Özet
ÖZET Bu çalışmada Türkiye'de cumhuriyetin ilanından günümüze dek konut sorununun gelişimi çeşitli boyutlarıyla incelenmiştir. Birinci bölümde, temelde konut sorununu oluşturan nedenlere geçmeden önce konutun ve konut sorununun tanımı yapılmıştır. Konut sorununu tammlarken farklı toplumsal rol sahipleri göz önüne alınarak, kullanıcılar, yapımcılar, yerel ve merkezi yönetimler açısından değişen boyutlarıyla incelenmiştir. Ülkemizde konut sorununu oluşturan etmenlerin başmda; 19. yüzyılın ikinci yarısında kendini göstermeye başlayan sanayileşme-kentleşme ikilemi sonucu özellikle büyük kentlerde yaşanan yoğun göç hareketi gelir. Artan nüfusu kaldırabilecek gerekli altyapı ve planlamaya sahip olmayan kentler kontrolsüz bir şekilde büyümeye başlamıştır. Bu süreçle oluşan konut sorunları niteliksel ve niceliksel boyutlarıyla karşımıza çıkmaktadır. Konut politikalarının tarihsel gelişimi incelenen ikinci bölümde; 1923 yılından günümüze dek uygulanan politikalar, ülkenin siyasal, ekonomik ve sosyal koşulları da gözetilerek değerlendirilmiştir. Bu bölüm Plansız Dönem ve Planlı Dönem olarak iki ana başlık altında, alman politik kararlarla siyasi otoritenin konuta bakışı, tavrı ve dönemin siyasal koşullarının konut sorununa yansımaları üzerinde durulmuştur. Plansız dönem; 1923-1950 dönemi ve 1950-1960 dönemi, planlı dönem ise; 1960-1980 dönemi ve 1980 sonrası dönem olarak alt başlıklara aynlmıştır. Konut sorununun devletin kalkınma planlarında yer alması kapsamında, günümüze dek alman her bir“beş yıllık kalkınma planı”içerisinde konut sorunu ile ilgili alman kararlar değerlendirilmiştir. Ayrıca bu dönemde konut sorununa yönelik devletin sosyal konut politikası incelenerek“sosyal konut standartlan”na değinilmiş, bu dönemde İmar ve İskan Bakanlığı tarafından yayınlanan sosyal konut projelerinden örnekler sunulmuştur.Bundan sonraki bölümde Türkiye'de uygulanan konut sunum türleri, ruhsatlı konut sunum türleri ve ruhsatsız konut sunum türleri olmak üzere iki başlık altmda incelenmiştir. Ruhsatlı konut sunum türleri altmda incelenen kar amaçlı konut üretimi kapsamında yap-satçı olarak tanımlanan küçük üreticiler ile birlikte, kısıtlı da olsa sektörde üretim faaliyetlerinde bulunan büyük sermayeli şirketlerin üretimi yer almaktadır. Kar amacı gütmeyen konut sunumu kapsamında ise, bireysel konut üretimi, toplu konut üretimi ve kooperatiflerce üretilen konutlar incelenmiştir. Araştırmanın son bölümünde konut sorununun çözümünde rol alan kurumlar incelenmiştir. Konut edindirmek amacıyla kurulan bu kurumların yapılan ve nitelikleri üzerinde durulmuştur.

SUMMARY In this study, the development of the housing problem inTurkey from the date of republic until today has been investigated. In the first part, beforementioning about the reasons causing the housing problem in basic, the definitions of house and housing problem were imade. While explaining the housing problem, considering the various social adors, it was examined in various dimensions as from the users, constructors, local and central administrations. One of the leading factors causing the housing problem in our country is the intensive migration movement occurred in especially bigger cities as a result of the dilemma of industrialization-urbanization appeared in the second half of the 19th century. Cities not having the infrastructure and planning enough to handle the increased population, started to grow uncontrolled. The housing problems formed during this progression appeared with their qualitative and quantitative dimensions. In the second part where the historical development of the housing policies; the policies applied from 1923 until today was evaluated considering the political, economical and social conditions of the country' In this part, under two titles as Unplanned Period and Planned Period, view and behavior of the political authorities with the political decisions and reflections of the political conditions of the period to the housing period were mentioned. The Unplanned Period was divided into two subtitles as 1923-1950 period and 1950-1960 period, as well as the Planned Period was divided into two subtitles as 1960-1980 period and post- 1980 period. As the housing problem put in to the development plans of the state, the decisions concerning the housing problem within each“S-year developmentplan”were evaluated. Furthermore, examining the social housing policy of the state in this period,“social housing standards”were mentioned, and the samples of the social housing projects issued by the Ministry of Public Works and Housing wer^ presented. "In the next part, house presentation types applied in Turkey were examined under two titles as licensed house presentation types and unlicensed house presentation types. Under the production of profit-based house production within the licensed house presentation types, there are the productio __s 9f small constructors named as,producer-seller as well as big capital companie_ ctivating limitedly in the sectoro Under the house presentation without profjt; individual house production, housing estate production and houses' produced by the cooperatives were examined. In the last part of the survey, the institutions acting in the solution of housing problems were examined. The structure and features of these institutions established with the aim ofhousing were mentioned.
