ivABSTRACTToday's companies give high importance to human resources in order tobe competitive. Customer satisfaction can be achieved by having the personnelwho have high job satisfaction level and who accepted organizational goals. Asin private sector, in public sector as well, job satisfaction level of personnel isan important factor in determining the guality of service.The aim of this study is to measure job satisfaction level and todetermine the reasons of dissatisfaction of those working in public sector. At thefirst part, the concept of job satisfaction, its importance, its developmentprocess considered. At the second part, the factors affecting the job satisfactionlevel are explained. At the third part, the relationships between job satisfactionand feelings, values and attitudes are explained.At the final part, an application has been done for measuring jobsatisfaction level of public workers. In this application study, survey andparticipant observation techniques were used. SPSS Analysis Programme wasused in order to measure survey reliability and to test hypothesis. In thisapplication study, job satisfaction levels and dissatisfaction reasons of thepersonel who are employed according to different employment status areinvestigated and compared.In conclusion, the statistical analysis showed that there are strikedifferences between different employment statuses in terms of job satisfactionlevel. In the public organization which is under consideration, the factors leadingto dissatisfaction are as follows in order: wage, leadership style andmanegement policies. Moreover, there is a strong relationship between jobsatisfaction and the factors including wage, promotion opportunity, jobcharacteristics, colleagues, working conditions, management policies, type andfrequency of control, communication opportunities, role structure, leadershipstyle, family structure and geographic area.

ivABSTRACTAlthough current attempts to define the multiple dimensions of poverty, whichis a social problem, are underway it is difficult to determine the thresholds wherepoverty begins and ends. Nevertheless poverty in fact is a problem existing in allsocieties without a distinction between developing or developed countries. The levelof the problem varies in accordance to social, economic and political structures of thecountry, its geographic location and effectiveness of social and economic policiesbeing implemented.While being clearly observable in Turkey, poverty is spreading by feeding offstructural problems of the country such as low levels of education, unemployment,existence of the unrecorded economy, insufficient social security system, economiccrises, inequitable income distribution and regional differences.The fact that poverty in Turkey is in large part related to structural problems itssolution requires efficient and stable economic policy along with social policies.Leaving aside efficient economic policies designed to alleviate and prevent povertypublic social assistance programs initiated by the public sector has a tremendousimportance in battling poverty. Unfortunately it is not possible to speak of theexistence of a ?social assistance system? in Turkey. In Turkey there appears to bemultitude of legislation and organizations concerned with social assistance whilemany of these organizations and institutions follow a very narrowly focused socialassistance policy.The first comprehensive social assistance program in Turkey concerning all ofthe poor and those in need of help was the Fund to Induce Social Assistance andCooperation established in 1986 as a result of legislation numbered 3294 and theSocial Assistance and Cooperation Foundations established at the province and townlevel to spread social assistance activities through out the country.Although these Social Assistance and Cooperation Foundations are the mostimportant organizations among those providing public social assistance in terms ofscope, they can?t really be classed among modern social security system and ingeneral social policies implemented by other social (welfare) states throughout theworld, to battle poverty.To increase the effectiveness and efficiency of social assistance in battlingpoverty a fundamental social assistance legislation has to be legislated and a socialassistance unit and its local organizations within the social security system has to beestablished. If social assistance for the poor and needy citizens is going to becontinued to be provided by the Social Assistance and Cooperation Foundations theyshould be thoroughly reviewed, especially in regards to their administration andcapacity and restructured to enable them to be more efficient and sustainable insocial assistance services.
