderlerin tasarrufu hedeflenmektedir. İşte e-Devlet çalışmaları bu düşünsel temellerden hareketle uygulanmaya başlamıştır. Benzer gerekçeler ile belediyeler de hizmetlerini elektronik ortama aktarmak istemektedirler. Bu çalışmada Bilgi Toplumu yapışma ulaşmak için kültür, insan ve organizasyon yapımızda ne gibi değişimlere ihtiyaç duyduğumuz ve bu yapının basamakları olarak düşündüğümüz e-Devlet ye e-Belediye çalışmaları incelenecektir. E-Devlet ve e-Belediye çalışmalarının tanım ve kapsamı çerçevesinde Yalova Belediyesi e-Belediye çalışmasının analizi yapılacaktır. Yalova Belediyesi bünyesinde yapmış olduğumuz analizin, ülkemizde uygulanan ve uygulaması düşünülen diğer e-Belediye çalışmalarına referans olacaktır.

ABSTRACT In order to constitute the Knowledge Society, the developed countries have been transferring the techonologies which was used to build up the industrial community to the developing countries and turning towards one highly value added. However the constitution that is based on the Knowledge is not only pertaining the economics but also has aministrative aims. In the extent of studies on reforms concerning the public administration, by transferring the public services to electrnic milieu, it's aimed to economize the expenses, to diminish the bureaucracy, democracy based on participation, accountability and transparency on administration. That is the starting point of putting e-Government studies into practice. With the similar justifications, also the local governments have been intending to transfer their services to electronic milieu. In this study, in order to reach the constitution of Knowledge Society, it will be examined that what kind of changes are needed on our culture, human beings and orgazational structures and will be examined the e-Government and e-Municipality studies, in our rewiev, those are thought as parts of the Knowledge Society. In the frame of definitions and extents of e-Government and e-Municipality, Yalova Municipality's e-Municipality studies will be analysed. We hope that the analyses given here in about the practices of Yalova Municipality will be reference for other e-MunicipaUty pactices which are carried out or being taken into consideration.
