Özet
KENTLEŞME SÜRECİNİN ARSA VE KONUT POLİTİKALARINA ETKİSİ: İĞDIR ÖZETİ Birinci bölümde, kent olgusunun ve kentleşmenin ne anlama geldiğini, kentleşme kavramının tarihçesini, ketleşmenin uğradığı tarihsel evreleri, kentsel toprak politikaları ve arsa kavramının ne olduğu, ayrıca arsa - konut ilişkisi üzerinde duruldu. Bu açıklamalardan sonra, arsa piyasasında rol alanlar, kentsel toprak politikaları, afet politikalarına, kentleşme sürecinde yürürlükteki politikalara değinildi. Birinci bölümde son olarak, konutta yeni politikalar ve uygulama araçları üzerinde duruldu. İkinci bölümde, Iğdır iline yönelik temel bilgiler, (coğrafik, jeolojik, toprak, bitki ve su) Iğdır ilinin şehir ve nüfus yerleşimi bilgileri verildi. Iğdır ili merkez belediyesinin yapmış olduğu çalışmaları, arsa - konut politikaları, su ve kanalizasyon durumunu ve imar sorunları ile çarpık kentleşme hakkında bilgi verildi. İkinci bölümde son olarak, Iğdır ili içinde oluşan taşkın ve afet alanları hakkında eldeki veriler ışığında bilgi verildi. Üçüncü bölümde, Iğdır'da uygulanan kentsel politika araçlarının değerlendirilmesi üzerine 14 soruluk bir anket yapıldı. Bu 14 soruluk ankete verilen yanıtla, yerel yönetimlerin Iğdır halkı üzerinde yarattığı olumlu ve olumsuz etkiyi genel bir çerçevede belirttiler. Değerlendirme kısmında, Iğdır ili için neler yapılabileceği ve nasıl çözüm bulunabileceği açıklandı. Sonuç kısmında, Iğdır ili için daha iyi bir yapılanmanın nasıl olacağı belirtildi. 170

THE EFFECT OF URBANISATION PROCESS TO REAL ESTATE AND RESİDENCE POLICIES; SUMMARY OF İ?DIR At the first chapter, it is necessary to start with the explanation of what is understood and what does urbanization mean. After the explanation, the history of urbanisation concept was specified. After the history of urbanisation, phases of it were explained. After these attainments, phases affected the urbanisation period, and how this has occured in some major cities were pointed out. Real estate concept was told by explaining Policies of Urbanised Teritories. After the explanation, relationship between real estate and residence was specified. Under this chapter, main topics are as follows: Residence cooperatives, apart residences, shanty houses. Also, actors of real estate market were explained under 3 topics: Speculative approaches, non governmental organisations and local administrations. By mentioning policies of urbanised teritories.answers to questions like what does land/teritory mean and what are the main policies of urbanised teritories were chosen to be explained in detail. Another important subject in urbanisation processes, catastrophe policies was mentioned, too. For prevention of catastrophes, important issues like, what should be done after and before the disaster and how catastrophe planning should be held were explained, After these explanations, important 171issues like how the cities could be prepared for the earthquakes were mentioned. Policies that are in force and the application results at the urbanisation process were specified. Developing real estate areas and and models that are related within this concept have been expressed. After the explanation of this subject, at the process of urbanisation socio-cultural and locality changes have been specified explained briefly. When real estate plansa re being expressed, also contents of 5 year development plans containing 5 periods were explained. The last main chapter, which is new policies at the real estate and application tools were discussed. While explaining this subject, studying the current structure were done. Concepts of the presentation of urbanised area case were stated. After that role of the public sector were mentioned. An important concept for the new policies and application tools at the projects of urbanisation transformation were underscored. At the second chapter, main information specially for İğdır and it's sub tittle which is Iğdır's name and it's history were mentioned. It's names roots and residential information were told. Under the heading 'İğdır Plain', Iğdır's geographic and geological structure were also mentioned. Another sub tittle which is Iğdır's climate characteristics were also specified. Another sub tittle was Iğdır's vegetation and it was explained briefly. Also by mentioning Iğdır's water characteristics, some clues about the periods of the disasters which could happen at İğdır were tried to be given. Another sub tittle was Iğdır's 172earth characteristics. Under this tittle, information about Iğdır's ground characteristics were explained in general. Third sub tittle was about Iğdır's central and city settlement and explained in general. After mentioning Iğdır's central and city settlement, Iğdır's history of being a city and information about the settlement units were told. Apart from that general knowledge about the population distribution of İğdır for the province.towns, villages and fields etc. were given. Iğdır's population datas were given in general and in tables. Also population movements and it's ratio to Turkish general population were given. Another important issue for İğdır, the municipalities were told by order. After these explanations, Iğdır's central municipality's works were told in detail and explained in general frame. After general knowledge about the municipalities, some information were also given in general about the towns which are in Iğdır's territory. At the second chapter, which is Iğdır's real estate and residence policies, infra-structure concept was explained in detail. Within reconstruction problems and irregular urbanisation, information about water and drainage situation were told in general. At Iğdır's real estate and residence policies, village settlement areas and village settlement types and their drinking water and drainage situation were told in general frame. Apart from that also agricultural infra-structure datas were given. At the second chapter, 3rd part, for central İğdır all available datas for flooding and disaster areas were given. At the sub title of 3rd chapter, central İğdır overflowing and disaster areas were mentioned and flooding reports for 17312 areas were given. Also, main 4 disaster areas were specified for central İğdır. At the 3rd chapter, for the evaluation of general applications of Iğdır's urbanisation policies, 100 participants answered 14 questions of survey by including their personal views. Participants of the survey mentioned their personal views about the impact of the local authorities on İğdır public, both in negative and positive aspect in general frame. At the evaluation part, answers to the problems were classified in 8 parts.generally about what can be done for İğdır province and how the problems can have a solution. Finally, at the 'results' part what can be done for a better structured İğdır were specified. 174
