Özet
ÖZET Ekonomilerin açıldığı, uluslar arası iş bölümünün ve ticaretin değişime uğradığı teknolojik gelişmelerin hızlandığı ve iletişim ağlarının yaygınlaştığı çağımızda, toplumlar hızlı ve derin değişim sürecine girmişlerdir. Tarımın sanayileştiği, sanayinin otomasyona yöneldiği ve hizmetlerin katlanarak geliştiği bu süreç içinde bireyler de kendilerini aşma ve daha iyi bir yaşam düzeyine ulaşma arayışı içindedir. Teknolojik değişimlerin ortaya çıkardığı sosyal değişimler, toplumları giderek daha karmaşık bir seçim sonrasında ortaya çıkan ürünleri kullanmaya yöneltmekte, üretim ve pazarlama tekniklerinde meydana gelen gelişmeler, sürekli bir biçimde yeni meslekler ve faaliyet alanları doğurmaktadır. Teknoloji ilerlese de, sonuçta bilgiyi teknolojiye ve teknolojiyi de üretimin emrine verecek olan çalışan işgücü olacaktır. Üretimde kullanılan insan gücünün vasfı ne kadar bilgi-teknoloji yoğun olursa, bir işin yapılabilmesi için gerekli olan faktörler de o denli doğru ve ekonomik olarak gerçekleşecektir. Bugün olduğu gibi gelecekte de gelişen teknolojilere uyum sağlayabilecek ve esnek üretim modeli içinde etkin rol oynayabilecek insan kaynağına ihtiyaç duyulacak ve gerekli vasıflara sahip personel eksikliği sorunu yaşanacaktır. Bu sorunun çözümü, akılcı bir şekilde hazırlanmış, çağcıl bir eğitim politikasına sahip olmak ve bunu hayata geçirebilmektir. Gelişmiş toplumların öncelikle ele alıp düzenlediği alanın eğitim olması ve çağcıl bir eğitim politikasına sahip ülkelerin aynı zamanda gelişmiş ülkeler olması dikkat çekicidir. Bu çalışma; Avrupa Birliği'nin mesleki teknik eğitime ilişkin ürettiği politikalar ve bu politikalarla ulaşılması hedeflenen amaçları gerçekleştirmek için oluşturduğu programlardaki yeni yaklaşımları, Türkiye için bir uyum analizi oluşturma yolunda incelenmiştir. ABSTRACT The communities enter a process of rapid and deep changing in the period we are in which economies are getting better, international business partnership and commerce are changing and technological developments are accelerating and communicational networks are expanding. In this period in which agriculture becomes industrialized and the industry goes towards the automation and the services develops, individuals try to lead a better life and transcend themselves. The social changing stemmed from technological developments lead the communities into using the recent products emerged after a complex choice. The developments in production and the marketing techniques produce new occupation and activity areas. In spite of the technological developments, it is the human labor strength that assigns the knowledge to the use of technology and technology to the use of production. The more the human strength used in production is fed by data-technology densely, the more economical and exact the factors required for a work are carried out. There will be always a need for human source that is compatible with developing technology and that will be able to take a role effectively in the flexible production model in the future as happened today and also there will occur a problem of deficiency in staff have the required abilities. The solution of this problem is having a well-planned and a contemporary education policy and bringing it into life. It is noticeable that it is the education that the developed countries give priority and it is the developed countries that have a contemporary kind of education. This study examines the policies that are produced by European Union related to the vocational technical education and the new approaches in the programs in order to be produced to achieve the goals planned with these policies in order to constitute an analyze of adaptation for Turkey. xn
