This thesis consists of seven main parts. It studies the education of painting in secondary schools as well as the education of painting instructors for secondary schools between the years 1923-1950 within the historical development procedure of the Turkish education of art. In the first part; the definition of the problem, the content of the research, the research method and the definitions are given. The second part, implicates the subject of education of art and painting, which will form the base of the research. These subjects are explained within the limits of the necessity, the qualities and the ideas of experts about the education of art and painting. The third part deals with the first institutes which were effective in the Turkish education of painting. These were: The Military Engineering Schools, The Land Military Academy, Istanbul Teacher's School for boys and The Academy of Fine Arts. The contribution of these institutes to the education of painting and the ideas to educate painting instructors are explained. In the forth part, the ideas, which were effective in the Turkish education of painting are given. Atatürk and the Education of Fine Arts; Ismail Hakkı Baltacıoğlu and his education of painting; Mustafa Necati and his contribution to the education of Fine Arts and Ismail Hakkı Tonguç and his approach to the education of painting have been of studied. In addition, the effect of views and suggestions of foreign experts to the Turkish education of painting have been interpreted. The fifth part studies the education of painting and the education of painting instructors in Turkey from an extensive perspective. Related to this, the Opening of GEE-RİB, Gazi Educational Institute Department of painting-work; the programs of painting lesson in secondary schools;the experience of“The Paintnary of Painting in 1947”and the successful activities of teachers who were educated in GEE-RİB are given. The sixth part deals with the appraisal of the inguiry which was applied to the teachers who were educated in GEE-RİB. GEE-RİB was the first institute in Turkey which educated painting instructors. The views of teachers, who were graduated from this institute, related o the education of painting in secondary schools, as well as their views and lives during their own school years are praised. The seventh part is the summary of the whole-study. As a result, it is determined that the Turkish education of painting is based on the understanding of what Atatürk had determined as“Republic”thoughts; and it is formed according to the model of Western Education of Art. In this period, the education of work and Art currents which were effective in the West, have also effected the Turkish education of painting. The applications were made in this way. All the attempts have ended in success thanks to the enthusiasm of the Republic. This research has also shown that the education of painting has an important contribution in the effort to bring Turkey at a contemporary level.
