MODELLING OF HUMAN RESOURCES PROBLEM AND APPROACHES RELATED TO ITS SOLUTION SUMMARY KeyWords: Macro-level human resources; manpower; manpower demand projection; qualified manpower; analysis model With this thesis study, it is aimed at contributing to current insufficient-level and limited studies by offering an analysis model, which is suggested for manpower demand projection about manpower planning. This proposal of modeling about manpower demand projection was developed for macro-level human resources. Besides, the proposed model is a proposal that could be thought as one of the essential models applied for all of educational system of a country. It has been emphasized on the importance for development and the importance to the role of manpower factor in the process of development. It has been explained what the development plans of Turkey is and what the essential or main policies, principles, targets and strategies of Turkey in development for the future have involved. The issue of population, demographic structure, education, manpower and labour force in area of macro-level human resources was focused on in detail and examined carefully. The final situation of Turkey on macro-level human resources has been mentioned by comparing with that developed countries and unions. The generally accepted and conventional developmental models and flexible planning model used for the development of human resources. It has been assigned that mentioned fact in development should be carefully examined and this reality could be only achieved by preparing middle and long term plans in a contingent and realistic way and by executing determinedly by the governmental managers. In the final division of this thesis, it is aimed at contributing to manpower demand projections with the proposed analysis model. It is also aimed that the proposed future-directed model will contribute to the development planners and investment decision makers as an essential data in their planning process. It was taken a care of that the proposed model would be a contingent and suitable for the real dynamic conditions. This proposed model has refers to the future-directed projection about qualified manpower demand of Turkey. Especially, it was taken a care of standards or norms of OECD, EU and developed countries in the process of modeling. This proposed model has contained four separate projections and every one of the projections has contained three different scenarios. All of the whole scenarios named as a scenario succession are an approach to develop a model. XIV
